Areas focused on were advanced radar capabilities for ground targets and air targets. The airborne radar inventory can be divided into three broad categories: (1) Air target surveillance and cueing radars mounted in rotodomes (e.g., AWACS, E-2O). (2) Nose-mounted fighter radars for air and ground targets (e.g., F-i 5, F-i 6, F-22, JSF). (3) Side-looking radars for ground reconnaissance, surveillance, and cueing (e.g., U-2, JSTARS, Global Hawk). Categories (2) and (3) are dominated by X-band radars; the insertion of AESA technology into category (3) was the primary subject for this task force.

Book excerpt: The DSB addressed this threat in previous studies conducted in 1997 (also chaired by Richard Wagner) and 1999/2000 (chaired by Roger Hagengruber). Much has changed since then. The 11 Sept. 2001 attacks demonstrated the intent of terrorists to inflict massive damage. Nuclear proliferation has proceeded apace, with North Korea and Iran achieving nuclear weapon capability or coming closer to it, and it could spread further. The United States is engaged in a war against terrorism, and DoD is beginning to devote significant effort to combating WMD. The Department of Homeland Security (DHS) has been established. Thinking about the threat of clandestine nuclear attack has changed, and some efforts to explore defenses have begun. However, one thing has not changed: little has actually been done against the threat of clandestine nuclear attack. The DSB Summer Study on Transnational Threats (1997) first developed the ambitious idea of a very large, multi-element, global, layered civil/military system of systems of scope sufficient to have some prospect of effectively thwarting this threat. There was little resonance with this vision (outside of the Task Forces in 1997 and 2000), but since then, and especially since the attacks of 11 Sept. 2001, it has begun to be discussed more widely. This report will revisit such a national/global system, largely as context for the main focus of the Task Force: DoD's roles and capabilities. Following briefings from many government agencies and subject matter experts, the Task Force arrived at its basic findings and recommendations in early 2003. Since then, those results have been discussed in over 40 meetings within DoD and elsewhere, leading to certain refinements. This report reflects the outcomes of that process and weaves together viewgraphs used in the discussions with elaborating text.

DoD, through the Undersecretary of Defense for Acquisition, Technology, and Logistics USD(AT AND L), established the Defense Science Board (DSB) Task Force on Management Oversight of Acquisition Organizations to examine its acquisition structures and processes; survey and assess best practices; and recommend changes to improve checks and balances to better ensure acquisition integrity. The Task Force was also asked to consider whether: (1) structural problems exist that place too much decision authority in one individual or at a level without adequate oversight; and (2) a simplified acquisition structure could improve both efficiency and oversight. The Task Force was co-chaired by two members of the Defense Science Board. Task Force members and key contributors included former Defense Department and other Federal Government officials, as well as members of industry and academia. During the course of its work, the Task Force reviewed a wide array of written materials and heard from experts in the fields of acquisition, procurement, ethics and integrity, human resources, leadership, organization, oversight, and best practices.

Book excerpt: The 1994 Defense Science Board (DSB) Summer Study on Military Operations in Built-up Areas (MOBA) was asked to assess DoD's current capabilities to conduct military operations (including peacemaking and peacekeeping) in urban terrain. The Board focused on operations other than war (OOTW) in an urban environment OOTW can include periods of intense, localized combat. Many of the requirements and proposed solutions for OOTW are relevant to war in cities. The solutions are also relevant in low intensity conflict and in operations that provide humanitarian aid, where minimization of casualties is especially important. The guidance in the Terms of Reference (TOR, see Appendix A) requested that the Board examine: * The potential for U.S. involvement in MOBA * The characteristics of urban operations * Shortcomings in current capability and operational needs (especially regarding survivability, sensors, platforms, navigation, and communication) * Innovative solutions leading to a recommended focus for future efforts. Addressed, were operations that might involve combat, not solely deterrence, psychological operations (PSYOPS), or other noncombat forms of conflict resolution. The study examined: improvements to sensors; weapons (lethal and nonlethal); command, control, communications, and intelligence (C3I) systems; and doctrine. It also focused on solutions to issues that could be accomplished in a relatively short time, and that do not require beginning major new programs.

Book excerpt: In 200, the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT & L)) directed the Defense Science Board (DSB) to study the precision targeting of air-delivered munitions. The results of the 2001 Task Force were well-received within Office of the Secretary of Defense (OSD), and in June 2003, USD(AT & L) directed the DSB to study the closely related topic of "integrated fire support in the battlespace." In this new study the 2003 Task Force applied an approach and methodology similar to the 2001 effort but focused instead on ground-based fires, sea-based fires, and close-air support. As directed in its terms of reference (TOR), the 2003 Task Force assessed the following: ̂ The adequacy of current and proposed munitions, ̂ The timeliness and accuracy of ISR systems, ̂ the adequacy of battlefield C(exp 3) systems, and ̂ Impediments to integrated fires. From October 2003 through April 2004, the Task Force met monthly to gather information.
