Book excerpt: Excerpt from Department of Defense Authorization for Appropriations for Fiscal Year 2002, Vol. 6: Hearings Before the Committee on Armed Services, United States Senate, One Hundred Seventh Congress, Second Session on S. 1416 The subcommittee meets today to receive testimony regarding recruitment and retention of military personnel within the Department of Defense and the military services. This hearing is a followup to our February 24, 2000 hearing on this same subject. I asked for this hearing in order to discuss the innovative ideas to enhance recruiting and retention, those ideas that you are pursuing and those that you may be considering. I also want to get an update on the current status of the services recruiting and retention achievements as compared to your goals and to predictions that each of you made for fiscal year 2001 during our hearing on February 24. The fact that we have devoted five hearings over the past 4 years to recruiting and retention reflects the priority we assign to this issue. Despite tremendous efforts on behalf of recruiters, the recruiting chiefs, the personnel chiefs, the Department of Defense, and Congress, we re just now beginning to reverse the trends that we've seen over recent years in recruiting. The military services must be able to recruit the best and brightest young Americans to serve in the military. I do not have to remind our witnesses today we re experiencing one of the most challenging times in recruiting the highest quality young men and women. As this hearing is a continuation of a series of hearings examining the recruiting and retention programs, I want to urge our witnesses to speak with utmost candor, and share common goals in the interest of men and women serving our Nation. Working together I am confident that we can take the necessary steps to preserve the finest military system in the world. Senator Cleland has been delayed and when he arrives well give him an opportunity to make an opening statement. Senator Allard, would you like to make an opening statement? Following your remarks, I will insert for the record the opening statement of Senator Strom Thurmond. Statement Of Senator Wayne Allard Senator Allard. Mr. Chairman, thank you, just a brief comment, if I may. This is the first Personnel Subcommittee hearing of the year and now Ill tell you, you are to be congratulated, Mr. Chairman, for moving on to your second chair. I want to congratulate you on the hard work and I look forward to working with you in the coming year. Now, while I'm extending congratulations, I would like to praise the military recruiting commands. I know that 1999 was a bad year for many of your commands and through hard work recruiting has much improved all around. I want to congratulate you on your hard effort in that regard. These hearings, I think, Mr. Chairman, serve as a good bellwether for the Armed Services Committee. Two years ago we were in recruiting and retention paralysis because of pay, benefits, and quality of life issues. We were later able to substantially address those matters with passage of Senate Bill 4 at that time. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Department of Defense Authorization for Appropriations for Fiscal Year 2002, Vol. 1: Hearings Before the Committee on Armed Services, United States Senate, One Hundred Seventh Congress, First Session; Unified Commands, Military Posture/Budget Amendment, Service Secretaries/Service Chiefs. Ballistic Missile Defense Many Of these are three - story walkup apartments. We have young mothers that have two or three young children. For her to wash the clothes she has to go down three or four flights of stairs to the basement. What does she do with the young children while She is doing that? She has to carry them along with the laundry downstairs to do that. I do not believe that is asking too much for these standards, and I must tell you, Mr. Chairman, even with these very modest stand ards, 69 percent of our Army families in Europe are living in condi tions that do not meet those standards of a washer and a dryer, a stove and a refrigerator, and two bathrooms. Mr. Chairman, when I worked this with the Pentagon, I briefed the Joint Chiefs, I briefed the Defense Resources Board, I talked to the Secretary Of Defense, and I believe that I have a sympathetic ear. I do not know what will be in the budget when it comes over. I have not seen that, but if it comes over the way that I hope that it does, I would encourage the support of the committee. Mr. Chairman, thank you for the Opportunity to appear before you today. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Department of Defense Authorization for Appropriations for Fiscal Year 2002, Vol. 7: Hearings Before the Committee on Armed Services, United States Senate, One Hundred Seventh Congress, Second Session on S. 1416 Today, the Strategic Subcommittee will learn about the progress that the National Nuclear Security Administration is making to provide for safe, secure, and reliable nuclear weapons programs. As we consider Nnsa's fiscal year 2002 budget request, our second such request since the agency's formation, we want to make sure that NNSA is putting together the best possible program to continue to ensure a strong national deterrent. I know General Gordon has been working tirelessly to bring together his team at the Nnsa and to reorganize the Department of Energy's (Doe) Defense Programs to provide a cohesive management structure that avoids the pitfalls that have plagued these programs in the past. Over the past 2 years, there have been several reports examining programs now in the Nnsa. These reports were critical of DOE's management, security failures, infrastructure, of personnel retention and replacement policies, as well as specific campaigns or projects. The underlying theme through virtually all of the reports was the enormity of the challenges facing Nnsa. Although there was agreement that we have the best and brightest people working on the worlds most impressive science program, there were also deep reservations about the general health of the program. With the formation of the Nnsa, we sought, and continue to seek, a new chance to provide a world-class, science-based nuclear weapons program and matching world-class operations, infrastructure, and workforce to carry us well into the 21st century. As we hear from our witnesses today, I hope we can learn how to move beyond the system that in some places seems to be repaired with a short-term fix instead of a comprehensive program which at the end of 10 years will still provide a durable infrastructure and a lasting legacy. I hope we can learn how to make sure we have a highly skilled workforce equal to our existing scientists, engineers, and technicians. Our Cold War warriors need to see an increase in apprentices whose training has occurred since the end of the Cold War. Perhaps more importantly, our next generation of workers needs some onsite training alongside experienced weapons designers. Our seasoned workforce offers unique expertise that is of great value, and such a resource should not be wasted. Challenges to our Nations weapons programs, infrastructure, and workforce expose us to a variety of vulnerabilities now and in the future. Although some of the fixes will require additional funding, many of the existing problems may be fixable with innovation, better management practices, and disciplined funding plans, not more money. The subcommittee also would like to hear about specific issues pertaining to how the Nnsa is meeting its national security requirement. Accordingly, the subcommittee is interested in hearing about the progress with our capability to produce replacement tritium. Additionally, we are interested in hearing about our progress with plutonium and pit production, including both short and long-term solutions. We are interested in knowing about our major campaigns, including the National Ignition Facility (NIF) and the Advanced Simulation and Computing Initiative (Asci). Book excerpt: Excerpt from Department of Defense Authorization for Appropriations for Fiscal Year 2002, Vol. 3: Hearings Before the Committee on Armed Services, United States Senate, One Hundred Seventh Congress, Second Session on S. 1416 It is my goal that at the completion of the hearing, the subcommittee members will have a better appreciation of the conditions, both good and bad, that our military personnel and families face on a daily basis. Since assuming the chairmanship of this subcommittee 4 years ago, I have stressed the importance of our facilities to the readiness and the quality of life of our Armed Forces. I do applaud President Bush for his commitment to improving the living conditions of our military personnel. However, this commitment is only a first step because quality of life not only implies barracks and family housing, but also includes the working environment. During visits to military facilities, I have seen the deplorable conditions in which our soldiers, sailors, airmen, and marines, both in the active and the Reserve components, must work to repair and maintain sophisticated equipment required to keep the United States Armed Forces the best in the world. For example, at Fort Sill, we are maintaining today's artillery systems in motor pools that were designed and built for the World War II towed artillery. We have trainee barracks in which sewer backups are the routine and pre-World War II buildings that are on the verge of collapse. I was at Fort Bragg during a rainstorm and saw our troops actually covering up some of their equipment to keep it dry within the barracks. At Camp Lejeune, the roof on the facility that houses a small arms simulator was leaking, which interrupted training and threatened the sophisticated simulators. At Miramar, the outdated hangars were crowded and did not have the appropriate equipment to maintain the marines' helicopters. These are conditions that the private sector would never tolerate and there is no reason that the military should tolerate them either. During prior subcommittee hearings, high-ranking military and civilian Department of Defense officials have testified regarding funding shortfalls in the military construction and real property maintenance (RPM) accounts. Their testimony focused on the budget deliberation and the tradeoffs required to meet the modernization goals of the Department. They rarely touched on the impact these tradeoffs have had on the individual service members and their readiness at the installations. Today we will hear from individuals who carry out the budget decisions of the Department of Defense and Congress. We will also hear from senior NCOs whose personnel must live and work in the facilities that have been neglected due to the continual underfunding of our military construction and RPM accounts. I would like to extend a warm welcome to all of our witnesses. I want to point out that the witnesses were selected from a pool identified by the military services. Senator Akaka and I have made the final selection based on their experience and their type of installation and geographical region. Each of them has a wealth of experience in their field and all have long and distinguished careers. To ensure we gain the maximum benefit from this hearing, I would like to keep this informal. Concurrent with the design process, the Avondale Alliance has reduced total program life cycle costs by more than billion, and that is a Navy estimate, one with which we in industry concur. Late aircraft deliveries are the principal reason we are behind in our testing schedule. This has impacted our ability to start Dedicated Initial Operational Test and Eval nation (diot&e) as originally planned in August 2002. While the Air Force is fully committed to cost control, we will not rush the start of diot&e. As the table below illustrates, we lost valuable testing time due to late aircraft deliveries. In some cases, aircraft first ight dates slipped by more than a year, placing increased pres sure on the test program. Book excerpt: Excerpt from Department of Defense Authorization for Appropriations for Fiscal Year 2005, Vol. 2: Hearings Before the Committee on Armed Services, United States Senate, One Hundred Eighth Congress, Second Session; Seapower, March 3 and 10, 2004 The View was, particularly after September 11, that there was a need for the Navy to look at its presence with a purpose in a global sense. We needed to dramatically change the striking power that we brought to sea when we were there, because of these compelling issues you get into in terms of timing, trying to make a difference, trying to be decisive on scene, trying to shape the battle space quickly. Because this is one of the things we're being driven into is this: can we do things more quickly before things get out of con trol? Available in PDF, EPUB and Kindle. Book excerpt: The federal budget impacts American policies both at home and abroad, and recent concern over the exploding budgetary deficit has experts calling our nation's policies "unsustainable" and "system-dooming." As the deficit continues to grow, will America be fully able to fund its priorities, such as an effective military and looking after its aging population? In this third edition of his classic book The Federal Budget, Allen Schick examines how surpluses projected during the final years of the Clinton presidency turned into oversized deficits under George W. Bush. In his detailed analysis of the politics and practices surrounding the federal budget, Schick addresses issues such as the collapse of the congressional budgetary process and the threat posed by the termination of discretionary spending caps. This edition updates and expands his assessment of the long-term budgetary outlook, and it concludes with a look at how the nation's deficit will affect America now and in the future. "A clear explanation of the federal budget... [Allen Schick] has captured the politics of federal budgeting from the original lofty goals to the stark realities of today."—Pete V. Domenici, U.S. Senate

Book excerpt: Excerpt from Department of Defense Authorization for Appropriations for Fiscal Year 2004, Vol. 1: Hearing Before the Committee on Armed Services United States Senate One Hundred Eight Congress First Session S. 1050 I close by saying that transformation is not an event, there is not a point at which the Defense Department will move from being untransformed to transformed. Our goal is to set in motion a proc ess of continuing transformation in a culture that will keep the United States several steps ahead of potential adversaries. To do that, we need not only resources but equally we need the ability to use them with speed and agility, so that we can respond quickly to the new threats we will face as the century unfolds. I feel deeply about the urgency of seeing that we transform the Department and enable it to serve the American people and our friends and allies in a responsible way in the 2lst century. We will have to work together if we are to best serve the country. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
