The current crisis in Central America does not come as a complete surprise. At the end of the civil wars that raged across Central America in the 1980s and 1990s, the U.S. did not pay enough attention to the region. We did not remain sufficiently engaged with our Central American neighbors nor work closely enough with them to address the structural problems of social and economic development or the societal violence that is fueling today's crisis.

Book excerpt: "In recent months, U.S. policy makers have expressed concerns about a significant increase in the number of unaccompanied alien children (UAC) being apprehended at the U.S. border. More than 63,000 such children were apprehended over the first 10 months of the fiscal year -- a 100% increase compared to same time period of FY2013. This unexpected surge of children has strained U.S. government resources and created a complex crisis with humanitarian implications for the United States and the international community. Although the flow of unaccompanied minors appears to have slowed since July, experts warn it may accelerate again after the summer heat passes. As Congress continues to debate legislative options to address the foreign policy dimensions of the situation, there are a variety of interrelated issues that it might take into consideration. These include Central American governments' limited capacities to receive and reintegrate repatriated children, and their inability and/or unwillingness to address the pervasive insecurity and lack of socioeconomic opportunities in their countries that cause many children to leave. Other issues Congress might consider include the extent to which the Mexican government is capable of limiting the transmigration of Central Americans through its territory and how other international actors are responding to the spike in apprehensions of unaccompanied children"--Preliminary page.

Not only have relevant agencies been overwhelmed, but our national security has been put at risk as the border security resources have been diverted to deal with the crisis. Virtually all of the 140 volunteers from the Customs and Border Patrol that are at this facility are volunteers who have basically left the border to take care of these children. In the last 8 months, over 47,000 unaccompanied minors have been apprehended at our border. In the first part of this fiscal year, Border Patrol has seen a 700 percent increase in children coming from El Salvador alone and illegally, 930 percent increase in children coming from Guatemala, and a 1,200 percent in children coming illegally from Honduras, compared to all of 2009. President Obama's decision to flout U.S. immigration law spread like wildfire through the region and very clearly prompted mothers and fathers in Central America to do the unthinkable—send their children on a dangerous voyage at the mercy of human traffic smugglers and criminals.

The recent migration increase was likely triggered, according to U.S. officials, by several emergent factors such as the increased presence and sophistication of human smugglers (known as coyotes) and confusion over U.S. immigration policy. Officials also noted that certain persistent conditions such as violence and poverty have worsened in certain countries. In addition to long-standing efforts, such as U.S. Agency for International Development (USAID) antipoverty programs, agencies have taken new actions. For example, Department of Homeland Security (DHS)-led investigative units have increasingly sought to disrupt human smuggling operations. According to DHS's Customs and Border Protection (CBP), the number of UAC from any country apprehended at the U.S.-Mexican border climbed from more than 24,000 in fiscal year 2012 to nearly 39,000 in fiscal year 2013, and to nearly 69,000 in fiscal year 2014. Prior to fiscal year 2012, the majority of UAC apprehended at the border were Mexican nationals. However, more than half of the UAC apprehended at the border in fiscal year 2013, and 75 percent apprehended in fiscal year 2014 were nationals of El Salvador, Guatemala, and Honduras, according to DHS/CBP. El Salvador, Guatemala, and Honduras face various socioeconomic challenges, which the United States is seeking to address through assistance efforts. This book identifies U.S. mission-level efforts to identify causes of the rapid increase in migration of unaccompanied children and address the causes identified. Furthermore, this book discusses the demographics of unaccompanied alien children while they are in removal proceedings.
