Download or read book Crossing the Global Quality Chasm written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2019-01-27 with total page 399 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2015, building on the advances of the Millennium Development Goals, the United Nations adopted Sustainable Development Goals that include an explicit commitment to achieve universal health coverage by 2030. However, enormous gaps remain between what is achievable in human health and where global health stands today, and progress has been both incomplete and unevenly distributed. In order to meet this goal, a deliberate and comprehensive effort is needed to improve the quality of health care services globally. Crossing the Global Quality Chasm: Improving Health Care Worldwide focuses on one particular shortfall in health care affecting global populations: defects in the quality of care. This study reviews the available evidence on the quality of care worldwide and makes recommendations to improve health care quality globally while expanding access to preventive and therapeutic services, with a focus in low-resource areas. Crossing the Global Quality Chasm emphasizes the organization and delivery of safe and effective care at the patient/provider interface. This study explores issues of access to services and commodities, effectiveness, safety, efficiency, and equity. Focusing on front line service delivery that can directly impact health outcomes for individuals and populations, this book will be an essential guide for key stakeholders, governments, donors, health systems, and others involved in health care.
Download or read book Choked Pipes written by Sania Nishtar and published by Oxford University Press, USA. This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Choked Pipes is the first consolidated review of Pakistan's health system, which analyzes impediments and offers a phased implementation roadmap for reform. It outlines the existing configuration of the country's health system, presents a brief overview of the factors responsible for poorhealth status, and outlines weaknesses of 'reform' approaches adopted in the past. By describing the Mixed Health Systems Syndrome, the book has drawn attention to the systemic challenges in an environment where publicly-funded government health delivery coexists with privately-financed marketdelivery. The direction of reform proposed in the book draws attention to a number of structural factors, both within and outside of the healthcare system and lay emphasis on reform of governance and social welfare as an important adjunct to reform within the healthcare system. The reform roadmapis relevant to current efforts aimed at achieving development goals in today's macro-economically constrained environment and meeting broader development objectives in the context of Pakistan's prevailing geo-strategic challenges. The reform agenda proposed herein comes at a critical time in theevolution of interest in global health from 'diseases' to 'systems' and therefore has a bearing on health systems in other developing countries, most of which have mixed health systems. As such, the normative framework is envisaged to be a useful contribution in the space of global health.
Book Synopsis Improving Health Service Delivery in Developing Countries by : David H. Peters
Download or read book Improving Health Service Delivery in Developing Countries written by David H. Peters and published by World Bank Publications. This book was released on 2009 with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reliable information on how health service strategies affect the poor is in short supply. In an attempt to redress the imbalance, 'Improving Health Service Delivery in Developing Countries' presents evidence on strategies for strengthening health service delivery, based on systematic reviews of the literature, quantitative and qualitative analyses of existing data, and seven country case studies. The authors also explore how changes in coverage of different health services affect each other on the national level. Finally, the authors explain why setting international targets for health services has been not been successful and offer an alternative approach based on a specific country's experience. The book's findings are clear and hopeful: There are many ways to improve health services. Measuring change and using information to guide decisions and inform stakeholders are critically important for successful implementation. Asking difficult questions, using information intelligently, and involving key stakeholders and institutions are central to the "learning and doing" practices that underlie successful health service delivery.
Book Synopsis Disease Control Priorities, Third Edition (Volume 2) by : Robert Black
Download or read book Disease Control Priorities, Third Edition (Volume 2) written by Robert Black and published by World Bank Publications. This book was released on 2016-04-11 with total page 419 pages. Available in PDF, EPUB and Kindle. Book excerpt: The evaluation of reproductive, maternal, newborn, and child health (RMNCH) by the Disease Control Priorities, Third Edition (DCP3) focuses on maternal conditions, childhood illness, and malnutrition. Specifically, the chapters address acute illness and undernutrition in children, principally under age 5. It also covers maternal mortality, morbidity, stillbirth, and influences to pregnancy and pre-pregnancy. Volume 3 focuses on developments since the publication of DCP2 and will also include the transition to older childhood, in particular, the overlap and commonality with the child development volume. The DCP3 evaluation of these conditions produced three key findings: 1. There is significant difficulty in measuring the burden of key conditions such as unintended pregnancy, unsafe abortion, nonsexually transmitted infections, infertility, and violence against women. 2. Investments in the continuum of care can have significant returns for improved and equitable access, health, poverty, and health systems. 3. There is a large difference in how RMNCH conditions affect different income groups; investments in RMNCH can lessen the disparity in terms of both health and financial risk.

Book excerpt: South Asia has performed well over the past 25 years in reducing poverty, improving human development and increasing growth, but faster progress with poverty reduction will require a higher rate of growth. This book shows that the development performance is not a puzzle but largely explained by good policies. Countries in the region have maintained good macroeconomic environments, opened up their economies to greater domestic and international competition, and reduced the role of corrupt and inefficient public enterprises.

Book Synopsis Agriculture and the rural economy in Pakistan: Issues, outlooks, and policy priorities: Synopsis by : Spielman, David J.
Download or read book Agriculture and the rural economy in Pakistan: Issues, outlooks, and policy priorities: Synopsis written by Spielman, David J. and published by Intl Food Policy Res Inst. This book was released on 2017-01-10 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: While policy makers, media, and the international community focus their attention on Pakistan’s ongoing security challenges, the potential of the rural economy, and particularly the agricultural sector, to improve Pakistanis’ well-being is being neglected. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.
Book Synopsis Devolution, Accountability, and Service Delivery: Some Insights from Pakistan by : Zahid Hasnain
Download or read book Devolution, Accountability, and Service Delivery: Some Insights from Pakistan written by Zahid Hasnain and published by World Bank Publications. This book was released on 2008 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: This paper studies the relationship between devolution, accountability, and service delivery in Pakistan. It examines the degree of accessibility of local policy-makers and the level of competition in local elections, the expenditure patterns of local governments to gauge their sector priorities, and the extent to which local governments are focused on patronage or the provision of targeted benefits to a few as opposed to providing public goods. The main findings of the paper are three-fold. First, the accessibility of policy-makers to citizens in Pakistan is unequivocally greater after devolution, and local government elections are, with some notable exceptions, as competitive as national and provincial elections. Second, local government sector priorities are heavily tilted toward the provision of physical infrastructure - specifically, roads, water and sanitation, and rural electrification - at the expense of education and health. Third, this sector prioritization is in part a dutiful response to the relatively greater citizen demands for physical infrastructure; in part a reflection of the local government electoral structure that gives primacy to village and neighborhood-specific issues, and in part a reaction to provincial initiatives in education and health that have taken the political space away from local governments in the social sectors, thereby encouraging them to focus more toward physical infrastructure.
Book Synopsis Performance-based Contracting for Health Services in Developing Countries by : Benjamin Loevinsohn
Download or read book Performance-based Contracting for Health Services in Developing Countries written by Benjamin Loevinsohn and published by World Bank Publications. This book was released on 2008-01-01 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the existence of effective interventions, there are many developing countries which are not on track to achieve the Millennium Development Goals (MDGs) for health. In many countries the delivery of health services is inadequate and one way of improving the situation is to contract with non-state providers. Contracting is a mechanism for a financing entity to procure a defined set of services from a non-state provider. Performance-based contracting is a type of contracting with: (a) a clear set of objectives and indicators; (b) systematic efforts to collect data to judge contractor performance; and (c) some consequences for the contractor, either rewards or sanctions, based on performance. Effective contracting for health services can be facilitated by using a systematic approach, described in this toolkit, that addresses key issues, including how to: 1. have a constructive dialogue with all stakeholders; 2. define the health services in terms of what services are to be delivered, where, the quantity of beneficiaries to be served, equity, and quality of care; 3. design the monitoring and evaluation to judge the performance of contractors; 4. select the contractors in a fair and transparent way; 5. arrange for effective contract management; 6. draft the contract and bidding documents; and 7. carry out the bidding process and successfully manage the contracts. The toolkit also includes a review of 14 evaluated examples of contracting in developing countries which concludes that the current weight of evidence indicates that contracting improves the coverage and quality of services rapidly. The six cases with controlled, before and after evaluations demonstrated large impact with themedian double difference (follow-up minus baseline in the experimental group minus follow-up minus baseline in the control) ranging from 9 to 26 percentage points.

The implementation of the structural agenda faced delays but politically difficult reforms were assured to be executed. The resulting fiscal pressures had been expected to be largely offset by restraining nonpriority current spending. The authorities have shown their determination to pursue difficult, but necessary, reforms to implement the program despite lower-than-promised external assistance. IMF staff supported the requested rephasing of access and modifications to the performance criteria.

Book Synopsis Improving Health Sector Performance by : Hossein Jalilian
Download or read book Improving Health Sector Performance written by Hossein Jalilian and published by Institute of Southeast Asian. This book was released on 2011 with total page 451 pages. Available in PDF, EPUB and Kindle. Book excerpt:
There is growing international evidence that the effectiveness of health services stems primarily from the extent to which the incentives facing providers and consumers are aligned with ""better health"" objectives. Efficiency in health service provision requires that providers and consumers have incentives to use healthcare resources in ways that generate the maximum health gains. Equity in at least one sense requires that consumers requiring the same care are treated equally, irrespective of their ability to pay. Efficiency in the use of health services requires that consumers are knowledgeable about the services on offer and which are most appropriate to their needs. The papers in this volume are selected from an international conference organised by the CDRI, Cambodia, that tried to deal with some of these issues. With participation of international and local experts, it aimed at collecting major experiences and innovative solutions from inside and outside the country to improve health sector performance, with particular focus on institutions, motivations and incentives.
