Book excerpt: This report details the plans for major U.S. Defense Department acquisition programs over the next 15 years and explores the complicating factors that may make the situation more problematic for policymakers. It analyzes a range of options to mitigate the bow wave, including increasing the budget, cutting additional force structure, and making trades among major acquisition programs. The report finds that while none of the choices available are easy, it provides an opportunity for the new administration taking office in 2017 to better align modernization plans with defense strategy.

Available in PDF, EPUB and Kindle. Book excerpt: This decade, the US military is facing a massive spending spike to pay for modernization bills across the Army, Navy, Air Force, and Marine Corps that have been ignored, deferred, or inadequately considered. This modernization crunch is the result of decades of defense investment decisions including delayed equipment recapitalizations from the end of the Cold War, the dominance of short-term spending priorities during the wars in Iraq and Afghanistan, the legacy of the 2011 Budget Control Act, and competing federal spending priorities and objectives. While the exact costs of various modernization programs across the Department of Defense over 10 years are inherently subject to change and variation as plans evolve, overarching trends shape the modernization cost profiles of each service. Congress, the White House, and the armed forces should take swift and bold action to address the modernization crunch, including relieving pressure on procurement spending, accelerating the fielding of advanced technologies, and reducing mission demands in the short to medium term to avoid overtaxing the existing force and its combat power.

Book excerpt: This Issue Brief examines the Department of Defense's (DoD) four largest tactical aircraft modernization programs. The background section provides a brief description of each program, and a discussion of how tactical aircraft fit into military air operations (i.e., the missions they typically perform, and how they contrast to long-range combat aircraft). The Analysis section examines a number of policy issues, including affordability, capability required, force structure, service roles and missions, industrial base, and transformation. The paper concludes with a synopsis of recent congressional action on these programs. The Defense Department plans to buy the F/A-22 fighter for the Air Force, the F/A-18E/F fighter/attack plane for the Navy, and the V-22 tilt-rotor aircraft for the Marines, as well as pursue a joint service program to develop a multi-role Joint Strike Fighter (JSF) aircraft in three variants, some of which might be operational around 2010. Decisions in Congress and DoD regarding these aircraft programs may have important long-term implications. The F/A-18E/F is entering production. The V-22 and the F/A-22 are now in transition from research and development to procurement and could remain in production for decades. The next-generation combat aircraft that are expected to result from joint service efforts now getting underway through the JSF program might be in production through the 2020s. Decisions about the funding of these programs will influence which U.S. aircraft manufacturers survive in the aviation industry, and may well affect the division of combat roles and missions among the services in the next century. Because of the lack of consensus about future threats and defense requirements, there has been increasing skepticism about the need for some of these aircraft programs on the grounds of cost and affordability, military requirements and force levels, and effects on the defense industrial base.

The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. This book was released on 2019-06-02 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: This important report was issued by the Department of Defense in June 2019. The Indo-Pacific is the Department of Defense's priority theater. The United States is a Pacific nation; we are linked to our Indo-Pacific neighbors through unbreakable bonds of shared history, culture, commerce, and values. We have an enduring commitment to uphold a free and open Indo-Pacific in which all nations, large and small, are secure in their sovereignty and able to pursue economic growth consistent with accepted international rules, norms, and principles of fair competition. The continuity of our shared strategic vision is uninterrupted despite an increasingly complex security environment. Inter-state strategic competition, defined by geopolitical rivalry between free and repressive world order visions, is the primary concern for U.S. national security. In particular, the People's Republic of China, under the leadership of the Chinese Communist Party, seeks to reorder the region to its advantage by leveraging military modernization, influence operations, and predatory economics to coerce other nations. In contrast, the Department of Defense supports choices that promote long-term peace and prosperity for all in the Indo-Pacific. We will not accept policies or actions that threaten or undermine the rules-based international order - an order that benefits all nations. We are committed to defending and enhancing these shared values.China's economic, political, and military rise is one of the defining elements of the 21st century. Today, the Indo-Pacific increasingly is confronted with a more confident and assertive China that is willing to accept friction in the pursuit of a more expansive set of political, economic, and security interests. Perhaps no country has benefited more from the free and open regional and international system than China, which has witnessed the rise of hundreds of millions from poverty to growing prosperity and security. Yet while the Chinese people aspire to free markets, justice, and the rule of law, the People's Republic of China (PRC), under the leadership of the Chinese Communist Party (CCP), undermines the international system from within by exploiting its benefits while simultaneously eroding the values and principles of the rules-based order. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community. 1. Available in PDF, EPUB and Kindle. Book excerpt: This book studies the impact of cultural factors on the course of military innovations. One would expect that countries accustomed to similar technologies would undergo analogous changes in their perception of and approach to warfare. However, the intellectual history of the Revolution in Military Affairs (RMA) in Russia, the US, and Israel indicates the opposite. The US developed technology and weaponry for about a decade without reconceptualizing the existing paradigm about the nature of warfare. Soviet 'new theory of victory' represented a conceptualization which chronologically preceded technological procurement. Israel was the first to utilize the weaponry on the battlefield, but was the last to develop a conceptual framework that acknowledged its revolutionary implications. Utilizing primary sources that had previously been completely inaccessible, and borrowing methods of analysis from political science, history, anthropology, and cognitive psychology, this book suggests a cultural explanation for this puzzling transformation in warfare. The Culture of Military Innovation offers a systematic, thorough, and unique analytical approach that may well be applicable in other perplexing strategic situations. Though framed in the context of specific historical experience, the insights of this book reveal important implications related to conventional, subconventional, and nonconventional security issues. It is therefore an ideal reference work for practitioners, scholars, teachers, and students of security studies.

Book excerpt: The U.S. Navy is ready to execute the Nation's tasks at sea, from prompt and sustained combat operations to every-day forward-presence, diplomacy and relief efforts. We operate worldwide, in space, cyberspace, and throughout the maritime domain. The United States is and will remain a maritime nation, and our security and prosperity are inextricably linked to our ability to operate naval forces on, under and above the seas and oceans of the world. To that end, the Navy executes programs that enable our Sailors, Marines, civilians, and forces to meet existing and emerging challenges at sea with confidence. Six priorities guide today's planning, programming, and budgeting decisions: (1) maintain a credible, modern, and survivable sea based strategic deterrent; (2) sustain forward presence, distributed globally in places that matter; (3) develop the capability and capacity to win decisively; (4) focus on critical afloat and ashore readiness to ensure the Navy is adequately funded and ready; (5) enhance the Navy's asymmetric capabilities in the physical domains as well as in cyberspace and the electromagnetic spectrum; and (6) sustain a relevant industrial base, particularly in shipbuilding.

Book excerpt: In policy pronouncements over the last two administrations, the protection of the American homeland was regularly identified as the first priority of U.S. missile defense efforts. Homeland missile defense today is provided by the Ground-based Midcourse Defense program and other elements of the larger Ballistic Missile Defense System. The limited defenses fielded today have advanced considerably since limited defensive operations began in late 2004, but nevertheless they remain too limited and too modest relative to emerging threats. The Missile Defense Agency’s path to improve the system may require additional effort to stay ahead of even limited missile threats. This report explains how the current system works, as well as current and potential plans to modernize the system, and the authors offer recommendations for future evolution of the system.
