Um nun die Funktion dieses Tripelmandates in der Sozialen Arbeit als Menschenrechtsprofession zu erklären und die Sinnhaftigkeit der Forderung nach einem solchen Mandat herauszustellen, wäre zunächst die Frage zu beantworten, inwieweit Soziale Arbeit eine Menschenrechtsprofession ist – oder sein sollte. Insbesondere, da sich das Tripelmandat selbst auf die Menschenrechte als Legitimationsbasis bezieht, sind die Begriffe „Menschenrechte“ und dementsprechend, als Schutzgegenstand ebendieser, „Menschenwürde“ zu betrachten und innerhalb der Profession Sozialer Arbeit zu positionieren. Eine solche Positionierung benötigt zum einen eine Klärung der Begriffe an sich, zum anderen eine Betrachtung der Begriffe aus sozialarbeitswissenschaftlicher Sicht – und somit der Beantwortung der Frage, in welchen Beziehungen die Menschenrechte in der Profession Sozialer Arbeit eine Rolle spielen (müssen).

Book excerpt: In 1948 the United Nations adopted the Universal Declaration of Human Rights, and with it a profusion of norms, processes, and institutions to define, promote, and protect human rights. Today virtually every cause seeks to cloak itself in the righteous language of rights. But even so, this universal reliance on the rights idiom has not succeeded in creating common ground and deep agreement as to the scope, content, and philosophical bases for human rights. Makau Mutua argues that the human rights enterprise inappropriately presents itself as a guarantor of eternal truths without which human civilization is impossible. Mutua contends that in fact the human rights corpus, though well meaning, is a Eurocentric construct for the reconstitution of non-Western societies and peoples with a set of culturally biased norms and practices. Mutua maintains that if the human rights movement is to succeed, it must move away from Eurocentrism as a civilizing crusade and attack on non-European peoples. Only a genuine multicultural approach to human rights can make it truly universal. Indigenous, non-European traditions of Asia, Africa, the Pacific, and the Americas must be deployed to deconstruct—and to reconstruct—a universal bundle of rights that all human societies can claim as theirs.

From so-called deterritorialized terrorist organizations such as al-Qaeda to U.S.-led overthrows of existing regimes in the Middle East, the relationship between territory and sovereignty is under siege. Unfolding an updated understanding of the concept of territory, Stuart Elden shows how the contemporary "war on terror" is part of a widespread challenge to the connection between the state and its territory. Although the importance of territory has been disputed under globalization, territorial relations have not come to an abrupt end. Rather, Elden argues, the territory/sovereignty relation is being reconfigured. Traditional geopolitical analysis is transformed into a critical device for interrogating hegemonic geopolitics after the Cold War, and is employed in the service of reconsidering discourses of danger that include "failed states," disconnection, and terrorist networks. The book first argues that humanitarian assistance to refugees remains vital to people’s survival, even after the emergency phase is over. It then connects asylum politics in the global North with the intransigence of extended exile in the global South. By placing the urgent crises of protracted exile within a broader constellation of power relations, both historical and geographical, the authors present research and empirical findings gleaned from refugees in Iran, Kenya and Canada and from humanitarian and government workers. Each chapter reveals patterns of power circulating through the ‘colonial present’, Cold War legacies, and the global ‘war on terror". She reveals an urgent need for policy reforms in order to improve these organizations and shows that while volunteers learn important lessons, they are not always the lessons that empowerment programs aim to teach. With short-term funding and a dizzy mix of mandates from multiple sponsors, community programs develop a complex web of intimacy, governance, and civic life.
