This study is not merely an examination of the familiar limitations of the media, but an investigation of the comprehensive attitude in Italian society of rejecting foreigners who have been transformed into public enemies through a vicious cycle of panic and exclusion. Political dialogue has not proven very aware of the problem of acknowledging the civil rights of the new migrants. The recent cultural rediscovery of the "Italian nation" and the "Italian homeland" - that communal sentiment on which national belonging is based - is not separate from these recent disturbing developments. Not only does this appeal to the "Italian nation" prove weak, but it corresponds to a process of inferiorization of other societies: poorer nations, the underdeveloped regions of Italy itself, and the less wealthy areas in dominant regions. The political left and right both display this disturbing mentality. In this extensively documented, polemical book, Alessandro Dal Lago clearly takes a stand regarding the most profound impulses in Italian society. This study reveals that what is involved in the cultural discussion on migration are the most fundamental parameters and values upon which our democracy rests.

Their papacies coincided with the rise of fascism and Nazism, the Holocaust, and the establishment of the State of Israel. Notes that Pius XI not only condemned racial antisemitism in Germany and elsewhere, but was the first Pope to actively take a stand in defense of the Jews. Pius XII, who did not possess the assertive qualities of his predecessor, but was a good diplomat, deplored Nazi and fascist antisemitism, but kept silent on the Holocaust throughout the war years. Nevertheless, during the Holocaust, he rendered help to thousands of Jews in Italy and elsewhere. Stresses the fact that both Popes acted at a time when many Catholic priests and hierarchs in Germany and other countries supported Nazism and racism. Although Pius XII, and the entire Catholic Church, did not approve of the Zionist program to revive the Jewish state in Palestine, he spoke up for the preservation of Jewish holy places in Israel on a par with Christian holy places. John XXIII, the supporter of reconciliation between Christians and Jews, paved the way for Vatican Council II and the document "Nostra aetate".

These regimes pose a considerable challenge to U.S. policymakers because the superficial stability of many semi-authoritarian regimes usually masks severe problems that need to be solved lest they lead to a future crisis. Additionally, these regimes call into question some of the ideas about democratic transitions that underpin the democracy promotion strategies of the United States and other Western countries. Despite their growing importance, semi-authoritarian regimes have not received systematic attention. Marina Ottaway examines five countries (Egypt, Azerbaijan, Venezuela, Croatia, and Senegal) which highlight the distinctive features of semi-authoritarianism and the special challenge each poses to policymakers. She explains why the dominant approach to democracy promotion isn't effective in these countries and concludes by suggesting alternative policies. Marina Ottaway is senior associate and codirector of the Democracy and Rule of Law Project at the Carnegie Endowment.
