This is of particular importance given the uncertainty surrounding the global economy and stagnation in traditional markets in Europe and North America and the emergence of Africa as a rising growth pole. The contributions to this volume highlight the enormous scope for increased cross-border trade in Africa in both goods and services and the reasons why such opportunities are not being exploited. The varied contributions show that for effective regional integration policy makers must look beyond simply removing tariffs to address barriers on the ground that constrain the daily operations of ordinary producers and traders. This requires a reform agenda, covering both goods and services that puts in place appropriate regulations for integrated markets and builds the capacity of institutions that are essential for trade across borders. The incidence of barriers to regional trade fall most heavily on the poor and women and prevents them from exploiting the opportunities that regional trade provides to diversify exports away from a narrow range of minerals and primary products that have been driving recent growth. Regional trade can play a key role in delivering the jobs that are needed for Africa’s young populations. The chapters have been written in a non-technical way to promote dialogue on regional integration in Africa amongst a broad audience that includes policy makers, officials, academics, entrepreneurs, consumers as well as the international development community.

The aim of this volume is to provide the main messages from this work to a wide audience the private sector, civil society, key ministries, relevant agencies that is necessary to provide the consensus and broad base for successful implementation of reforms. Africa is not achieving its potential in regional trade. The contributions to this volume highlight the enormous scope for increased cross-border trade in Africa and the reasons why such opportunities are not being exploited. The main objective of this introductory chapter is to draw attention to the key reason why Africa's potential for regional trade remains unexploited: the high transaction costs that face those who trade across borders in Africa. The contributions to the volume discuss a wide range of policy related barriers that drive up costs and limit trade. The chapter starts with a review of recent export performance in Africa, noting the strong growth rates in many countries. However, the impact of such growth on employment and poverty has been much muted and important challenges remain, especially with regard to greater diversification of exports, and it is here that effective regional integration that reduces transaction costs can play a key role. The paper then discusses the key barriers that raise costs for traders and continue to fragment the African market. Finally, the paper ends with some specific recommendations for action that policy makers can take at the regional level to support integrated markets in Africa and discusses how the World Bank and other donors can support those wishing to implement the necessary reforms.

Several studies suggest that for certain products and countries, the value of informal trade may meet or even exceed the value of formal trade. This paper provides a review of existing efforts to measure informal trade. We list 18 initiatives aimed at measuring ICBT in Africa. The paper also summarizes discussions conducted with many stakeholders in Africa between December 2016 and May 2018 regarding the measurement, the determinants, and the implications of ICBT. The methodologies used to measure ICBT in Africa differ widely, but they do confirm that informal trade in Africa is both sizeable and volatile. Both evidence on the determinants of ICBT and discussions with stakeholders suggest that policies should aim to reduce the existing costs associated with formal trade and provide positive incentives for traders and producers to move into the formal economy in order to avoid the loss of economic potential stemming from informal trade.

Its gold had fueled the economies of Europe and the Islamic world for nearly a millennium, and the sophisticated kingdoms spanning its west coast had traded with Europeans since the fifteenth century. Until at least 1650, this was a trade of equals, using a variety of currencies—most importantly, cowrie shells imported from the Maldives and nzimbu shells imported from Brazil. But, as the slave trade grew, African kingdoms began to lose prominence in the growing global economy. We have been living with the effects of this shift ever since. With A Fistful of Shells, Toby Green transforms our view of West and West-Central Africa by reconstructing the world of these kingdoms, which revolved around trade, diplomacy, complex religious beliefs, and the production of art. Green shows how the slave trade led to economic disparities that caused African kingdoms to lose relative political and economic power. The concentration of money in the hands of Atlantic elites in and outside these kingdoms brought about a revolutionary nineteenth century in Africa, parallel to the upheavals then taking place in Europe and America. Yet political fragmentation following the fall of African aristocracies produced radically different results as European colonization took hold. Book excerpt: Political motives, geography, and the uneven distribution of gains trumped the traditional efficiency gains across Africa's Regional Economic Communities (RECs). The small, sparsely populated, fragmented, and often isolated economies across Africa make a compelling case for these economies to integrate regionally to reap efficiency gains, exploit economies of scale, and reduce the thickness of borders. But lack of complementarities among partners and diminishing returns to the exploitation of resources has reduced supply response to market-integration-oriented regional policies. Additionally, a very uneven distribution of resources has sharpened the trade-off between the benefits of common policies needed to tackle cross-border externalities and their costs, which are heightened by the sharp differences in policy preferences across members. African RECs have pursued the 'linear model' of integration with a stepwise integration of goods, labour, and capital markets, as well as eventual monetary and fiscal integration. With the exception of the franc zone, the RECs have not yet completed goods-markets integration; the lack of adjustment funds to address the uneven distribution of benefits across partners contributing to the delay. Estimates reported here reveal the shortcomings of the linear model of integration, as behind-the-border measures aiming to reduce trade costs were largely ignored across African RECs until recently. While this is probably due to the difficulty in gaining the confidence necessary to get collection action started, many behind-the-border measures could still have been undertaken unilaterally.
