It is used, loosely, and invariably in a liberal idiom, by scholars, activists, civil society organizations, politicians and the voluntary sector. In many respects it has attained the status of a fetish, yet 'governance' remains a notion that has multiple definitions, a concept in-the-making. Notwithstanding the imprecision with which the term is employed, it has become an inescapable paradigm for the politics of development. The contributors to this book, drawn from among some of the world's best area studies specialists, from North and South, offer a diverse global critique of 'governance' as deployed in several key areas: institutions and state actors; the rule of law, democracy and human rights; decentralization and state power; development and, last but not least, international cooperation and the role of the World Bank, the IMF and NGOs. The geographical spread of the volume ranges from Africa to Latin America, from Asia to the Middle East. Their objectives include: a reassessment of 'governance' in its many manifestations; an attempt to free the term from its often unhelpful linkage to the state, and thereby apply it to other organizations and actors; a re-evaluation of the Western-dominated use of the term politically and an attempt to broaden its application beyond issues such as transparency and the fight against corruption; and a search for innovative applications of the term, driven by a consensus that transcends current economic and political inequalities.

Far from it, democratization has been marked by setbacks and victories, a process often referred to as ‘contested democracy’. In view of recent mobilizations such as the Arab Spring and the Occupy movement, in which new technologies have played a key role, there is a need for a renewed analysis of the long-term evolution of US and UK political systems. Using new areas of research, this book argues that the ideals and the practices of Anglo-American democracy can be best understood by studying diverse forms of participation, which go beyond classical expressions of contestation and dissent such as voting. The authors analyze political parties, social movements, communications and social media, governance, cultural diversity, identity politics, public-private actors and social cohesion to illustrate how the structure and context of popular participation play a significant role in whether, and when, citizens ́ efforts have any meaningful impact on those who exercise political power. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.
