Book excerpt: Historical records of explosion effects demonstrate that blast-propelled glass fragments from failed windows are often a major cause of injuries from explosions. Also, failed window glazing often leads to additional injuries as blast pressure can enter interior building spaces and subject personnel to high pressure jetting, incident overpressure, secondary debris impact and thrown body impact. These risks are heightened in modern facilities, which often have large areas of glass. Guidelines are presented for the design, evaluation, and certification of fixed or non-openable windows to survive safely a prescribed blast environment described by a triangular-shaped pressure-time curve. Window designs using monolithic (unlimited) thermally tempered glass based of these guidelines can be expected to provide a probability of failure equivalent to that provided by current safety standards for safely resisting wind loads.

Book excerpt: Over the past decade a reliable, but possibly conservative, practice has evolved for the design of blast resistant window systems. Herein, the procedure for glazing design is first summarized. This is then comprehensively compared to the results of various prototype tests. Next, the failure criteria for the glass component of the system is critically considered. Finally, the practice for window frame design is examined with a view toward reliable economies. Over the last 10 years, a design methodology has been formulated, developed and tested for the design of blast resistant glazing. Design procedures have been specifically developed for thermally tempered glass, semi-tempered glass, polycarbonate, laminated tempered, laminated semi-tempered, and annealed laminated glass. A procedure for analyzing monolithic annealed (regular plate or float glass) has also been established (none of the authors recommend annealed or wire glass for blast resistant design). This approach has been subjected to peer review and published in the Department of Defense Structures to Resist the Effects of Accidental Explosions, Army TM5-1300, Navy NAVFAC P-397, and Air Force AFR 88- 22, the Naval Physical Security Equipment Manual and the Corps of Engineers Security Engineering Manual Handbook. The approach has also been adopted for design by the United States Department of State and other governmental agencies. The theoretical approach used to develop the design curves, tables, and formulas has also been incorporated into many computer programs. Gerald Meyers developed and wrote TM, PE, PR, EMB, WINDOW, BWORK, BLASTOP, and GLASSTOP. Donald Baldwin has incorporated much of the theory into WINDX, GPLAC, WINLAC, SAFEVUE, MAXLITE, VUELITE and MAXVUE.

Available in PDF, EPUB and Kindle. Book excerpt: The present doctoral dissertation contributes to the analysis of glass panels subjected to blast load, concentrating on monolithic and laminated glass prior to glass fracture. A straightforward graphical solution for monolithic glass is presented to identify maximum deformation and maximum principal stress for small and large deformations for static and idealized blast load without software. On the basis of experimental tests, load duration factors kmod for impact and blast load design for annealed glass, heat strengthened glass and fully tempered glass are proposed. In addition, design strength values for impact and blast design based on the European and German standards are suggested. As a result, blast pressure capacity charts for monolithic fully tempered glass plates subjected to idealized blast load are presented. Moreover, design temperatures of interlayer in blast design situation based on empirical data in accordance with Eurocode are determined for vertical double glazed and triple glazed units for Germany, showing that laminated glass should not be regarded with monolithic glass approach in general.

Available in PDF, EPUB and Kindle. Book excerpt: When an explosive threat exists, building owners should strongly consider using blast-resistant glazing in windows and curtain walls. Architects and engineers have few, if any, publicly available tools, procedures, or formal guidelines to aid in designing blast-resistant glazing. This paper presents a design procedure for blast-resistant laminated glass. The procedure finds its basis in an empirical relationship between air blast pressure, positive phase impulse, and 60-second equivalent design loading for laminated glass and window glass constructions fabricated with laminated glass. The procedure is relatively simple to use. The paper also addresses framing considerations for the blast-resistant glazing. It gives a design example and shows comparisons with experimental results.

Book excerpt: Prepared by the Task Committee on Structural Design for Physical Security of the Structural Engineering Institute of ASCE. This report provides guidance to structural engineers in the design of civil structures to resist the effects of terrorist bombings. As dramatized by the bombings of the World Trade Center in New York City and the Murrah Building in Oklahoma City, civil engineers today need guidance on designing structures to resist hostile acts. The U.S. military services and foreign embassy facilities developed requirements for their unique needs, but these the documents are restricted. Thus, no widely available document exists to provide engineers with the technical data necessary to design civil structures for enhanced physical security. The unrestricted government information included in this report is assembled collectively for the first time and rephrased for application to civilian facilities. Topics include: determination of the threat, methods by which structural loadings are derived for the determined threat, the behavior and selection of structural systems, the design of structural components, the design of security doors, the design of utility openings, and the retrofitting of existing structures. This report transfers this technology to the civil sector and provides complete methods, guidance, and references for structural engineers challenged with a physical security problem.

Available in PDF, EPUB and Kindle. Book excerpt: Glass fragments are a prime source of injury to occupants of buildings subjected to an explosive event. Health and safety considerations and the principles of a "reasonable duty of care" impose requirements on employers and on the designers and managers of buildings. Two International Standards have been prepared for the test and classification of "Glass in building--Explosion resistant security glazing." These incorporate three test regimes. One standard employs a shock tube method to simulate the blast from large vehicle bombs. The other standard involves two categories of arena tests using live explosives at varying distances. One test series uses small, hand-carried charges of up to 20 kg weight and the other is based upon the blast from 100 kg TNT equivalent vehicle bomb charges, where TNT refers to trinitrotoluene. The three test regimes and classifications are described and compared. The paper demonstrates how the Standards will facilitate the specification, design, and testing of glass and complete glazing systems having compositions from antishatter film applications through to thick and bullet resistant laminated glass. The tests are appropriate for other building components and the Standards will offer a valuable tool to provide safer buildings with blast resistance for protection or hazard reduction.
