Historically, central public authority in the Netherlands has been problematic. The country's origin as a confederation of seven independent republics, has had effect in the sense that government usually works 'bottom up'. As a result the Netherlands has relatively few national cultural institutions when compared to other countries. Moreover, the national media never have been linked to the nation state. It is therefore surprising that the nation's cultural policy can be described as a national system in which the nation state sets the agenda rather than cities and regions.

Have the size and composition of the groups of 'culture-lovers' and 'culture-leavers' changed since the end of the 1970s? These are the central questions in this concise descriptive study. It considers not only visits to cultural institutions such as museums and concert halls, but also the consumption of culture via the media and active cultural participation through the amateur arts. Trends in total participation are presented against the background of continuity and change in cultural output. More women than men have an interest in cultural activity, and more better-educated than less well-educated people. The level of cultural interest among the better-educated has declined, but thanks to the rising education level this has not (yet?) been translated into a lower overall level of cultural interest. Among middle-aged people, the main growth area has been in their interest in popular culture. At the end of this report a number of scenarios from earlier studies on the position of culture in the midst of increasing competition for people's leisure time are subjected to scrutiny.

Book excerpt: European colonial expansion led to Dutch notions of civilised society, or the Dutch's community's flexible and relatively charitable attitudes toward 'others', being scattered (as in the Greek word 'diaspeirein') to the four corners of the earth. In some cases, the exportation of Dutch cultural values to places overseas, like North America, endowed 'Dutchness' with subtle new meanings. But in colonial Indonesia, Dutch political customs and traditions were transformed in the process of migrating to exotic locales. In this book, Frances Gouda examines the ways in which the Netherlands portrayed its unique colonial style to the outside world. Why were citizens of a small and politically insignificant European nation able to represent as natural and normal their dominance over ancient civilizations on islands such as Java and Bali? How did Dutch colonial residents explain the cultural differences between themselves and the supposedly 'primitive' peoples of the Indonesian archipelago? In trying to understand the 'gendering' practices of colonial governance in the Netherlands East Indies, Gouda also explores the interactions of Dutch and Indonesian women with European men. FRANCES GOUDA earned a Ph.D. in history from the University of Washington in Seattle in 1980. She is currently professor of history and gender studies in the Political Science Department of the University of Amsterdam.
