The second included the major geomagnetic storm whose origin is attributed to the interaction with the Earth of a High-Speed Stream (HSS) ahead of a positive polarity coronal hole on October 7, 2015. This storm reached the condition G3 (strong) level. We give emphasis to observations detected by the New-Tupi muon telescopes, located at sea level in Brazil (22.53° S, 43.13° W). We present a study of these observations in correlation with observations reported by multipoint space-based measurements, such as the ACE at Lagrange Point L1 and the geostationary GOES weather satellite, including two global geomagnetic indices and several ground-based detectors. Some considerations on the influence of these geomagnetic storms in the Earth weather are reported.

The paper describes the average time development and mean diurnal pattern of irregularities during 58 magnetic storms in 1971-1976. The diurnal variation at Goose Bay shows two peaks of scintillation activity. One peak occurs during the afternoon hours, while the second occurs during the night. The average diurnal pattern is independent of type of storm. diurnal and seasonal effects appear only in the first day of storm commencement and not in the following days which show a very similar diurnal picture.

A numerical intensity index was assigned to each of 346 storms occurring in 1902--45. On the basis of these indices the storms were divided into three sets, of 136 weak, 136 moderate, and 74 great storms. Their morphology was studied separately. For weak storms records were analyzed from 26 magnetic observatories, ranging in geomagnetic latitude from 80 deg N to 48 deg S; and for moderate and great storms, from 19 observatories, 80 deg N to 1 deg S. The stormtime variation Dst and the disturbance longitudinal inequality DS were determined for the first three storm days for different latitudes. The DS variation was obtained, and harmonically analyzed, for each of the first 8 quarter-day intervals and for the succeeding three 8-hour intervals. New features of storm morphology during the first few hours of storm time were discovered: namely, that DS reaches its maximum in about two or three hours from the storm commencement, and that its phase rapidly changes during the first few storm hours. Book excerpt: Investigation of data on strong and very strong magnetic storms of at least two days duration, recorded by the Murmansk Division of the Institute of Terrestrial Magnestism, Ionosphere, and Radio Wave Propagation of the Academy of Sciences of the USSR during the period 1 January 1955 to 31 July 1959, has shown that there is a tendency of magnetic storms to recur at approximately equal periods of time. The most frequently observed periods were: 14 plus or minus 1, 26 plus or minus 1, 29 plus or minus 1 and 56 plus or minus 1 days. Cyclogenesis developed more actively from the second day after the commencement of the magnetic storm to the second day after its termination, and the development of low cyclones into high-lvevel cyclones was accelerated. At the time of magnetic storms during the cold season, there is a tendency for cyclonic activity to intensify from Iceland toward the Barents Sea. In the warm season, during magnetic storms, there is a tendency for the temperature to rise in this same region. The article includes an analysis of processes during two magnetic storms. (Author).

Book excerpt: Geomagnetic storms - a type of space weather that creates disturbances that affect the planet's magnetic field - have the potential to cause significant damage across the globe with a single event. Severe geomagnetic storms can disrupt the operation of electric power transmission systems and critical infrastructures relying on space-based assets. A geomagnetic storm that degrades the electric power grid would affect not only the energy sector but the transportation, communications, banking, and finance sectors, as well as government services and emergency response capabilities. Despite the potentially serious consequences of a severe geomagnetic storm, a literature review indicates that the state of the art for assessing the security risk from geomagnetic storms is still in development. There are examples of analyses that describe threat, vulnerability, and consequence, but they are not integrated, primarily because of the weakness in the threat analysis. Without a sense of the likelihood of such events or at least a mechanism for relative comparisons, cost-benefit analyses have been unable to demonstrate the utility of investing either in hardening or in testing and maintaining operational procedures. The Federal government lacks comprehensive national-level geomagnetic storm risk management assessments and strategies, and no standing entity exists to coordinate cross-Federal government geomagnetic storm risk analysis. This Issue Brief suggests that the Federal government should consider whether it is appropriate to conduct a formal, comprehensive risk assessment regarding severe geomagnetic storms.

Papers included in this volume cover the subject of CIRs from their dissipation in the outer hemisphere, and include discussions of complexities associated with their evolution with distance from the Sun, their three-dimensional structure, and the myriad effects that CIRs have on energetic particles throughout the heliosphere.
