In der vorliegenden Arbeit soll u. a. untersucht werden, ob Motivation durch den gezielten und systematischen Einsatz von Anreizen bzw. Anreizsystemen insbesondere immaterieller Art gefördert werden kann. Vor dem Hintergrund dramatisch gestiegener Managementgehälter, insbesondere durch den materiellen Anreiz der Aktienoptionen, stellt sich die Frage, wie diese hohen Gehälter in Zeiten stagnierender oder gar rückläufiger Konjunktur überhaupt noch zu finanzieren und zu rechtfertigen sind. Als groteskes Extrembeispiel sei hier die Summe von rund 645 Mio. US $ zu nennen, die Charles Wang, der CEO (Chief Executive Officer) von Computer Associates im Jahr 1999 allein an Aktienoptionen und Aktienerträgen erhalten hat. Trotz oder gerade wegen der immer noch vorherrschenden Diskussion über materielle Anreizsysteme müssen andere, weniger kostenintensive Gehaltssubstitute gefunden werden, die für das Management weiterhin Anreiz genug sind, ihre Aufgabe motiviert und im Sinne des Unternehmens zu erfüllen. Es stellt sich die Frage, ob immaterielle Anreize geeignet sind die materiellen zu ersetzen und somit eine finanzielle Entlastung der Unternehmen zu bewirken. Auch in der Öffentlichkeit werden die Managementgehälter als zu hoch angesehen. 85 Prozent der Aktionäre sind der Ansicht, dass die Topmanager deutscher Aktienfirmen zu viel verdienen. Andererseits beklagen sich die Führungskräfte über die chronische Unterbewertung ihrer Leistung, sodass Mittel und Wege gefunden werden müssen, beide Seiten zufrieden zu stellen. Qualifikation und Motivation der Mitarbeiter sind entscheidende Faktoren für die Effizienz einer Unternehmung und tragen die notwendigen Veränderungsprozesse. In letzter Konsequenz sind es nämlich Menschen, die die Geschehnisse im Unternehmen und im Arbeitsprozess umsetzen und beeinflussen. Der Mitarbeiter avanciert damit zum kritischen Erfolgsfaktor in der Unternehmung. Es wird immer wichtiger, Möglichkeiten zu finden, die Leistungspotentiale gerade der Führungskräfte optimal zu nutzen. Oft wird den monetären Anreizen die umfassendste Anreizwirkung unterstellt. To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood.
