Available in PDF, EPUB and Kindle. Book excerpt: This is the second volume of a series on current processes of land tenure change in Latin America. It aims at clarifying the relationship between land and sustainable livelihood in various countries: Mexico, Nicaragua, Chile, Bolivia and Peru. The first volume "Current land policy in Latin America" describes the shift away from the redistributive policies. This volume analyzes in detail the implications of changing land tenure regimes for land use (agricultural production, environmental sustainability) and the income generating capacity of farmers (is greater access to land still a way out of poverty?). Also the consequences for the non-material aspects of life (e.g., prestige, identity, social relations, etc.) are included. By focusing on the goals and priorities of rural households, rather than on policy goals, an attempt is made to provide an insider's view of rural life. Irrespective of whether policy makers aim at liberalizing land markets or other goals, farmers respond in their own way to the changing situation. Land is a necessary element of life, even in those cases where it no longer plays a crucial role in terms of income generation. Given the current changes in rural life (farmers are having to cope with multifunctional, and often transnational, spaces, as well as neo-liberal production environments and neo-liberal land policy), it is time to make a conceptual update of the land issue. This volume will inspire policy makers to formulate a new land policy, one that does greater justice to the diversity and dynamics of rural life, and make them more aware of the multifunctionality of land and livelihood.

Book excerpt: The report examines a variety of specific instruments and applications in municipalities throughout the region under three categories: property taxation and betterment contributions; exactions and other direct negotiations for charges for building rights or the transfer of development rights; and large-scale approaches such as development of public land through privatization or acquisition, land readjustment, and public auctions of bonds for purchasing building rights. It concludes with a summary of lessons learned and recommends steps that can be taken in three spheres: Learn from Implementation Experiences Increase Knowledge about Theory and Practice Promote Greater Public Understanding and Participation

Latin America today is similar to Canada in the early 1900s-a sleeping giant, basically underpopulated, whose potential rests on the exploitation of enormous land, forest, mineral, and water reserves. This study, carried out over the period 1967-69, has involved travel throughout much of Latin America north of the Tropic of Capricorn and discussions with people in many different fields, including highway construction, forestry, colonization, and agricultural industries in the forest frontier regions and capital cities of the continent. The collection of data required about twelve months of the author in the field.

Book excerpt: This study analyzes the significance of new economic context in Latin America and the Caribbean for the design of policies for the agricultural sector. In addition, it analyzes and assesses recent trends in agricultural development policy in Latin America, to identify and synthesize new policy directions, and to highlight emerging challenges and avenues for policy innovation. The main conclusion of the study is that Latin American agricultural and rural development policy is at a turning point that will require bold new initiatives to improve the production performance of agriculture, reduce rural poverty, protect the natural resource base of the sector and ensure the political sustainability of economic growth. This will require a pro-active set of interventions designed at restoring the specificity of sectoral agricultural policy while maintaining consistency with the macro reforms.--Publisher's description.

Book excerpt: Land settlement in Latin America has become a subject of growing concern as governments renew efforts to develop agrarian potential and to relieve the pressure on overpopulated rural and urban areas. In this book, land settlement is viewed as the development of resources, both human and natural. The spatial organization of land settlement is examined in light of social and spatial patterns that may complement economic activities, lead to viable communities, and facilitate the provision of social and cultural amenities. The farm family is seen as the basic socioeconomic unit, and the family farmstead as the basic spatial nucleus.

What are the real openings and constraints with regard to such policies at the local, national, and international levels? What role is research playing, and what role might it play, in tracking efforts and revealing policy options? This book suggests that Latin America may not be poised for a radical shift in land policy and administration, and that it is home to some worrisome trends and a rich array of initiatives on land issues. Researchers have a crucial role to play in illuminating policy alternatives and monitoring outcomes.
