Book excerpt: Despite the critical importance of agriculture in SSA countries; there are constraints behind, between, and beyond the border that directly and indirectly affects agricultural export performance of these countries. This paper attempts to explain theoretically and assess empirically the demand and the supply side factors affecting agricultural export of SSA countries. Specifically, the study focuses on analyzing the relative importance of the two major factors in determining the countries agricultural export performance. Panel data set with fixed effects estimation technique is used to address the question. The data set covers 47 SSA countries over the periods 2000-2008.The estimation result shows that on the supply side, factors such as real GDP, real GDP (lagged) of exporting country and lagged agricultural input use positively and significantly affects agricultural export of the SSA countries. The study also indicates that on the demand side the effect of per capita GDP of US, the major trading partner of SSA countries, is positive and significant. Moreover, the effect of US import tariff imposed on agricultural products from SSA countries is negative and significant. Therefore, the overall result reiterates that both supply side and demand side factors are equally important in determining agricultural export performance of SSA countries.

First, the authors introduce the economic theory of agri-food value chains and value chain governance, focusing on domestic and regional trade in (and consumption of) food crops in a low-income country context. In addition to mainstream and heterodox thinking about value chain development, the book pays attention to political economy considerations. The book also reviews the empirical evidence on value chain development and performance in Africa. It adopts multiple lenses to examine agricultural value chains, zooming out from the micro level (e.g., relational contracting in a context of market imperfections) to the meso level (e.g., distributional implications of various value chain interventions, inclusion of specific social groups) and the macro level (underlying income, population and urbanization trends, volumes and prices, etc.).Furthermore, this book places value chain development in the context of a process the authors refer to as structural transformation 2.0, which refers to a process where production factors (labor, land and capital) move from low-productivity agriculture to high-productivity agriculture. Finally, throughout the book the authors interpret the evidence in light of three important debates: (i) how competitive are rural factor and product markets, and what does this imply for distribution and innovation? (ii) what role do foreign investment and factor proportions play in the development of agri-food value chains in Africa? (iii) what complementary government policies can help facilitate a process of agricultural value chain transformation, towards high-productive activities and enhancing the capacity of value chains to generate employment opportunities and food security for a growing population.

In addition to this, the study develops lessons from East Asian countries as best experience to know the way they have followed to achieve export product diversification with less than three decades. The research conducts Herfindahl-Hirschman index to see the degree of export product diversification, balanced panel data to examine determinants of export product diversification using GLS random effect model and descriptive statistics for the year 1995-2014. The statistical data collected from WDI, UNCTAD, ERCA, NBE and ADI data bases. The study also conducts Huasman specification test to select the best model for the study and Breusch-Peagan test to check the existence of heteroscedasticity and used one year lag-values in log form to detect the endogeneity problems and some of the variables like labor force and saving effect may not observed immediately on diversification. According to the finding, the HHI for east African countries export product diversification shows as they concentrated on few products. However it shows an improvements from year to year with gradual changes. In 1995-2014 Ethiopia, Rwanda and Ugandan export highly concentrated but since 2001 Ethiopia and Uganda export performance shows moderately improved compare to the previous years. The regression result of the study suggests that exchange rate, gross domestic saving, inflation, PGDP, openness to trade, labor force and foreign direct investment suggests as they have positive contribution to export diversification. Diversification into new agricultural products and light manufactures could boost export earnings, but only if the region can compete successfully with existing producers elsewhere. In most countries this will require major structural reforms to create a more attractive economic environment.

How can they create sufficient market demand to power such growth? This report proposes answers to these questions, applying a general equilibrium framework to the experiences of Madagascar, Malawi, Mozambique, Tanzania, Uganda, Zambia, and Zimbabwe. The authors conclude that, for countries like these, promoting traditional agricultural exports, developing nontraditional exports, and increasing food staple growth will probably not be sufficient to generate a significant level of economic growth. Instead, the model simulations suggest that reductions in marketing costs through improved infrastructure and development of market institutions, along with significant growth in the nonagricultural economy (besides that generated by agricultural growth linkages) are necessary conditions for rapid economic growth. This report's findings are a valuable first step toward understanding how East and Southern African nations can achieve economywide growth and poverty reduction.

Over the past 20 years, most African governments have carried out reforms to deregulate agricultural markets and reduce the role of state enterprises. How much has the state actually withdrawn from agricultural markets? Have well-functioning private markets emerged? How successful were these reforms in boosting agricultural production, economic growth, and the incomes of the rural poor? What lessons can we learn from the reform process? The authors of this book address these questions through an analysis based on an extensive review of experiences with reform, focusing on three major agricultural markets: fertilizer, food crops, and export crops. They examine the historical rationales for intervention, the factors contributing to reform, the process of implementation, and the impact of the reforms on farmers and consumers in Sub-Saharan Africa. The authors find that reforms have had many favorable results, but that the impact has been muted by partial implementation and structural constraints. They propose a new agenda for promoting the development of agricultural markets in Sub-Saharan Africa, identifying areas where governments can play a supportive role. They argue that appropriate agricultural marketing policies and investments can improve livelihoods and the economic health of the region.

Book excerpt: This paper uses newly compiled data and a wide range of empirical analysis to assess the impact of government policies on agricultural exports and food production over the past two decades and across most sub-Saharan countries. While direct government control of marketing and prices of export crops has discouraged exports, disincentives created indirectly by overvalued currencies have been more damaging to agricultural supply in sub-Saharan Africa than in other regions. The rise of imported food to Africa has resulted mostly from factors that encourage consumers to eat imported food, and not from a failure of domestic production, as often assumed. These factors include overvalued currencies (which reduce the price of imported food), falling world food prices, high incomes during times of improved terms of trade, and increased urbanization (encouraged in part by policies of keeping farm prices low and concentrating government social spending in urban areas). Countries that have adopted and sustained policies to raise farm incentives have had better agricultural performance in the 1980's, on average, than those where policies continue to discriminate against agriculture.

Tables throughout the text present statistics on agricultural growth rates, commodity prices, and deforestation in the region. An annex contains more general tables, with information on population growth and fertility rates, land use, agricultural exports, and droughts. The strategies suggested in this paper will be of interest to policymakers, academics, and to development practitioners involved in African agriculture.
