Book excerpt: Unlike European countries where the consolidation of town planning was based on legislative reforms, Latin America’s urbanismo mainly stemmed from urban plans for national capitals and metropolises. Austrian academic and planner Karl Brunner was hired in Chile, Colombia and Panama from the late 1920s to advise in the professional and academic domains, marking a shift from the so-called École Française d’Urbanisme (EFU) of Haussmannesque descent towards the Austrian-German Städtebau, While coordinating the municipal office and plan for Bogotá, Brunner translated his Manual de Urbanismo – the first textbook published in Latin America about the new discipline and the first to incorporate examples from local cities. Based on his 1924 course at Vienna’s National Faculty of Architecture Brunner’s Manual emphasized the ‘scientific system’ of the discipline. Brunner was the most influential figure of his time in the urban planning of the region, but has become overshadowed by Le Corbusier's and CIAM’s prevailing influence after the Second World War. Complete with a supporting introduction written by Arturo Almandoz, this volume includes the full copy of the original Manual de Urbanismo with an English translation of the synthesis. No existe un consenso entre los estudiosos de los procesos de urbanización sobre la manera de definirlas y, en consecuencia, hay varias alternativas. La mayoría de tipologías utilizan criterios demográficos, ya sean de carácter absoluto o relativo. Este informe aborda el problema de la delimitación de áreas urbanas desde un enfoque totalmente diferente: a partir de las recientes bases de ocupación del suelo. En el informe que ahora se presenta se definen las zonas de morfología urbana (UMZ) desde este último enfoque, estableciendo como urbano aquellas superficies fundamentalmente de tipo artificial que organizan el complejo entramado de las áreas densamente pobladas; es decir, incorporando no solamente zonas residenciales edificadas, sino también las destinadas a servicios administrativos, sanitarios, transportes, parques y jardines, etcétera. Con este fin, se ha partido del modelo desarrollado por el Instituto Geográfico Nacional que define las coberturas del suelo en España (SIOSE: Sistema de Información de Ocupación del Suelo en España) y que permite un elevado grado de detalle gracias a su alta resolución, desechando por ello otros modelos empleados genéricamente en Europa como el CORINE Land Cover. Sin embargo, la complejidad del modelo de datos original SIOSE ha obligado a desarrollar un modelo jerárquico de asignación simple de coberturas, lo que constituye una primera aplicación de interés del trabajo. Una vez delimitadas las UMZ, y partiendo de la grid de población de 1 kilómetro cuadrado para España, desarrollada por los autores en un anterior informe, se ha asignado población a cada una de ellas. Esto ha permitido seleccionar las UMZ más pobladas y elaborar una serie de indicadores urbanos, como superficie de zonas verdes o equipamientos deportivos por habitante para cada una de ellas.
