En definitiva, se trata de elaborar una hoja de ruta para un camino de justicia social que las mujeres con discapacidad requieren.

Simultáneamente a las áreas temáticas existen constantes alusiones a las niñas, las mujeres mayores, la accesibilidad o la violencia contra la mujer, entre otros, a lo largo de todo el documento, que son analizados desde diferentes enfoques.Así, en materia de accesibilidad, se ha buscado especificar las cuestiones de género en el diseño del entorno construido y urbanístico, en el transporte, en el acceso a la información y a la comunicación, así como al de los bienes y servicios. Igualmente, cuando se analiza la violencia contra la mujer, se hace tomando en consideración la prevención, la atención y recuperación de las víctimas, las medidas legislativas necesarias y los estudios e investigaciones que se deberían desarrollar. La salud se aborda, por su parte, reflexionando sobre la atención sanitaria primaria, la salud sexual y reproductiva, la atención sanitaria a la violencia contra la mujer y la salud mental.

Todas las personas tenemos la percepción de que conocemos los derechos humanos, de que son fundamentales para la convivencia y de que debemos respetarlos con el fin de no discriminar a nadie. Sin embargo, la realidad dista mucho de esto, ya que los derechos fundamentales de las niñas y mujeres con discapacidad se ven violentados prácticamente cada día. Tal y como se reconoce en el artículo 6 de la Convención Internacional sobre los Derechos de las Personas con Discapacidad (2006), las mujeres y niñas con discapacidad están sujetas a múltiples formas de discriminación. A ese respecto, una de las premisas de la protección de los derechos humanos en cuanto a la discapacidad y al principio de igualdad es el establecimiento de políticas y medidas por parte de los Estados para proteger las necesidades básicas y los derechos de las personas. A través de estas acciones, se tejen diversas redes de servicios y recursos con el objetivo de dar cobertura a esas necesidades que, en este caso, una importante parte de la población demanda. Por todo esto, a continuación, presentamos un catálogo para mujeres y niñas con discapacidad en el cual se recogen los distintos recursos y servicios que existen para este colectivo, además de los servicios, recursos y beneficios para la población con discapacidad en general.

It is intended for policy makers, academics, activists and development partners - indeed anyone who is curious about how to address inclusion in a world that is witness to intense demographic, spatial, economic and technological transitions. Placing the discussion of social inclusion within such global transitions and transformations, it argues that social inclusion is an evolving agenda. While it does not purport to provide definitive answers as to how to achieve social inclusion in any given context, the report offers an easy-to-use definition and a framework to assist practitioners in asking, outlining and developing some of the right questions that can help advance the agenda of inclusion in different contexts. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.
