Nagl examines how armies learn during the course of conflicts for which they are initially unprepared in organization, training, and mindset. He compares the development of counterinsurgency doctrine and practice in the Malayan Emergency from 1948-1960 with that developed in the Vietnam Conflict from 1950-1975, through use of archival sources and interviews with participants in both conflicts. In examining these two events, he argues that organizational culture is the key variable in determining the success or failure of attempts to adapt to changing circumstances. Differences in organizational culture is the primary reason why the British Army learned to conduct counterinsurgency in Malaya while the American Army failed to learn in Vietnam. The American Army resisted any true attempt to learn how to fight an insurgency during the course of the Vietnam Conflict, preferring to treat the war as a conventional conflict in the tradition of the Korean War or World War II. The British Army, because of its traditional role as a colonial police force and the organizational characteristics that its history and the national culture created, was better able to quickly learn and apply the lessons of counterinsurgency during the course of the Malayan Emergency. This is the first study to apply organizational learning theory to cases in which armies were engaged in actual combat.

Available in PDF, EPUB and Kindle. Book excerpt: In his analysis of insurgency war, Donald Hamilton first attempts to provide insight into a strategic concept he believes is little understood today, and to explain its complicated relationship to American policy failures in Southeast Asia during the post-1945 era of containment. The study develops a working model of insurgency, explaining it as both a unique method and type of war-making. Significant findings include the inability of policymakers to perceive a potential insurgency in Vietnam as early as 1946, subsequent American involvement in not one, but three Asian insurgencies during the 1950s, and the ultimate failure of the U.S. military to meet the insurgency challenge in South Vietnam. This inability to eliminate the insurgency led not only to the complete breakdown of the South Vietnamese government, but was the primary reason why further U.S. military action after 1965 would prove ineffectual. This historical narrative also follows the involvement of several key players, including the personalities of Edward Lansdale, Sir Robert Thompson, Archimedes Patti, and Vo Nguyen Giap, who through their life experiences and writings, provide a keen profundity into why insurgencies occur, why they fail, and why they succeed.

Book excerpt: Most people say that a hearts and minds campaign is the best strategy for defeating an insurgency. But there may be no one best solution applicable to countering all insurgencies. The opportunities and constraints, which affect both the insurgent and state, dictate the best strategy. I will test this hypothesis against the most difficult form of insurgency. Two Maoist insurgencies will be analyzed to determine the effect of the state's strategy on the insurgent. Conclusions will then be drawn about the relevance of pursuing a universal counter-insurgency strategy. While countering the Shining Path insurgency in Peru, the state employed three different strategies. In the end, the state recognized that the insurgency was elitist based and launched a successful counter-leadership targeting campaign to defeat the insurgency. While countering the Malayan Communist Party insurgency in Malaya, the state employed two different strategies. In the end, the state recognized that the insurgency could be limited to the ethnic Chinese community and adopted a successful campaign to separate the insurgents from the population.

Book excerpt: When a country is threatened by an insurgency, what efforts give its government the best chance of prevailing? Contemporary discourse on this subject is voluminous and often contentious. Advice for the counterinsurgent is often based on little more than common sense, a general understanding of history, or a handful of detailed examples, instead of a solid, systematically collected body of historical evidence. A 2010 RAND study challenged this trend with rigorous analyses of all 30 insurgencies that started and ended between 1978 and 2008. This update to that original study expanded the data set, adding 41 new cases and comparing all 71 insurgencies begun and completed worldwide since World War II. With many more cases to compare, the study was able to more rigorously test the previous findings and address critical questions that the earlier study could not. For example, it could examine the approaches that led counterinsurgency forces to prevail when an external actor was involved in the conflict. It was also able to address questions about timing and duration, such as which factors affect the duration of insurgencies and the durability of the resulting peace, as well as how long historical counterinsurgency forces had to engage in effective practices before they won.

Subsequently, what should and can the United States do to help the Peruvians and their armed forces devise a strategy for defeating their communist insurgency? In formulating an individual policy dealing with Peru, the US has two choices. The first is to argue that Peru is not important enough to warrant the effort that would be necessary to help change the existing, overwhelming conditions that threaten democracy and society in general within the country. This paper will argue the second option: it is that the US's strategic objectives, as they apply to Peru, are valid; and will discuss the avenues which the United States has assist Peru in combatting its' communist insurgency.

Book excerpt: During the Vietnam War, the United States embarked on an unusual crusade on behalf of the government of South Vietnam. Known as the pacification program, it sought to help South Vietnam's government take root and survive as an independent, legitimate entity by defeating communist insurgents and promoting economic development and political reforms. In this book, Richard Hunt provides the first comprehensive history of America's "battle for hearts and minds," the distinctive blending of military and political approaches that took aim at the essence of the struggle between North and South Vietnam.Hunt concentrates on the American role, setting pacification in the larger political context of nation building. He describes the search for the best combination of military and political action, incorporating analysis of the controversial Phoenix program, and illuminates the difficulties the Americans encountered with their sometimes reluctant ally. The author explains how hard it was to get the U.S. Army involved in pacification and shows the struggle to yoke divergent organizations (military, civilian, and intelligence agencies) to serve one common goal. The greatest challenge of all was to persuade a surrogate--the Saigon government--to carry out programs and to make reforms conceived of by American officials. The book concludes with a careful assessment of pacification's successes and failures. Would the Saigon government have flourished if there had been more time to consolidate the gains of pacification? Or was the regime so fundamentally flawed that its demise was preordained by its internal contradictions? This pathbreaking book offers startling and provocative answers to these and other important questions about our Vietnam experience.
