The production in 1916 of the leading cereals, corn, wheat, oats, barley, rye, buckwheat, rice, and kafirs was comparatively low, aggregating bushels, as against for 1915, 000 for 1914, and the annual average for 1910 1914. The wheat crop of 1916 especially was strikingly small. It was only bushels, as compared with the record production for 1915 of with for 1914, and with the average for the five years 1910 - 1914 of It was certain, too, that on account of adverse weather conditions, the output of winter wheat for 1917 would be greatly curtailed. The world production of wheat for 1916 also was unsatisfactory, and the prospects for the ensuing year were not good. The situation was no better in respect to another conspicuously important food commodity, the Irish potato. Not only did farmers make up barely percent of the labor force in 1960, the Supreme Court's 1964 decision to require legislative districting on the basis of population rather than geographical area eroded the power of agricultural districts in legislative bodies. In Congress, however, agriculture remained a potent force despite a shrinking number of representatives from farm districts. Because the House and Senate usually deferred to committees on specialized legislation, most decisions relating to agricultural matters were made in the House Committee on Agriculture and the Senate Committee on Agriculture and Forestry. Without exception, these committees in 1961 were composed of members representing rural areas. A plan was therefore drawn up at the request Of the Director of the Division, in which it was proposed, by means Of an historical survey, to attempt to measure the economic cost Of the War and the displacement which it was causing in the processes Of civilization. Such an Economic and Social History Of the World War, it was felt, if undertaken by men of judicial temper and ade quate training, might ultimately, by reason Of its scientific Obliga tions to truth, furnish data for the forming Of sound public opinion, and thus contribute fundamentally toward the aims Of an institution dedicated to the cause Of international peace.
