As part of this effort, the Computer-Assisted Loran-C Controller (CALOC) is also in need of improvement. CALOC performs four tasks: abnormality detection, time difference control, record keeping, and blink control. The work reported in this thesis focuses on time difference control. In many instances, does not accurately control the time difference error (within the established USCG control procedures. Two new algorithms are proposed here to control TDE more effectively: a Proportional Integral Derivative (PID) controller and a Kalman filter. Actual TDE data recorded at three different master stations covering five Loran-C chains is used to evaluate the performance of the proposed controllers. The PID controller shows a substantial improvement in control compared to CALOC, and the Kalman filter exhibits even better performance, based on preliminary results. This improvement in control correlates directly with an increase in both predictable accuracy and repeatable accuracy.
