Il s'agit de la gestion linéaire basée sur les stratégies de collecte, de transport, de traitement, de mise en décharge des déchets et de la transition vers une économie circulaire. Le chevauchement des pouvoirs, les insuffisances organisationnelles, techniques et managériales à Yaoundé sont à l'origine d'inégalités environnementales et d'accès au service public de déchet. Ceci a engendré les risques et nuisances comme la prolifération des dépôts sauvages, les incinérations à ciel ouvert, les inondations et les pathologies liées aux déchets.Les limites de la gestion linéaire ont amené les pouvoirs publics à poser à partir de 1992 les bases d'un nouveau système basé sur le recyclage des déchets appelé aujourd'hui sous le vocable international économie circulaire. Celle-ci se développe sur le terrain à travers les filières formelles et informelles de récupération, de réparation, de réemploi/réutilisation, d'achat et de revente des déchets, de compostage et de recyclage. Cette stratégie gouvernementale, appuyée par les acteurs de la société civile et privés, se structure depuis 2010 par la création de nouvelles filières comme le projet de méthanisation à la décharge de Nkol Foulou, le recyclage des déchets d'équipements électriques et électroniques et l'adoption en 2012 d'un cadre juridique sur l'économie du déchet. L'activité de la réparation connait un dynamisme qu'il serait important de structurer. Mais la perception négative du déchet par les populations freine encore l'essor de ce domaine d'activités. D'où la nécessité de sensibiliser, d'informer et d'éduquer les yaoundéens afin d'améliorer la gestion des déchets.

Book excerpt: L'évaluation des incidences environnementales et économiques des systèmes de gestion des déchets urbains constitue l'objectif de ce travail. Le cas de la ville de Yaoundé au Cameroun a été spécifiquement analysé. Quatre systèmes de gestion ont servi de base aux analyses effectuées. Le système 1 est constitué par la collecte traditionnelle et la mise en décharge des déchets bruts ; dans le système 2 le biogaz gui est produit après la mise en décharge est récupéré pour produire de 1' électricité ; les systèmes 3 et 4, considèrent après la collecte, une étape de traitement par compostage et méthanisation en réacteur et de la mise en décharge des déchets ultimes. La méthode d'analyse de cycle de vie (ACV), a été utilisée pour évaluer ces quatre systèmes. Pour cela, les étapes suivantes ont été étudiées : la collecte, le transport, le traitement, le transport des sous produits sur une distance de 70 km, la mise en décharge des résidus. L'analyse des différents rejets a permis de recenser six classes d'impact pour les systèmes de gestion des déchets étudiés. Ces classes d'impact constituent les critères environnementaux pertinents pour l'évaluation environnementale des quatre systèmes en utilisant les outils d'analyse multicritère. Ainsi, sur le plan environnemental, le système 2 se dégage comme le plus performant. A l'analyse environnementale de ces étapes s'ajoute une évaluation économique basée sur deux critères à savoir les coûts des investissements et les coûts de gestion. Là encore, le système 2 apparaît comme le plus économique, contrairement aux systèmes 3 et 4 qui nécessitent un investissement 5 à 10 fois plus élevé pour leur mise en œuvre et un coût de gestion 2 à 3 fois plus élevés. Le système 2 se dégage comme le plus performant d'un point de vue environnemental et économique dans le contexte de Yaoundé. Il s'avère ainsi préférable de ramasser les déchets en vrac, de les mettre en décharge et par la suite de récupérer le bio gaz qui est produit.

Furthermore, as explained in this book, one of the possible alternatives for reducing the contaminant load from solid waste is that of reuse/recycle. A brief report on the development of electrodes (Carbon resin) from solid wastes is included in an attempt to encourage recycle and reduce environmental pollution through discarded batteries. Other chapters in this book report on an investigation conducted on iron doped carbon resin electrodes, municipal solid waste (MSW) management in Cameroon, effective and efficient litter management in nations with beaches, a report on medical wastes management in selected hospitals and environmentally safe methods to remediate mercury contaminated soils.
