Each conference was designed to convene some of the world's top experts on a major strategic issue, and to use cutting edge scholarship and analysis to help the U.S. Army and Department of Defense (DoD) leadership understand the issue. The April 2010 Strategy Conference was entitled "Defining War for the 21st Century." The conference included a keynote address by Professor Martin van Creveld, a banquet presentation by Major General (Retired) Robert Scales, and panels on the historical context; the instigation of war; the end of wars; the participants in war; the rule sets governing war; and the policy, strategy, and organizational implications of defining war. The conference speakers, which included well known scholars, former policymakers, and former senior military leaders, agreed on some points, but often had very different perspectives. Most importantly, they identified the most pressing questions that the American and international defense communities are grappling with as they refine their definition of war. In the report which follows, Steven Metz and Philip Cuccia of SSI have summarized the presentations and debates at the conference and placed them in their wider intellectual and strategic context. SSI is pleased to offer this report in fulfillment of its mission to assist U.S. Army and DoD senior leaders and strategic thinkers in understanding the key issues of the day.

In the modern era, warfare came to play a crucial role in the formation of states, whereas the new wars emerging at the beginning of the 21st century have mostly gone together with the failure or collapse of states. The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law. But since the end of the Cold War in 1990, and even more since the 9/11 attacks on the United states in 2001, an increasing number of commentators have argued that On War has lost its analytical edge as a tool for understanding war. They have argued that Clausewitz was concerned solely with inter-state war and with properly defined armies,and that the sorts of conflicts which he discussed are therefore part of a historical pattern which dominated Europe between 1648, the end of the Thirty Years War, and 1990 itself. Some have gone further, and suggested that Clausewitz's best known aphorism, that war is a continuation of policy by other means, is notonly irrelevant today but also inapplicable historically. Clausewitz in the Twenty-First Century reconsiders the principal themes in Clausewitz's writings from a contemporary perspective, and finds in them much more inspiration and insight than these generalisations allow. Embracing the perspectives of history, philosophy and political science, the book reconsiders both the text and its current implications. Book excerpt: Divisive debates over the future force structures of the U.S. Armed Forces have continued despite the Report of the Commission on Roles and Missions for the Armed Forces (May 1995) and the more recent reports of the Quadrennial Defense Review (May 1997) and the National Defense Panel (December 1997). Part of the reason for the bitter nature of these debates is due to parochial partisanship. Part is due to a lack of clear understanding of the individual components of military power or of their collective interrelationships. This latter conclusion may be particularly true for land power. Responsibility for this misunderstanding does not always fall at the feet of outside observers. No official definition or general articulation of land power currently exists. And, because land power is self-evident to most who wear Army or Marine Corps green, they see little need to explain land power to a broader audience. But, if national leaders are to have a fuller under- standing of land power, its central role in the growing interdependence of military power, or the policy options that land power's versatility brings to security policy planning and execution, then such explanations are imperative. To help fill this conceptual gap, the author offers a definition of land power to meet the demands of the 21st century. While defining land power is his primary purpose, he also places land power within the overarching context of total military power. Additionally, he highlights the growing interdependence among the components of national power.

While other books describe current Russian practice, Oscar Jonsson provides the long view to show how Russian military strategic thinking has developed from the Bolshevik Revolution to the present. He closely examines Russian primary sources including security doctrines and the writings and statements of Russian military theorists and political elites. What Jonsson reveals is that Russia's conception of the very nature of war is now changing, as Russian elites see information warfare and political subversion as the most important ways to conduct contemporary war. Since information warfare and political subversion are below the traditional threshold of armed violence, this has blurred the boundaries between war and peace. Jonsson also finds that Russian leaders have, particularly since 2011/12, considered themselves to be at war with the United States and its allies, albeit with non-violent means. This book provides much needed context and analysis to be able to understand recent Russian interventions in Crimea and eastern Ukraine, how to deter Russia on the eastern borders of NATO, and how the West must also learn to avoid inadvertent escalation.
