Book Synopsis Deliberative Accountability in Parliamentary Committees by : Cheryl Schonhardt-Bailey
Download or read book Deliberative Accountability in Parliamentary Committees written by Cheryl Schonhardt-Bailey and published by Oxford University Press. This book was released on 2022 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, we have seen an explosion in expectations for greater accountability of public policymaking. But, as accountability has increased, trust in governments and politicians has fallen. By focusing on the heart of public accountability--the reason-giving by policymakers for their policy decisions (i.e. deliberative accountability)--this work offers an empirical route for understanding why more accountability may not always deliver more public trust. The focus is on the British Parliament, where both the Treasury Select Committee and the House of Lords Economic Affairs Committee hold hearings on monetary policy, financial stability, and fiscal policy. The intent in these hearings is to challenge policymakers to explain their decisions, and thus the dialogue is expected to be deliberative. But how do we judge the quality of this deliberative accountability? Three metrics are explored and measured: respect, non-partisanship, and reciprocity. The approach is multi-method, including (1) quantitative text analysis to gauge the verbatim transcripts in committee hearings; (2) qualitative coding combined with an experimental design to gauge the role of nonverbal communication in the hearings; and (3) interviews with the MPs, peers, central bankers, and Treasury officials who participated in the hearings. The first method measures the content of 'what' was said, the second examines 'how' the words and arguments were expressed, and the third provides a more reflective 'why' component by asking participants to explain their motivations. This merging of the 'what', the 'how', and the 'why' offers a novel template for studying both accountability and deliberation.

Book excerpt: The first comprehensive account of the booming phenomenon of deliberative mini-publics, this book offers a systematic review of their variety, discusses their weaknesses, and recommends ways to make them a viable component of democracy. The book takes stock of the diverse practices of deliberative mini-publics and, more concretely, looks at preconditions, processes, and outcomes. It provides a critical assessment of the experience with mini-publics; in particular their lack of policy impact. Bringing together leading scholars in the field, notably James S Fishkin and Mark E Warren, Deliberative Mini-Publics will speak to anyone with an interest in democracy and democratic innovations.

Book Synopsis Congress and the People by : Donald R. Wolfensberger
Download or read book Congress and the People written by Donald R. Wolfensberger and published by Woodrow Wilson Center Press. This book was released on 2001-04-27 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: Will some form of direct democracy supplant representative, deliberative government in the twenty-first century United States? That question is at the heart of Donald R. Wolfensberger's history of Congress and congressional reform, which runs back to the Constitution's creation of a popularly elected House of Representatives and forward to the surreal ending of the 105th Congress, featuring barrels of pork, resignation of the speaker, and impeachment of the president. The author's expertise comes from twenty-eight years as a staff member in the House, culminating in service as chief of staff of the powerful House Rules Committee. He was a top parliamentary expert and a principal Republican procedural strategist. Sensitive to the power of process, Wolfensberger is an authoritative guide to reform efforts of earlier eras. And as a participant in reforms since the 1960s, he offers a unique perspective on forging the "1970s sunshine coalition," televising House proceedings, debating term limits, and coping with democracy in an electronic age.

Book Synopsis The Australian Citizens’ Parliament and the Future of Deliberative Democracy by : Lyn Carson
Download or read book The Australian Citizens’ Parliament and the Future of Deliberative Democracy written by Lyn Carson and published by Penn State Press. This book was released on 2015-06-29 with total page 492 pages. Available in PDF, EPUB and Kindle. Book excerpt: Growing numbers of scholars, practitioners, politicians, and citizens recognize the value of deliberative civic engagement processes that enable citizens and governments to come together in public spaces and engage in constructive dialogue, informed discussion, and decisive deliberation. This book seeks to fill a gap in empirical studies in deliberative democracy by studying the assembly of the Australian Citizens’ Parliament (ACP), which took place in Canberra on February 6–8, 2009. The ACP addressed the question “How can the Australian political system be strengthened to serve us better?” The ACP’s Canberra assembly is the first large-scale, face-to-face deliberative project to be completely audio-recorded and transcribed, enabling an unprecedented level of qualitative and quantitative assessment of participants’ actual spoken discourse. Each chapter reports on different research questions for different purposes to benefit different audiences. Combined, they exhibit how diverse modes of research focused on a single event can enhance both theoretical and practical knowledge about deliberative democracy.

This book was released on 2019-03-24 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book Synopsis The Oxford Handbook of Deliberative Democracy by : André Bächtiger
Download or read book The Oxford Handbook of Deliberative Democracy written by André Bächtiger and published by Oxford University Press. This book was released on 2018-08-23 with total page 1054 pages. Available in PDF, EPUB and Kindle. Book excerpt: Deliberative democracy has been one of the main games in contemporary political theory for two decades, growing enormously in size and importance in political science and many other disciplines. The Oxford Handbook of Deliberative Democracy takes stock of deliberative democracy as a research field, in philosophy, in various research programmes in the social sciences and law, and in political practice around the globe. It provides a concise history of deliberative ideals in political thought and discusses their philosophical origins. The Handbook locates deliberation in political systems with different spaces, publics, and venues, including parliaments, courts, governance networks, protests, mini-publics, old and new media, and everyday talk. It engages with practical applications, mapping deliberation as a reform movement and as a device for conflict resolution, documenting the practice and study of deliberative democracy around the world and in global governance.
Book Synopsis Understanding Risk by : National Research Council
Download or read book Understanding Risk written by National Research Council and published by National Academies Press. This book was released on 1996-06-05 with total page 263 pages. Available in PDF, EPUB and Kindle. Book excerpt: Understanding Risk addresses a central dilemma of risk decisionmaking in a democracy: detailed scientific and technical information is essential for making decisions, but the people who make and live with those decisions are not scientists. The key task of risk characterization is to provide needed and appropriate information to decisionmakers and the public. This important new volume illustrates that making risks understandable to the public involves much more than translating scientific knowledge. The volume also draws conclusions about what society should expect from risk characterization and offers clear guidelines and principles for informing the wide variety of risk decisions that face our increasingly technological society. Frames fundamental questions about what risk characterization means. Reviews traditional definitions and explores new conceptual and practical approaches. Explores how risk characterization should inform decisionmakers and the public. Looks at risk characterization in the context of the entire decisionmaking process. Understanding Risk discusses how risk characterization has fallen short in many recent controversial decisions. Throughout the text, examples and case studiesâ€"such as planning for the long-term ecological health of the Everglades or deciding on the operation of a waste incineratorâ€"bring key concepts to life. Understanding Risk will be important to anyone involved in risk issues: federal, state, and local policymakers and regulators; risk managers; scientists; industrialists; researchers; and concerned individuals.
