Book excerpt: The audit was performed at the request of the Chairman, House National Security Committee, as a follow up to a 1992 General Accounting Office report. DoD established the Manufacturing and Technology Program in the late 195Os in response to a growing need for advanced production processes. The program focuses on defense essential needs that are beyond normal industry risk. The Manufacturing Technology Program is structured around three major thrust areas: manufacturing and engineering systems, process and fabrication, and advanced industrial practices. The Director, Defense Research and Engineering,. provides oversight for the Manufacturing Technology Program, and the Military Departments and Defense Logistics Agency are responsible for managing and executing projects that meet program goals. For FY 1996, Manufacturing Technology Program funding was approximately $165 million for 14 centers of excellence, three demonstration centers, and 97 projects. Audit Objectives. The objective of the audit was to evaluate the adequacy of program management and administration, and the effectiveness of the Defense Manufacturing Technology Program. We also reviewed the management control program as it applies to the audit objectives.
