This book was released on 2007-04-03 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: The scrutiny of the Office of Science and Technology (OSI) is one of the core tasks of the Committee. During the period covered by this report the OSI and DTI Innovation Group have successfully merged and there has been a new performance management system. There has been a welcomed increase in the science budget but the breach of the principle of ring fencing the budget is deprecated. An important part of OSI's work is reviewing the use of science in Government departments. Although these are valuable the pace of review and information available on them needs to be improved.

Download or read book Regional Development Agencies and the Local Democracy, Economic Development and Construction Bill: Report, together with formal minutes written by Great Britain. Parliament. House of Commons. Business and Enterprise Committee and published by The Stationery Office. This book was released on 2009 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Local Democracy, Economic Development and Construction Bill proposes substantial changes to the way that economic development policies are delivered. The four main proposals relating to economic development are: merging the existing regional economic and spatial strategies into a single integrated regional strategy, with local authorities and regional development agencies (RDAs) being jointly responsible for its drafting and agreement; giving local authorities the duty to undertake an economic assessment of their areas; devolving funding to local authorities to enable them, rather than RDAs, to deliver economic development policies; and encouraging collaboration between local authorities in delivering these policies. The Committee notes the strong support for a level of governance between central government and local authorities for the delivery of economic development policies and business support. The Committee would have liked more evidence about the effectiveness of RDAs and it is surprised the Government has proceeded with plans to restructure the way regional policy is made before the review of RDAs the Government has commissioned from PricewaterhouseCoopers is available. The Committee expresses concern over some proposals contained in the Bill: most importantly, there needs to be a proper balance between RDAs' business focus and the role of councillors in representing the views of their constituents. The proposals in the Bill about the relationship between RDAs and local authorities place too much weight on the views of RDAs and business interests, particularly during the drafting and agreement of the single integrated regional strategy. The role of local authorities - and of the communities they represent - must be strengthened. Many of the provisions of the Bill need clarifying.

Book Synopsis FCO performance and finances by : Great Britain: Parliament: House of Commons: Foreign Affairs Committee
Download or read book FCO performance and finances written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2011-02-11 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focusses on the FCO's financial situation and the implications of the Spending Review 2010 for its work and performance, and that of its associated body, the British Council. The FCO is one of the major departmental 'losers' in the Spending Review. Reductions in spending on the FCO, if they result in shortfalls in skilled personnel and technical support in key countries and regions, can have a serious effect in terms of the UK's relations with foreign countries, out of all proportion to the amounts of money involved, especially in relation to the UK's security and that of its Overseas Territories. Cuts to the core FCO budget of even 10% may have a damaging effect on the Department's ability to promote UK interests overseas. The FCO will also face cuts of 55% to its capital budget. The target of raising £50 million per year through selling existing buildings may be difficult to achieve, and may not secure savings in the long-term. A further reduction in the opportunities for more junior UK-based staff to serve in overseas posts, and a consequent diminishing of experience and morale among FCO employees, could over time have a damaging effect on the quality of British diplomacy and the effectiveness of the FCO. The British Council, facing a 25% cut in spending, should give detailed information on its strategy for implementing the cut, which may well trigger fundamental rethinking of the role and work of the Council.

Book Synopsis Water Resources in the Built Environment by : Colin A. Booth
Download or read book Water Resources in the Built Environment written by Colin A. Booth and published by John Wiley & Sons. This book was released on 2014-03-31 with total page 487 pages. Available in PDF, EPUB and Kindle. Book excerpt: Water management is a key environmental issue in controlling of floods and reducing droughts. This book provides analysis of the main issues, offering solutions and describing good practice. Water Resources for the Built Environment: management issues and solutions develops an appreciation of the diverse, complex and current themes of the water resources debate across the built environment, urban development and management continuum. The integration of physical and environmental sciences, combined with social, economic and political sciences, provide a unique resource, useful to policy experts, scientists, engineers and subject enthusiasts. By taking an interdisciplinary approach, water resources issues and impacts on the built environment are presented in the inventive and strategic setting of considering the constraints of delivering potable water to an ever-demanding society who, at the same time, are increasingly aware of living in an urban landscape where excessive surface water creates a flood threatened environment – hence, the need to portray a balance between ‘too little vs. too much’. This unique approach to the water resources debate presents a multifaceted collection of chapters that address the contemporary concomitant issues of water shortage and urban flooding and proffers solutions specifically for the built environment. The book is structured into three parts: the first part (Sections 2, 3 and 4) addresses management issues and solutions to minimise water shortages and provide water security for society; whilst the second part of the book (Sections 5 and 6) addresses management issues and solutions to control excessive rainfall and minimise flooding impacts. The third part (Section 7) contextualises the issues of the earlier sections within international case studies from the developing world.

Book Synopsis HC 802 - Defra Performance in 2014-15 by : Great Britain. Parliament. House of Commons. Environment, Food and Rural Affairs Committee
Download or read book HC 802 - Defra Performance in 2014-15 written by Great Britain. Parliament. House of Commons. Environment, Food and Rural Affairs Committee and published by The Stationery Office. This book was released on 2015 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department's total expenditure for 2013-14 was £6.252 billion, taking into account both its activities funded directly by Parliament and grants made following the receipt of money from the European Union, predominantly to fund agricultural subsidies and rural development schemes. The Government budget allocated to and spent by Defra is known as the Departmental Expenditure Limit (DEL) and it is set at Spending Reviews. The Department has underspent its central Government funding allocation each year since the 2010 Spending Review. In 2013-4, Defra spent £2,433 million of its DEL to meet its strategic objectives which resulted in a £61 million (2 per cent) underspend compared to its budget. The Department's Annual Report and Accounts 2013-4 state that the £50 million underspend against resource DEL was due to the following factors: (a) £30 million was not spent as the UK Government challenged EU disallowance penalties on 2010 and 2011 Common Agricultural Policy (CAP) scheme expenditure; and; (b) £20 million was intentional underspend following approval from HM Treasury to carry the funding into 2014-15 to spend on flood prevention
