Book excerpt: The Defence White Paper (Cm 6041-I,II, ISBN 0101604122) published in December 2003 discussed the implications of international security issues (such as the threat of international terrorism and the proliferation of weapons of mass destruction) for strategic defence priorities, and detailed a revised set of 18 military tasks to underpin future policy planning for the UKs armed forces. Following on from this document, this White Paper sets out the Governments five-year plan for force structure and organisational changes to deliver the revised capability requirements, with an emphasis on using technology to secure maximum military effect from the forces available. This is in order to continue the process of modernisation to provide flexible and adaptable armed forces and to achieve efficiency savings of £2.8 billion by 2007-08, as identified in the Governments 2004 Spending Review. Measures include phased reductions of 1,500 in navy and 7,500 in air force manpower, with an expected army manpower level of 102,000 by 2008; with investment in several major technology systems to support the Network Enabled Capability (NEC) programme.

It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Book excerpt: "In the next decades, climate change will drive as significant a change in the strategic security environment as the end of the Cold War. If uncontrolled, climate change will have security implications of similar magnitude to the World Wars, but which will last for centuries. The past will provide no guide to this coming future; a robust response will require clear assessments based on the best scientific projections. Security sector actors must not just prepare to respond to the security challenges of climate change; they must also be part of the solution. This Whitehall Paper outlines a framework for climate security analysis and some of its implications for security policy, practice and institutional change." -- RUSI.

Book Synopsis United Nations Protection of Humanity and Its Habitat by : Bertrand G. Ramcharan
Download or read book United Nations Protection of Humanity and Its Habitat written by Bertrand G. Ramcharan and published by BRILL. This book was released on 2016-08-01 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a study of the future of international law as well as the future of the United Nations. It is the first study ever bringing together the laws, policies and practices of the UN for the protection of the earth, the oceans, outer space, human rights, victims of armed conflicts and of humanitarian emergencies, the poor, the vulnerable and the disadvantaged world-wide. It reviews unprecedented dangers and challenges facing humanity such as climate change and weapons of mass destruction, and argues that the international law of the future must become an international law of security and of protection. It submits that the concept of international security in the UN Charter can no longer be restricted to situations of armed conflict but must be given its natural meaning: whatever threatens the security of humanity. It calls for the Security Council to perform its role as the guardian of the security of humankind and sees a leadership role for the UN Secretary-General in analysing and presenting challenges of international security and protection to the Security Council for its attention. Written by a seasoned scholar / practitioner of international law and the United Nations, who has served in key policy, peacemaking, peacekeeping and human rights positions in the United Nations, this book offers indispensable new vistas of international law and policy, and the future role of the United Nations.

Book Synopsis The Transformation of the World of War and Peace Support Operations by : Kobi Michael
Download or read book The Transformation of the World of War and Peace Support Operations written by Kobi Michael and published by Bloomsbury Publishing USA. This book was released on 2009-03-20 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the end of the Cold War, the euphoria of the Gulf War of the 1990s and the avowal of a New World Order, peace-operations were declared as the recipe for a better world through international intervention in conflict arenas. However, the debacles and failures in Cambodia, Somalia, or the Balkans led to disillusionment and a sense of strategic helplessness among leaders, experts and scholars in the industrial democracies. While these arguments have been the focus of intense criticism and discussion, they nevertheless underscore the fact that since the end of the Cold War the armed forces of the industrial democracies have undergone very significant transformations. This is the first work linking the changes in armed forces to Peace Support Operations (PSOs), those operations with major state-building components that demand broad and coherent cooperation between military forces and civilian entities. The Transformation of the World of War and Peace Support Operations is timely as the recent debates over PSOs continue to take center stage. This work embodies a new set of ideas and concepts that aid in grasping and interpreting the transformations taking place in the world of war and in PSOs. It seeks to understand how social, economic, political, and organizational transformations around the globe are related to the complex links between armed forces and PSOs. Additionally, this work addresses issues that continue to define the character and makeup of modern warfare and the missions of PSOs for coming decades.
