Book excerpt: In the framework of the revised European neighbourhood policy (ENP), the importance of official statistics is reinforced and the need for international cooperation in statistics is renewed. Statistics capture the characteristics of the countries of the region and thus help the policy makers to identifying the needs, formulating objectives and orientating policies. On the other hand, statistics enable the progress towards agreed goals to be monitored and measured - a key component of governance. -- EU Bookshop.

Book excerpt: The European Neighbourhood Policy (ENP) was initiated in 2004, a year which saw the largest single expansion of the European Union (EU) with the accession of 10 new Member States. The main objective of the ENP was to avoid the emergence of dividing lines between an enlarged EU and its closest neighbours. There are currently 16 neighbours within the ENP, of which six in the east: they are Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. In May 2011, the ENP was revised, offering increased support, stronger bilateral partnerships and further economic integration to those countries promoting democratic reforms, the rule of law and respect for civil society and human rights. The ENP is complemented by regional and multilateral cooperation initiatives, for example, the Eastern Partnership which has four main areas of cooperation between the EU and its eastern neighbours: democracy, good governance and stability (platform 1); economic integration and convergence with EU policies (platform 2); energy security (platform 3); and contacts between people (platform 4).

At a time when the region is undergoing rapid change, the main goal of the book is to challenge misconceptions with common geographic data on issues such as transport, energy, agriculture, water and to suggest avenues for policies common to Europe and its southern neighbours.

Book excerpt: Statistical information is an important tool for analysing changing patterns of urban development and the impact that policy decisions have on life in our cities, towns and suburbs. Urban Europe - statistics on cities, towns and suburbs provides detailed information for a number of territorial typologies that can be used to paint a picture of urban developments and urban life in the EU Member States, as well as EFTA and candidate countries. Each chapter presents statistical information in the form of maps, tables and figures, accompanied by a description of the policy context and a set of main findings. The publication is broken down into two parts : the first treats topics under the heading of city and urban developments, while the second focuses on the people in cities and the lives they lead. Overall there are 12 main chapters, covering : the urban paradox, patterns of urban and city developments, the dominance of capital cities, smart cities, green cities, tourism and culture in cities, living in cities, working in cities, housing in cities, foreign-born persons in cities, poverty and social exclusion in cities, as well as satisfaction and the quality of life in cities.

Available in PDF, EPUB and Kindle. Book excerpt: Several events in the past few years have dramatically shown how the interests of European citizens are directly affected by the stability, security and prosperity of their neighbouring regions. At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia’s assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP. The work has been carried out by a team of researchers from CEPS in Brussels, with the support of the Policy and Operations Evaluation Department (IOB) of the Ministry of Foreign Affairs of the Netherlands.

This book was released on 2015-06-11 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book looks both backward and forward with regard to the European Union’s political strategies towards its neighbouring countries. By bringing together the perspectives of critical geopolitics, policy studies and border studies, it presents a comprehensive review of the European Neighbourhood Policy and how it impacts the ongoing construction of the EU’s external frontiers. Is the EU committed to promoting integration in a ‘wider’ European space, or is a “fortress Europe” emerging where the strengthening of internal cohesion is coupled with the militarisation of its external borders? The book aims to problematize this question by showing how the EU’s external policies are based on a mixture of openness and closure, inclusion and exclusion, cooperation and securitisation. The European Neighbourhood Policy is a controversial strategy where regionalization and bordering, homogenisations and differentiations, centrifugal and centripetal forces proceed side-by-side, in an explicit attempt to construct a selective, mobile and fragmented border. A specific focus is devoted to the diversity of geo-strategies the EU is pursuing in its neighbouring countries and regions, macro-regional strategies and cross-border cooperation initiatives as new scales of cooperation, and the role of other global players.
