Book excerpt: The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.

In response to congressional requirements, the Center for Disease Control (CDC), in 2003, recommended new airborne exposure limits (AELs) to protect workforce and public health during operations to destroy this materiel. To assist in meeting these recommended limits, the U.S. Army asked the NRC for a review of its implementation plans for destruction of production facilities at the Newport Chemical Depot and the operation of two types of mobile destruction systems. This report presents the results of that review. It provides recommendations on analytical methods, on airborne containment monitoring, on operational procedures, on the applicability of the Resource Conservation and Recovery Act, and on involvement of workers and the public in implementation of the new AELs.

Book excerpt: The Cold War Era left the major participants, the United States and the former Soviet Union (FSU), with large legacies in terms of both contamination and potential accidents. Facility contamination and environmental degradation, as well as the accident vulnerable facilities and equipment, are a result of weapons development, testing, and production. Although the countries face similar issues from similar activities, important differences in waste management practices make the potential environmental and health risks of more immediate concern in the FSU and Eastern Europe. In the West, most nuclear and chemical waste is stored in known contained locations, while in the East, much of the equivalent material is unconfined, contaminating the environment. In the past decade, the U.S. started to address and remediate these Cold War legacies. Costs have been very high, and the projected cost estimates for total cleanup are still increasing. Currently in Russia, the resources for starting such major activities continue to be unavailable.

However, the Army produces certain ordnance-related items and performs some ordnance-related services in a set of arsenals, ammunition plants, other ammunition activities, and depots. The Army operates some of these facilities; contractors operate others. Although this set of facilities has been reduced since the end of the Cold War, the remaining facilities still operate at less than their full capacity today. The unused and underused capacity raises questions about how many of these facilities the Army needs, how large they need to be, and who should own and operate them. This report represents the third phase of a multiyear study that examines the Army's ordnance industrial base and makes recommendations about these issues.

On April 22, 1915, the German military released 150 tons of chlorine gas at Ypres, Belgium. Carried by a long-awaited wind, the chlorine cloud passed within a few minutes through the British and French trenches, leaving behind at least 1,000 dead and 4,000 injured. This chemical attack, which amounted to the first use of a weapon of mass destruction, marks a turning point in world history. The preparation as well as the execution of the gas attack was orchestrated by Fritz Haber, the director of the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistry in Berlin-Dahlem. During World War I, Haber transformed his research institute into a center for the development of chemical weapons (and of the means of protection against them). Bretislav Friedrich and Martin Wolf (Fritz Haber Institute of the Max Planck Society, the successor institution of Haber’s institute) together with Dieter Hoffmann, Jürgen Renn, and Florian Schmaltz (Max Planck Institute for the History of Science) organized an international symposium to commemorate the centenary of the infamous chemical attack. The symposium examined crucial facets of chemical warfare from the first research on and deployment of chemical weapons in WWI to the development and use of chemical warfare during the century hence. The focus was on scientific, ethical, legal, and political issues of chemical weapons research and deployment — including the issue of dual use — as well as the ongoing effort to control the possession of chemical weapons and to ultimately achieve their elimination. The volume consists of papers presented at the symposium and supplemented by additional articles that together cover key aspects of chemical warfare from 22 April 1915 until the summer of 2015.
