Book excerpt: During April and May 1990 archeological investigations were conducted at the proposed Citrus Lands borrow area near West Point a la Hache, in Plaquemines Parish, Louisiana. No archeological remains were encountered within the planned project area. However, one previously unrecorded site, 16PL153, was encountered outside the limits of the proposed borrow pit. This site probably represents the remains of a field drainage structure. No further work is recommended for the project area. Site 16PL153 will require additional testing, if future plans will result in impact to or destruction of the site complex.

Certain cultural projects benefited from immediate attention and funding while others, with equal cases for assistance but with less attraction to future tourist dollars, languished. New Orleans and its surroundings contain a diverse mixture of Native Americans, African Americans, Creoles, Cajuns, Isleños with roots in the Canary Islands, and the descendants of Italian, Irish, English, Croatian, and German immigrants, among others. Christopher Goodwin & Associates, Inc. conducted archeological investigations at three proposed borrow pit areas near Port Sulphur, in Plaquemines Parish, Louisiana. This survey was performed for the U.S. Army Corps of Engineers, New Orleans District, pursuant to Delivery Order 07, Contract No. DACW29-88-D-0121. The survey was comprised of an intensive pedestrian survey augmented by systematically placed, screened shovel tests. Two archeological sites were identified and tested. The Slater Site VH-1 (16PL151) consisted of a scatter of late nineteenth and twentieth century domestic and architectural debris. Shovel and auger tests and two excavation units yielded a variety of artifacts; all were recovered from the plowzone. There was no evidence of in situ features or cultural deposits. The Slater Site VH-2 (16PL152) contained late nineteenth through late twentieth century debris mixed in the plowzone. The debris appeared to be the remains of a shotgun house razed in the 1970s. Both sites lacked archeological integrity and substantive research potential. No further work was recommended for these two sites or within the three borrow pit areas. Book excerpt: The New Orleans to Venice, Louisiana, Hurricane Protection project is intended to provide protection of the developed areas of Plaquemines Parish along the Mississippi River. The project would enlarge the locally constructed back levee from City Price to Venice, Louisiana, and bring the existing levee from Pheonix to Bohemia up to grade. The proposed construction involves the hydraulic pumping of sand from the Mississippi River and clay from select borrow areas in the adjacent marshes. Surface material obtained from the borrow areas, as well as suspended materials from the dredging operation, will be retained in a ponding area and the effluent released into the marsh. Approximately 3,000 acres of wetland will be permanently impacted, and 11,000 acres temporarily affected. It is proposed that the wetlands permanently lost be mitigated by the creation of marsh on the Delta National Wildlife Refuge. Records reviews and historical investigations were conducted prior to an intensive archaeological survey being initiated in both locales. The survey did not locate any significant cultural resources within either area. Only one occupational locale, a Euro-American site of too recent an age to be assigned a site designated by the Louisiana Division of Archaeology, was found within the proposed Homeplace borrow pit.

Book excerpt: Plaquemines Parish, Lousiana, is composed of the lands adjacent to the Mississippi River below New Orleans, Louisiana. The New Orleans District has been directed by Congress to provide hurricane protection for the residents of Plaquemines Parish. The west bank portion of the project from Tropical Bend south to Venice is currently under construction by the sand core, hydraulic clay method, while work from Tropical Bend north to City Price has not begun. Eight plans for levee construction were initially considered for the northern segment, and two plans, sand core, hydraulic clay (SCHC) and 'I' wall, levee plug (I-Wall), were retained for detailed evaluation. The SCHC plan would provide appropriate hurricane protection, but would result in the loss of more marsh than would occur without construction of the project. The I-Wall plan would provide appropriate hurricane protection and would result in a minor loss of marsh. The SCHC plan has been recommended because of its performance in addressing the identified public concerns and its net positive contribution to the goal of National Economic Development. As a mitigative measure, it is proposed tht 297 acres of freshwater marsh be created on the Delta-Breton National Wildlife Refuge.
