Senator Levin, one or two disappointments in my lifetime the first one was not achieving Navy gold wings. Unfortunately, World War II had ended, and they did not need youngsters in the pipeline anymore and we all went home. But ever since then I have been highly envious of those of you who sought as your professions aviation. It is a very challenging and high-risk occupation. I realize, and I think most realize, that every day you get in that cockpit there is a certain measure of personal risk. I want to thank each of you, and the tens of thousands like you wherever they are today, for having made this contribution to our Nation's security. The work of this committee, however, is to try and evaluate the various programs brought forth by the Commander-in-Chief, the President, the Secretary of Defense, and the Secretaries of the Air Force and Navy. Therein, again, I have had the privilege of having a good deal of experience through the years. It is particularly sad for me to address this morning the F-14 program, a program that was brought in while I served in the Department of the Navy, and have spent a good many hours in the rear seat of that aircraft in the early days. But it is a fine airplane, it served the country well, and I hope that we can put fixes in to allow it to continue that service to the Nation with such service life technically that we can get out of it. The Jast program - I was just sort of sitting here scratching a note or two - the challenges here are almost like going to the moon, and this time it is Tac Air. There is a high technical risk, there is a high financial risk, and there is a high political risk, all three of them wrapped up in this program. We are very anxious to hear from you this morning on that. General. So I will not take further time. We are anxious to hear from the witnesses, but I would like to turn to my distinguished colleague. We have been together now-we came together some 18 years ago to the United States Senate, and we have worked side by side and traveled the world together to some very challenging assignments. Who knows? With a little luck we might be sitting here a while longer. I am privileged to have you here as the ranking member of our subcommittee. [The prepared statement of Senator Warner follows: ] Prepared Statement by Senator John Warner Today's topic - Tactical Aviation - is one that has a record of magnificent achievements but also of terrible program failures, for I hope to address both side of this record in today's hearing. Several items arc of particular interest to me. Last year Senator Levin and I closely examined the issue of concurrence in the F-22 program, as well as program difficulties at critical design review. I look forward to receiving an update on this program. The joint advanced strike technology program is a promising start at rationalizing tactical aviation program. Unfortunately, it is one of many starts in recent years, not all of which got off the ground, sometimes at great cost. Indeed, many of those programs had less ambitious goals than JAST. Now, with the services answering their needs with separate programs for the present, we hear that the future under jar will be better, f hope so. However it will take more than hope to provide the Navy with a deep strike capability from its carriers, and to provide a vertical take off jet for the Marines, or to provide an K-16 replacement for the Air Force.

The young men and women who serve our Nation in uniform continue to be the most important asset of our Nation's defense. This year, I intend that this committee will continue to provide increased funding for the quality of life initiatives and programs we began in last year's authorization bill. Mr. Secretary, I am troubled over several decisions you made in the proposed budget. First is the Defense Department's decision to again reduce funding for critical ballistic missile defenses. We should be seeking ways to accelerate the development and deploy ment of both theater and national missile defense systems, not delay them. Under the Department's new proposal, we would not deploy a theater high altitude area defense system, commonly known as thaad, or Na upper tier for another decade. This delay is unacceptable. I fin it hard to believe that the administra tion would continue to place the lives of our servicemen and women, and indeed our population, at risk by delaying this critical capability. We want to get the views and the suggestions of the folks that are on the ground across the country who are trying to address the cleanup and waste management challenges facing the Department of Energy. We must make this effort to better deal with the oversight of the EM program, especially if we want to justify this large expenditure of funds to the American taxpayer. Secretary Grumbly, as you know, I also have a special interest in the Department's efforts to fulfill its commitments to the State of Idaho regarding cleanup activities and the eventual shipment of all spent nuclear fuel and transuranic waste out of the State by the year 2035. This is a landmark agreement that will challenge Doe to open a new chapter in meeting its commitments and delivering real results. This agreement will also require substantial funding, and I look forward to discussing these requirements with you. The subcommittee will also hear from Mr. John Conway, Chairman of the Defense Nuclear Facilities Safety Board. The board has a proven record of addressing real problems in a factual, scientific way. We want to hear his assessment of how Doe has done since last year and what the board believes are deficiencies in DOE's safety performance and compliance with board recommendations. We want to know what needs to be done to fix such deficiencies. At the same time. Secretary O'Leary and the recent DOE advisory committee has recommended adding a layer of external regulations on DOE nuclear activities. It is not clear to this subcommittee that this recommendation was subscribed to by the majority of the members of that Doe advisory committee, nor is it clear that DOE, in the advisory committee report, has made a case for external regulation which can stand on its own merits. Frankly, the Secretary's 60-day task force to develop a plan for moving DOE nuclear weapons and cleanup activities without Department of Defense or congressional involvement appears to be somewhat of a rush to judgment. Because Mr. Grumbly is in charge of this Doe task force, I am sure that he will fill us in on its purpose and its status. In any case, the subcommittee expects to be a major player in this debate. The subcommittee also wants to hear about the expected costs and benefits of this proposal, and alternatives. The subcommittee would also like to hear Mr. Conway's views regarding whether there are benefits to additional regulation, whether he thinks there is an alternate approach to cost-effectively enhancing nuclear safety, and what role the board may play in this effort. In short, we have a lot of issues to discuss at this hearing today, so based on the magnitude of these issues, I think it is very opportune for us to roll up our sleeves and have a good session. With that, I want to turn now to the distinguished Ranking Member of this subcommittee and truly a great friend of mine, Senator Jim Exon of Nebraska. Senator Exon. Mr. Chairman, thank you so very much for your excellent opening statement and the comments that you just made. It is true that I have been involved in these matters for a long, long time.
