It presents the history of modernity as constituted by the tension between sovereignty and autonomy and offers a critical interpretation of European modernity from a global perspective. The book shows, in contrast to the standard view of its invention, that autonomy (re)emerged as a defining quality of modernity in early modern Europe. Gerard Rosich looks at how the concept is first used politically, in opposition to the rival concept of sovereignty, as an attribute of a collective-self in struggle against imperial domination. Subsequently the book presents a range of historical developments as significant events in the history of imperialism which are connected at once with the consolidation of the concept of sovereignty and with a western view of modernity. Additionally, the book provides an interpretation of the history of globalization based on this connection. Rosich discusses the conceptual shortcomings and historical inadequacy of the traditional western view of modernity against the background of recent breakthroughs in world history. In doing so, it reconstructs an alternative interpretation of modernity associated with the history of autonomy as it appeared in early modern Europe, before looking to the present and the ongoing tension between 'sovereignty' and 'autonomy' that exists. Book excerpt: What form should Europe take? Should it be based on 'nation states' or 'states of nations'? On what basis should European unification proceed? Should it be an élite undertaking pioneered by statesmen elected to democratic government offices, or should true unification also demand a significant European cultural forum open to spokesmen and -women representing the continent's nationality groups? Was the League of Nations really such a thing? Or was it a League of States? All these questions were posed by Ewald Ammende and his fellow minority associates during the 1920s. Coming to terms with the consequences of collapsed empires and at least four years of conflict, they were forced to consider how best to re-build their continent as if it were a tabula rasa. In the process, they provided intelligent, perceptive analyses of the national and international affairs of the day, particularly as they affected Central and Eastern Europe. Their voices, reflecting their status as national minorities and a geographical location beyond the borders of the post-war Great Powers, deserve to be written more thoroughly into the history of the interwar years. Their ideas still provide food for thought even today. Martyn Housden is the author of Neighbours or Enemies? Book excerpt: Given the impact that successive court rulings have had on the organisation of the sports movement in the past 15 years, the autonomy of non-governmental sports organisations has become a highly topical concern in Europe. It is also closely related to the issue of governance, the subject of previous Council of Europe studies. The Enlarged Partial Agreement on Sport (EPAS) decided to explore the concept of autonomy in greater depth by studying the conceptual, political, legal, economic and psycho-sociological aspects of the subject. This study was carried out at the request of the EPAS by the Swiss Graduate School of Public Administration (IDHEAP) on the basis of a questionnaire sent to public authorities in charge of sport and to national and international umbrella sports organisations. In addition to an analysis of the data obtained, documents produced by public authorities and sports organisations on this emerging issue are presented. This study contributes to a better understanding of the concept of autonomy and offers a clear picture of the issues involved.
