Book excerpt: This thesis describes a new data management design for the Joint Warfare Analysis Experimental Prototype (JWAEP), a joint theater level, low resolution stochastic simulation developed at the Naval Postgraduate School. The design calls for (1) a 32 bit Windows program to access the JWAEP data which is stored in a SQL database server, (2) direct output of the database information into the plain text input files on the Unix host machine, and (3) remote execution of the JWAEP model via the network. The viability of this design is demonstrated in the JWAEP Management Information System (JMIS) prototype program. JMIS is shown to be capable of achieving the stated design features; however, due to the size of the JWAEP database, it has not provide a full implementation of each of the design features. In addition, this thesis discusses the issues that have to be considered to maintain JMIS in synchronization with future developments in JWAEP.

Book excerpt: This thesis describes the development of a methodology to model chemical weapons use in the Joint Staff's Joint Warfare Analysis Experimental Prototype (JWAEP) and to quantify the resulting effects. The methodology incorporates organic unit assets and theater-level chemical assets into JWAEP by using the three principles of nuclear, biological, and chemical defense (NBC) which reflect joint and Army doctrine, and combines them with the basic concepts already used in existing theater-level models. Other aspects of the problem include representing chemical 'packages' on the battlefield, determining attrition and time effects, adjusting unit effectiveness, determining chemical package intelligence acquisition procedures, identifying solution techniques, verifying the results, and making recommendations. The proposed solution techniques provide a feasible methodology for integrating high resolution modeling into a low resolution model. The algorithms incorporate the chemical estimate process, Mission Oriented Protective Posture (MOPP) analysis, and employment of appropriate doctrinal unit tactics based on a perception of existing or potential chemical weapons use. Thus, the methodology provides accurate input into the JWAEP for approximating real world results as well as a structured and quantifiable framework reflecting joint and Army doctrine that can be used for stand alone chemical effects analysis. Book excerpt: This thesis develops an algorithm for the selection of objectives for forced entry military operations in a theater level campaign model. The Joint Warfare Analysis Experimental Prototype (JWAEP) is an interactive, 2-sided, theater-level combat model based on an arc-node representation of ground, air, and littoral combat. It may be used in an interactive gaming mode or a closed- form stochastic analysis mode. The need for active mission assignment in the analysis mode mandates that objectives for combat operations be nominated during each planning cycle to adapt to the changing face of the battlefield. JWAEP would execute an initial feasibility check for enemy occupied or controlled nodes against the assets available to the friendly forces. Based on the probabilistic representation of the enemy waits occupying a node, the algorithm determines the relative value of perceived maneuver units and static targets. This is then compared to the relative perceived strength of the units in that node and surrounding nodes which may also defend against the operation. The perceived strength determines the threat; it is calculated for each force capable of executing the attack. The most desirable node for each force, given value and threat, is sent to the appropriate planning module. The principal focus of this thesis is on the determination of the target value parameter and the node defensibility parameter as they are used to nominate and rank possible objectives.

Book excerpt: The U.S. military forces currently face a nontraditional threat from insurgents and terrorists who primarily employ improvised explosive devices, and have shown a cycle of adaptation of less than 12 months to responses by U.S. forces to counter these attacks. This constantly evolving threat requires U.S. military forces to adapt and respond more rapidly with modified tactics, technologies, and/or equipment. In response to this need for new technologies, the Rapid Reaction Technology Office (RRTO) was established in 2006 to develop technologies that can mature in 6 to 18 months for purposes of counterterrorism. Although RRTO appears to be successfully fulfilling its mission, the agency seeks to understand and address barriers to and opportunities for meeting future counterterrorism needs-including the need to accelerate the transition of technologies for counterterrorism with an eye to countering emerging and anticipated threats. This book reviews RRTO approaches and provides a set of recommendations for potential improvements to help meet these needs for rapid technology development.
