Available in PDF, EPUB and Kindle. Book excerpt: Securing Development: Public Finance and the Security Sector highlights the role of public finance in the delivery of security and criminal justice services. This book offers a framework for analyzing public financial management, financial transparency, and oversight, as well as expenditure policy issues that determine how to most appropriately manage security and justice services. The interplay among security, justice, and public finance is still a relatively unexplored area of development. Such a perspective can help security actors provide more professional, effective, and efficient security and justice services for citizens, while also strengthening systems for accountability. The book is the result of a project undertaken jointly by staff from the World Bank and the United Nations, integrating the disciplines where each institution holds a comparative advantage and a core mandate. The primary audience includes government officials bearing both security and financial responsibilities, staff of international organizations working on public expenditure management and security sector issues, academics, and development practitioners working in an advisory capacity.

Book excerpt: Although Timor-Leste has made considerable progress in many areas since its independence in 2002, it faces significant medium-term challenges. The nation has pressing development needs, young institutions, and is highly dependent on oil. Oil revenues from active fields, which have been the main source of funding for government spending, are drying up. The non-oil private sector economy remains underdeveloped and lack of good jobs and high youth unemployment are serious concerns.

Book excerpt: Timor-Leste had made good progress in establishing the basis for a stable and healthy economy prior to the civil unrest in 2006, although it remains one of the poorest countries in the world. This 2006 Article IV Consultation highlights that real non-oil GDP growth turned positive in 2004–05 after contracting for two years. Macroeconomic stability was achieved through the early adoption and maintenance of prudent fiscal and monetary policies. The authorities have maintained a policy of avoiding domestic or external borrowing, hence there is no public sector debt.

Book excerpt: Timor-Leste has made impressive strides in economic development and institution building. Yet, it is a low-income and fragile country with pressing development needs. A large fraction of the population faces chronic food insecurity, and significant gaps exist in health, education, and infrastructure. With active oil fields nearly depleted, little progress has been made in diversification while fiscal sustainability is at high risk. Higher food and oil prices are fueling higher inflation, exacerbated by political spending pressures ahead of the general elections in 2023.

Available in PDF, EPUB and Kindle. Book excerpt: This report investigates Timor-Leste's potential to develop a vibrant, stable, and diversified economy that is not dependent on oil revenues. Implementing challenging reforms across the private sector, banking and finance, agriculture, infrastructure, and judiciary requires sound policies and effective legislation. The Government of Timor-Leste shows promising reform appetite and willingness to engage the private sector in developing alternate investment options to attract business to the country. Yet, significant challenges remain to ensure that rebuilding efforts and institutions are managed effectively to benefit all Timor-Leste's citizens. This report was produced by the Pacific Private Sector Development Initiative, a regional technical assistance facility cofinanced by the Asian Development Bank (ADB), the Government of Australia, and the New Zealand Government.

Book excerpt: This project, based on the Public Expenditure and Financial Accountability (PEFA) data set, researched how PEFA can be used to shape policy development in public financial management (PFM) and other major relevant policy areas such as anticorruption, revenue mobilization, political economy analysis, and fragile states. The report explores what shapes the PFM system in low- and middle-income countries by examining the relationship between political institutions and the quality of the PFM system. Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM. The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not. The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency. The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysis shows that countries that credibly enforce penalties for noncompliance collect more taxes on average.

Available in PDF, EPUB and Kindle. Book excerpt: This paper looks at the factors that have to be considered when designing an aggregate expenditure ceiling. It is argued that expenditure ceilings are effective in promoting fiscal discipline and sustainability, but that a number of trade-offs have to be made when setting up a fiscal framework that will survive in a politically charged environment. The paper illustrates the discussion with a case study of medium-term aggregate expenditure ceilings in three countries: Finland, the Netherlands and Sweden.

Available in PDF, EPUB and Kindle. Book excerpt: Very little has been written on the economy of East Timor since the country’s independence in 2002, and no comprehensive account exists of the economic history of the country. The former cannot be properly understood without a knowledge of the historical process that created the present-day situation. This research monograph is the first book to combine a historical analysis of the creation and development of the economy of East Timor from the earliest times to the present, and an analysis of the main contemporary problems facing the East Timorese economy. Volume II offers a detailed analysis of the economy of East Timor, of politics, fiscal policy and social progress. It pays particular attention to structural problems: employment generation and the lack of a modern sector, the modernization of agriculture and the management of the oil deposits in the Timor Sea. The first volume, available separately, considers East Timor from a chronological perspective, as a Portuguese colony, and a country occupied by Indonesia up to national independence in 2002. This book will appeal to economists, political scientists and social scientists in general as well as practitioners, since it focuses on down-to-earth problems that need to be solved for the economy to develop. The book can also be read by students both at the undergraduate and graduate levels and could be used for case studies in development.

Book excerpt: At the request of the Government of Liberia (GoL), the IMF Fiscal Affairs Department (FAD) led an external assessment of the central government’s public financial management (PFM) systems based on the Public Expenditure and Financial Accountability (PEFA) methodology. The assessment was undertaken in close collaboration with the Ministry of Finance’s (MoF) PFM Reform Coordination Unit (RCU), with the participation of staff of the African Development Bank and the World Bank, and with financial support from the European Union and Sida. The assessment examines progress since the PEFA assessment of 2007 and provides a renewed baseline for monitoring progress in PFM reform and for supporting the GoL in refining, where necessary, the current PFM reform strategy. The assessment snapshot date was April 23, 2012. The report was reviewed by the GoL, the PEFA Secretariat, a donor reference group, and FAD, the latter being at the same time responsible for quality assurance.

Available in PDF, EPUB and Kindle. Book excerpt: For the people of Timor-Leste, independence promised a fundamental transformation from foreign occupation to self-rule, from brutality to respect for basic rights, and from poverty to prosperity. In the eyes of the country’s political leaders, revenue from the country’s oil and gas reserves is the means by which that transformation could be effected. Over the past decade, they have formulated ambitious plans for state-led development projects and rapid economic growth. Paradoxically, these modernist visions are simultaneously informed by and contradict ideas stemming from custom, religion, accountability and responsibility to future generations. This book explores how the promise of prosperity informs policy and how policy debates shape expectations about the future in one of the world’s newest and poorest nation-states.

Book excerpt: WINNER OF THE 2014 ACT BOOK OF THE YEAR AWARD At the stroke of midnight on 20 May 2002, the Democratic Republic of Timor-Leste became the first new nation of the 21st century. From that moment, those who fought for independence have faced a challenge even bigger than shaking off Indonesian occupation: running a country of their own. Beloved Land picks up the story where world attention left off. Blending narrative history, travelogue, and personal reminiscences based on four years of living in the country, Gordon Peake shows the daunting hurdles that the people of Timor-Leste must overcome to build a nation from scratch, and how much the international community has to learn if it is to help rather than hinder the process. Family politics, squabbles, power struggles, old romances, and even older grudges are woven into life in this land of intrigue and rumours in the most remarkable ways. Yet above all, Beloved Land is a story about the one million East Timorese who speak nearly 20 different languages, and who are exuberantly building their nation. Written with verve and deep affection, the book introduces a set of colourful Timorese and international characters, and brings them to life unforgettably. PRAISE FOR GORDON PEAKE ‘Besides being a political diagnosis, it’s an absorbing piece of travel writing, vivid and full of well-turned character sketches … The mixture of forthrightness and warmth, and knowledge, makes this book not simply informative but in a quiet way exemplary.’ The Saturday Age ‘Peake’s book is a poignant and invariably deadpan mix of anecdote and analysis, and in my view is the best thing written in English about the country in many a long year.’ The Edge Review
