Book excerpt: This study details the design and operation of the two major gates (overseas processing and asylum) through which people in need of international protection may secure entry to the Unites States. It deals with asylum issues and with the role of non-governmental organizations (NGOs) both in resettling refugees into their new communities and in offering sanctuary to the 'unprotected'. The authors have also conducted an investigation of the reality of American refugee policy. According to them policy questions are: who gets in? why? and how? The answer requires an understanding of the various factors which determine a superpower's humanitarian policies, and of the multiple actors who, in a democracy, oppose or unite their forces to advance, rebut or alter those policies. The authors prove their point by researching, as far back as 1790 and to such recent developments as the Indochinese Refugee Resettlement and Protection bill of 1987, the US record of admitting victims of persecution or oppression through overseas processing, and of confronting mass influxes of spontaneous arrivals. In this framework they debate the inter-relationships between the foreign policy of the United States and the criteria for admitting refugees.

There are two disparate components to the global refugee crisis: first, there are about 46 million refugees and Internally Displaced Persons (IDPs), most of whom are struggling to survive in the poorest and most violent countries in the world, and second, our interpretation of international human rights law allows this state of affairs to worsen. Refugee protection has been a longstanding policy that ostensibly protects victims of human rights violations from other countries. In actuality, protection is largely negated by systematic efforts by industrialized states to reduce the number of refugees arriving at the borders. This book provides a comprehensive examination of this worldwide problem and rejects the idea that the majority of asylum seekers abuse the system to gain entrance into the country.

As part of its longstanding refugee resettlement policy, the United States has accepted and provided safe haven to thousands of refugees. Focusing primarily on the situation of Iraqis resettled in Arizona since the 1990s, this research uses interview findings and first-hand data to examine various aspects of their post-resettlement experiences through a meta-theoretical approach that includes aspects of humanitarian governance, adaptation, acculturation and integration. Building on this theoretical understanding, this book examines the process from the first moment of resettlement to integration as a multi-layered social reality and reveals the fundamental impact of forced migration on the 'politics of refugee life'.
