Book excerpt: With the end of the Cold War, Russia's submarines were no longer needed to deter or fight Western navies and were very expensive to operate and maintain. Older submarines were taken out of service in large numbers, but without firm plans and infrastructure in place to remove and adequately care for their nuclear components, problems soon developed over the disposition of spent fuel assemblies. Problems arose also of course between Russia and the international community as to the best way to respond to the challenge. This book looks at those problems, first discussing Russia's economy, its environment, and the Russian Navy, and then covering in detail the spent fuel of Russian submarines and related nuclear problems. The engagement of the international community on the issue is then addressed. A theoretical analysis is offered on how Russia's fellow nations can help remedy a troubling environmental problem in a difficult country.

Book excerpt: Norway, Russia, the United Kingdom, and the United States participate in the Arctic Military Environmental Cooperation (AMEC) program, a multilateral effort that seeks to reduce the environmental impacts of Russia's military activities through technology development projects. AMEC has primarily focused on Russia's aging fleet of nuclear submarines. Section 324 of the National Defense Authorization Act for Fiscal Year 2004 required GAO to review AMEC, including its relationship to the Department of Defense's (DoD) Cooperative Threat Reduction (CTR) program. In accordance with the act, GAO did the following: (1) assessed the extent to which AMEC supports and complements the CTR program, (2) identified AMEC member countries' financial contributions to the program, (3) assessed AMEC's future program objectives, and (4) evaluated DoD's proposal to expand its technology development activities to Russia's Pacific region. GAO recommended, among other things, that DoD determine whether AMEC activities should include improving security around Russian nuclear submarine bases, and whether DoD's technology development efforts should be expanded to nuclear submarine dismantlement in Russia's Pacific region. DoD concurred with all of GAO's recommendations. In May 2004, AMEC developed a draft strategic plan to guide its future efforts. The plan, which is currently being reviewed by AMEC partners, proposes improving the security of Russia's nuclear submarine bases and securing spent nuclear fuel from dismantled submarines. DoD wants to expand its dismantlement technology development efforts to Russia's Pacific region, but has not adequately analyzed the condition of Russia's decommissioned nuclear submarines in the Pacific and their impact on the environment. Furthermore, DoD has not identified specific projects that would be needed beyond those already done in the Arctic region.

Book excerpt: Until the late 1970s, most commercial power plant operators outside the United States adopted a spent fuel management policy of immediate reprocessing and recycling of recovered products. In response to rising reprocessing prices, decreasing values of re covered products, concerns over proliferation risks, and a belief in the favorable eco nomics of direct disposal, many utilities have since opted to store spent fuel on an in terim basis pending the availability of direct disposal facilities or a change in the eco nomic and/or political climate for reprocessing and recycling uranium and plutonium. Spent fuel has traditionally been stored in water-filled pools located in the reactor building or fuel handling buildings, on reactor sites, or as part of large centralized fa cilities (e.g. Sellafield, La Hague, CLAB). Because the economics of pool storage are dependent on the size of the facility, the construction of additional separate pools on reactor sites has only been pursued in a few countries, such as Finland and Bulgaria.

The political decisions surrounding the disposal of nuclear compartments, radioactive wastes and spent fuel differ appreciably between the countries that own the boats. The decision makers involved thus need help in comparing and assessing alternative options for the decommissioning of their nuclear submarine fleets. The present volume offers such assistance, with its discussions of the risks associated with long-term water storage of the boats, radioactive and chemical contamination, spent fuel and waste management, and handling and recycling reactor compartments.

Book excerpt: In 2016, Russia launched the last of its planned procurement of six Project 636.3 third generation large diesel electric attack submarines, having laid the keel of the third Project 677, the second of the modified design, medium displacement fourth generation diesel electric attack submarine, the previous year, both events marking significant milestones in the rejuvenation of the Russian Federation Navy non-nuclear attack submarine fleet. This volume sets out to detail the stable of Russian designed and built third and fourth generation large/medium displacement diesel electric attack submarines in service or development in the second decade of the 21st century, commencing with the modernised Project 877 and new build Project 636/636.3 (NATO reporting name 'Kilo') designs of the third generation, leading to the fourth generation Project 677 and Amur 1650/950 designs. The evolution of Russian/Soviet submarine building is detailed, leading to the third and fourth generation designs in service in 2016. International co-operation designs are detailed, specifically the Italian-Russian S-1000 medium displacement fourth generation diesel electric submarine jointly developed by the Fincantieri Naval Vessel Business Unit in Italy and the Central Design Bureau for Marine Engineering Rubin in Russia. The various control, sensor, communications, navigation and weapons systems employed by or available for the respective Russian submarine designs are detailed. All technical information regarding the submarines, systems and weapons, has been provided by the respective design houses, developers and builders, as has the majority of the photographs and graphics used throughout the volume.

Available in PDF, EPUB and Kindle. Book excerpt: In this book, Magnus Nordenman explores the emerging competition between the United States and its NATO allies and the resurgent Russian navy in the North Atlantic. This maritime region played a key role in the two world wars and the Cold War, serving as the strategic link between the United States and Europe that enabled the flow of reinforcements and supplies to the European Allies. Nordenman shows that while a conflict in Europe has never been won in the North Atlantic, it surely could have been lost there. With Vladimir Putin’s Russia threatening the peace in Europe following the annexation of Crimea in 2014, the North Atlantic and other maritime domains around Europe are once again vitally important. But this battle will in many ways be different, Nordenman demonstrates, due to an overstretched U.S. Navy, the rise of disruptive technologies, a beleaguered NATO that woke up to the Russian challenge unprepared for high-end warfighting in the maritime domain, and a Russia commanding a smaller, but more sophisticated, navy equipped with long-range cruise missiles. Nordenman also provides a set of recommendations for what the United States and NATO must do now in order to secure the North Atlantic in this new age of great power competition.

Book excerpt: This book is a practical guide to the international, EC and UK law applying to the various uses of nuclear energy and radioactive substances. The first edition was produced in 1997, and given the renaissance of interest in nuclear power in the UK and worldwide, this new, updated and much expanded edition is timely. It will cover the law relating to the permitting and operation of nuclear power stations, the decommissioning and clean-up of former nuclear facilities, radiological protection, the management of radioactive waste and spent fuel, liability and insurance, and the security and transport of radioactive materials. Readers will find a clear framework explaining the development and application of nuclear law, and how domestic law is based on and influenced by international and European requirements and by its historical context. In the commercial context, the chapters dealing specifically with new build and with decommissioning will be vital reading.

Book excerpt: Strengthening U.S.-Russian Cooperation on Nuclear Nonproliferation: Recommendations for Action offers the consensus findings and recommendations of a joint committee established by the U.S. National Academies and the Russian Academy of Sciences to identify methods of improving the ongoing cooperation between the two nations in this area. The report finds that the best way to realize the enormous potential of the U.S.-Russian relationship on nuclear nonproliferation is to reinvigorate the relationship between the two governments as a true partnership. It recommends that the U.S. and Russia establish a Joint High-Level Commission of government and non-government experts to assess their cooperation and devise a strategic plan for moving forward. It suggests that the Senior Interagency Group that was recently established by the two presidents be empowered to carry out this strategic plan. The report then examines three issue areas, making specific recommendations in each: law and taxation, program organization and management, and scientific and technical cooperation.

Book excerpt: Sea Narratives: Cultural Responses to the Sea, 1600-Present explores the relationship between the sea and culture from the early modern period to the present. The collection uses the concept of the ‘sea narrative’ as a lens through which to consider the multiple ways in which the sea has shaped, challenged, and expanded modes of cultural representation to produce varied, contested and provocative chronicles of the sea across a variety of cultural forms within diverse socio-cultural moments. Sea Narratives provides a unique perspective on the relationship between the sea and cultural production: it reveals the sea to be more than simply a source of creative inspiration, instead showing how the sea has had a demonstrable effect on new modes and forms of narration across the cultural sphere, and in turn, how these forms have been essential in shaping socio-cultural understandings of the sea. The result is an incisive exploration of the sea’s force as a cultural presence.
