Book excerpt: This paper presents São Tomé and Príncipe’s Request for Disbursement Under the Rapid Credit Facility (RCF). The authorities of São Tomé and Príncipe have moved swiftly to develop a plan to address the major challenges posed by the coronavirus disease 2019 pandemic. The authorities plan to increase well-targeted health and social spending to assist the most vulnerable, support the unemployed, incentivize private businesses to retain workers, and enhance fiscal transparency and good governance. These steps would help cushion the economic impact while ensuring that public funds are spent appropriately. Prudent loan restructuring while maintaining prudential standards will help alleviate liquidity pressures and safeguard financial stability. The authorities’ policies focus on immediate measures to protect against the virus, assistance to the most vulnerable, and countercyclical measures during this crisis. Public financial management will be reinforced to ensure the disbursement is used appropriately and steps will be taken to speed up the recovery next year. The IMF staff assesses that the eligibility requirements for the RCF are met and supports the authorities’ request. While the country is in debt distress due to long-standing external arrears, the debt level is deemed sustainable, and there is adequate capacity to repay the IMF. The financing would help prevent a much more severe and prolonged contraction, with a substantial social impact.

Book excerpt: São Tomé & Príncipe remains at high risk of debt distress, although it has received substantial debt relief. The increases in world food and fuel prices have rekindled domestic inflation pressures. Inflation has declined substantially since 2008, but remains at double-digit levels. A tightening of fiscal and monetary policies in 2008 followed by a decline in world food and oil prices helped lower year-over-year inflation from a peak of 37 percent in July 2008 to 11.5 percent in June 2010.

Book excerpt: This paper discusses key findings of the Third Review Under the Poverty Reduction and Growth Facility for São Tomé and Príncipe. Structural reforms are progressing. Five of six structural benchmarks through September 2006 were met. The authorities strengthened public financial management (PFM) and laid the basis for tax reform and actions against money laundering. The 2007 agenda includes implementing a pilot PFM system and strengthening the environment for private sector activity. The draft 2007 budget shows significant consolidation efforts, given less favorable prospects for oil bonuses and the need to increase pro-poor spending.

São Tomé and Príncipe’s GDP growth in 2017 is estimated at about 4 percent, similar to the previous two years. Inflation spiked to 7.7 percent at end 2017, caused by unfavorable weather conditions and an increase in import taxes on selective goods. Fiscal consolidation continued albeit at a slower pace than expected. The macroeconomic outlook is positive. Growth is expected to remain at 4 percent in 2018 and to accelerate to 5 percent in the medium term as new externally-financed projects get under way.

Book excerpt: São Tomé and Príncipe has maintained macroeconomic stability in the period since the previous ECF review (February 2021). International support and the authorities’ swift actions helped mitigate the impact of the pandemic so far. Growth is estimated at 3 percent in 2020, supported by externally-financed spending. Growth is projected to slow to 2 percent in 2021, reflecting delays in the return of tourists, and to strengthen to 3 percent in 2022. The economic outlook is subject to high uncertainty and downside risks, notably the evolution of the pandemic.

This book was released on 2022-04-04 with total page 130 pages. Available in PDF, EPUB and Kindle. Book excerpt: São Tomé and Príncipe has maintained macroeconomic stability, despite many challenges. The COVID-19 pandemic exacerbated long-standing socio-economic vulnerabilities, which were further compounded by persistent energy shortages and damages from the floods in end-2021. Growth declined in 2021 with power outages, while a targeted expansion of the cash transfer and food support programs provided needed relief to the most vulnerable. Strong grant financing remains critical for mitigating the impact of the pandemic. Vaccinations are proceeding, although the new COVID-19 variants pose risks for protracting the impact of the pandemic and require renewed actions to mitigate those risks. Parliamentary elections are expected in October 2022.

Available in PDF, EPUB and Kindle. Book excerpt: Human embryo research touches upon strongly felt moral convictions, and it raises such deep questions about the promise and perils of scientific progress that debate over its development has become a moral and political imperative. From in vitro fertilization to embryonic stem cell research, cloning, and gene editing, Americans have repeatedly struggled with how to define the moral status of the human embryo, whether to limit its experimental uses, and how to contend with sharply divided public moral perspectives on governing science. Experiments in Democracy presents a history of American debates over human embryo research from the late 1960s to the present, exploring their crucial role in shaping norms, practices, and institutions of deliberation governing the ethical challenges of modern bioscience. J. Benjamin Hurlbut details how scientists, bioethicists, policymakers, and other public figures have attempted to answer a question of great consequence: how should the public reason about aspects of science and technology that effect fundamental dimensions of human life? Through a study of one of the most significant science policy controversies in the history of the United States, Experiments in Democracy paints a portrait of the complex relationship between science and democracy, and of U.S. society's evolving approaches to evaluating and governing science's most challenging breakthroughs.

Available in PDF, EPUB and Kindle. Book excerpt: A renowned political philosopher updates his classic book on the American political tradition to address the perils democracy confronts today. The 1990s were a heady time. The Cold War had ended, and America’s version of liberal capitalism seemed triumphant. And yet, amid the peace and prosperity, anxieties about the project of self-government could be glimpsed beneath the surface. So argued Michael Sandel, in his influential and widely debated book Democracy’s Discontent, published in 1996. The market faith was eroding the common life. A rising sense of disempowerment was likely to provoke backlash, he wrote, from those who would “shore up borders, harden the distinction between insiders and outsiders, and promise a politics to ‘take back our culture and take back our country,’ to ‘restore our sovereignty’ with a vengeance.” Now, a quarter century later, Sandel updates his classic work for an age when democracy’s discontent has hardened into a country divided against itself. In this new edition, he extends his account of America’s civic struggles from the 1990s to the present. He shows how Democrats and Republicans alike embraced a version of finance-driven globalization that created a society of winners and losers and fueled the toxic politics of our time. In a work celebrated when first published as “a remarkable fusion of philosophical and historical scholarship” (Alan Brinkley), Sandel recalls moments in the American past when the country found ways to hold economic power to democratic account. To reinvigorate democracy, Sandel argues in a stirring new epilogue, we need to reconfigure the economy and empower citizens as participants in a shared public life.

Book excerpt: This book considers commercial agriculture in Africa in relation to the trans-Atlantic slave trade and the institution of slavery within Africa itself, from the beginnings of European maritime trade in the fifteenth century to the early stages of colonial rule in the twentieth century. From the outset, the export of agricultural produce from Africa represented a potential alternative to the slave trade: although the predominant trend was to transport enslaved Africans to the Americas to cultivate crops, there was recurrent interest in the possibility of establishing plantations in Africa to produce such crops, or to purchase them from independent African producers. This idea gained greater currency in the context of the movement for the abolition of the slave trade from the late eighteenth century onwards, when the promotion of commercial agriculture in Africa was seen as a means of suppressing the slave trade. At the same time, the slave trade itself stimulated commercial agriculture in Africa, to supply provisions for slave-ships in the Middle Passage. Commercial agriculture was also linked to slavery within Africa, since slaves were widely employed there in agricultural production. Although Abolitionists hoped that production of export crops in Africa would be based on free labour, in practice it often employed enslaved labour, so that slavery in Africa persisted into the colonial period. Robin Law is Emeritus Professor of African History, University of Stirling; Suzanne Schwarz is Professor of History, University of Worcester; Silke Strickrodt is Visiting Research Fellow at the Department of African Studies and Anthropology, University of Birmingham.

The government’s objective of stabilizing the non-oil primary fiscal deficit over the medium term is appropriate. Executive Directors support the government’s approach to monetary policy, which is consistent with the flexible exchange regime and focuses on limiting inflation and enhancing credit access for entrepreneurs. Sao Tome and Principe's flexible exchange rate regime remains appropriate. Sao Tome and Principe's statistical framework suffers from serious weaknesses, and institutional capacity needs to be enhanced.
