L’Europe du XXIe siècle ne sera-t-elle donc qu’une économie de comptoirs où de grands négociants viendront écouler leurs productions et s’approvisionner en produits de pacotille ? Le travailleur français du XXIe siècle redeviendra-t-il le journalier du XIXe siècle passant le plus clair de son temps à courir après ses moyens d’existence ? Les pays européens seront-ils voués à connaître « deux nations aux droits, ressources et devoirs différents » ? Personne ne veut de cette société. Si le contenu en emploi de la croissance diminue, il faut en élargir les bases, faire du développement. Accélérer la prise en charge de nouveaux besoins, constitue un élément de réponse. Mais l’émergence, le développement ou la non-disparition d’activités interviennent aujourd’hui dans des contextes renouvelés. Sous le double coup de l’innovation et de la concurrence, ces activités sont sans cesse conduites à se moderniser sans avoir toujours le temps d’amortir leurs investissements. Ceux qui entreprennent doivent trouver dans leur « milieu » les ressources stratégiques requises, au minimum les relais ou réseaux permettant d’y accéder. Les initiatives locales pour le développement entraînent ces dynamiques. Leurs principes sont clairs : solvabilisation de nouveaux besoins, insertion et qualification des ressources humaines, développement de la culture d’entreprise et du partenariat, utilisation pertinente de l’économie sociale. Elles vont de la pépinière d’entreprises à la technopole en passant par les écoles de production, les ateliers informatiques ou les sociétés locales de capital-risque. Elles concernent aussi bien le développement urbain que rural. La décentralisation devient ainsi le levier de nouvelles stratégies pour l’emploi. Là où elle est souvent vécue comme réforme administrative, elle enrichit son contenu. Approfondir la décentralisation nous conduit vers d’autres manières de décider et d’administrer, engage des transformations de la Société et de l’État leur permettant d’assumer les défis liés de l’ouverture et de l’innovation.
