Grâce aux limites numériques qu’il a imposées entre l’Est et l’Ouest, il a instauré un climat de confiance suffisamment mûr pour que son objectif - l’élimination de la capacité de lancer une attaque par surprise et de déclencher une offensive de grande envergure - soit atteint. Néanmoins, cette dynamique est aujourd’hui menacée, puisque non seulement le « nouveau » traité FCE adapté, signé en 1999, n’a jamais été mis en œuvre, mais la Russie a annoncé, en 2007, un moratoire sur son application même. L’auteur plonge au cœur des différentes phases du processus de désarmement classique en Europe, véritable « baromètre » des relations Est/Ouest. Alliant les angles historique et politique, son livre se révèle d’une rigoureuse profondeur.
