Book excerpt: Party Politics and Democratization in Indonesia: Golkar in the Post-Suharto Era provides the first in-depth analysis of contemporary Indonesian party politics and the first systematic explanation why Golkar is still the strongest party in Indonesia. Applying a multi-dimensional conceptual framework of party institutionalization theory, the book examines Golkar’s organizational infrastructure, its decisional autonomy and programmatic platform as well as the party’s relations to the mass media. Strengths and weaknesses in the individual dimensions of institutionalization are then contrasted with the corresponding levels of institutionalization reached by Indonesia’s other major parties. Tomsa argues that Golkar remains Indonesia’s strongest party because it is better institutionalized than its electoral competitors. However, while highlighting the former regime party’s strengths in key aspects of party institutionalization, he also shows that Golkar also has some considerable institutional weaknesses which in 2004 prevented the party from achieving an even better result in the general election As an empirical study on Golkar, and Indonesia's other major political parties, this book will be of huge interest to students and scholars of Southeast Asian politics, political parties and elections and democratization.

Book excerpt: For decades almost the only social scientists who visited Indonesia’s provinces were anthropologists. Anybody interested in politics or economics spent most of their time in Jakarta, where the action was. Our view of the world’s fourth largest country threatened to become simplistic, lacking that essential graininess. Then, in 1998, Indonesia was plunged into a crisis that could not be understood with simplistic tools. After 32 years of enforced stability, the New Order was at an end. Things began to happen in the provinces that no one was prepared for. Democratization was one, decentralization another. Ethnic and religious identities emerged that had lain buried under the blanket of the New Order’s modernizing ideology. Unfamiliar, sometimes violent forms of political competition and of rentseeking came to light. Decentralization was often connected with the neo-liberal desire to reduce state powers and make room for free trade and democracy. To what extent were the goals of good governance and a stronger civil society achieved? How much of the process was ‘captured’ by regional elites to increase their own powers? Amidst the new identity politics, what has happened to citizenship? These are among the central questions addressed in this book. This volume is the result of a two-year research project at KITLV. It brings together an international group of 24 scholars – mainly from Indonesia and the Netherlands but also from the United States, Australia, Germany, Canada and Portugal.

He then traces the effects of the new institutions on Indonesian politics and discusses their shortcomings and their achievements in steering Indonesia away from the dangers of polarization and violence. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
