Six years later, in 1933, the first drive census showed 160 deer. This remarkable growth of deer population became a landmark in the young field of wildlife management. In this book, the author reassessed the results of previous studies on this deer herd done over the years and reported on his own studies over a twelve-year period. The latter period involved an intensive effort to elucidate the relationship of population density to birth and survival of offspring. Book excerpt: Monitoring population trend and estimating vital demographic parameters are essential for effective management of a mule deer (Odocoileus hemionus) population. Because of financial constraints, many wildlife agencies use computer models to obtain indirect indices of population size and trend as an alternative to annual field-based estimates of population size. These models are based primarily on herd composition counts and harvest rates from hunter-harvest surveys, and are rarely field validated. I developed an alternative method for monitoring population dynamics of wintering populations of mule deer. I designed a hybrid monitoring program that combined annual vital rate monitoring to track changes in population growth rate with a field-based approach for estimating population abundance. The program allocated resources optimally towards the most critical components of mule deer population dynamics, and consisted of 4 field surveys: annual monitoring of age ratios, overwinter fawn survival, and annual doe survival, with field-based estimates of population size only once every 4 years. Surveys were conducted from 2006 to 2008 in Wildlife Management Unit (WMU) 2, Utah, and cost $29,298 per year, prorated over 4 years. Unfortunately, financial constraints prohibit the implementation of this monitoring program in every WMU in Utah. Instead, the program can be implemented in select WMUs throughout the state, with survival data collected in these core units, providing estimates for nearby satellite units. To establish core-satellite unit pairs, I developed a proxy method for determining correlation in survival rates between core and satellite units using model-simulated estimates. I demonstrated this core-satellite method using WMU 2 as a core and WMU 3, an adjacent unit, as a satellite. Finally, I compared a multiple data sources (MDS) model with a herd composition-based population model, POP-II. The MDS model better approximated observed data, and provided statistical rigor. Overall, the hybrid program was less costly and provided more precise estimates of population trend than could be achieved with a monitoring program focused on abundance alone, and was more defensible than herd composition monitoring. After establishing correlations in doe and fawn survival between core and satellite units, data collected in core units via the hybrid program could then be used to model the mule deer population dynamics of other units using MDS modeling procedures. This combined approach could be an effective statewide program for monitoring mule deer populations.

Delaware did not have a deer population model, so I developed a model and used it to investigate the implications of changes to the harvest. I used survival rates, reproductive rates, harvest data, a population estimate, and spotlight counts to construct the model. The changes to the harvest regime that I considered were permitting Sunday hunting during the opening weekend of the November firearm season, adding 1 week to the November shotgun season, termination of the severe deer damage permits, closing the October antlerless shotgun season, closing the shotgun season in January, closing the muzzleloader season in January, and closing both shotgun and muzzleloader seasons in January. The model began in February 2006 after the conclusion of the 2005-2006 hunting season and I ran the scenarios until August 2014. Without changing the harvest regime, my model predicted the state population to decrease 28% by the fall of 2014. Allowing Sunday hunting during the opening weekend of the main firearm season and adding an additional week onto the main firearm season caused the population to decline at a greater rate by 2014. Terminating the severe deer damage program did not impact the 2014 predicted deer population compared to the scenario without changing the harvest regimes. Closing the October antlerless season and the January shotgun season caused a 23% increase to the 2014 predicted population, in both scenarios. Compared to scenario without changing the harvest regimes, the deer population was 11% greater in 2014 with the January muzzleloader season closed and 37% greater in 2014 with both January shotgun and muzzleloader seasons closed. The model predicted that the differentdeer management zones have very different population levels and harvest rates. To date, the harvest regimes in Delaware have only been changed at the state level but future changes to the harvest regimes should occur at the zone level. Several options are available for managers to increase or decrease the deer population by 2014. Managers can further reduce the deer population by allowing Sunday hunting during the opening weekend of the main firearm season and/or adding an additional week onto the main shotgun season. If managers decide to slow or stop the population decline, then closing the October antlerless season and/or the late January seasons are the best methods. Terminating the severe deer damage assistance program is not an effective method to slow or stop the declining trend, because removing the deer harvested under the program only caused a 4% increase to the 2014 population. Depending on the desired 2014 population level, managers can adjust the harvest regimes accordingly to meet their population goal.
