It draws on research conducted among Aymara language radio broadcasters, hip hop artists, and community members during a period of radical social change and Indigenous political resurgence (pachakuti) in South America's most Indigenous republic. The Plurinational Republic of Bolivia counts Aymara among its official languages, but Aymara's social status and transmission to newer generations raise concerns about whether, despite being one of the most widely spoken Indigenous languages of the Americas, the threat of language obsolescence persists. This ethnographic account of Indigenous language activism shows how Aymara media and cultural workers combat this threat by making the language audible in diverse corners of Aymara life and examines the role Indigenous multilingualism plays in Bolivian politics. Through interviews and analysis of Aymara media texts, this study shows how language professionals determine how “the voice of the people” should sound. By introducing neologisms and archaicisms to avoid mixing Aymara with Spanish, Aymara language professionals disseminate a register of dehispanicized Aymara over the airwaves. The study reveals how these language professionals approach cultivating Aymara as more than a question of linguistic competence, but also of political commitment and anti-racist practice. Organized into two sections, one on radio and one on song, and including clear explanations and illustrations of key concepts in linguistic anthropology, this book listens to Aymara language advocacy from devout Catholics, union militants, and hip hop artists and fans, who hear in their language both the past and the future of Bolivia's Aymaras.

Book excerpt: winner of the 2021 Ellen Koskoff Edited Volume Prize Decentering the Nation: Music, Mexicanidad, and Globalization considers how neoliberal capitalism has upset the symbolic economy of “Mexican” cultural discourse, and how this phenomenon touches on a broader crisis of representation affecting the nation-state in globalization. This book argues that, while mexicanidad emerged in the early twentieth century as a cultural trope about national origins, culture, and history, it was, nonetheless a trope steeped in ‘otherization’ and used by nation-states (Mexico and the United States) to legitimize narratives of cultural and socioeconomic development stemming out of nationalist political projects that are now under strain. Using music as a phenomenological platform of inquiry, contributors to this book focus on a critique of mexicanidad in terms of the cultural processes through which people contest ideas about race, gender, and sexuality; reframe ideas of memory, history, and belonging; and negotiate the experiences of dislocation that affect them. The volume urges readers to find points of resonance in its chapters, and thus, interrogate the asymmetrical ways in which power traverses their own historical experience. In light of the crisis in representation that currently affects the nation-state as a political unit in globalization, such resonance is critical to make culture an arena of social collusion, where alliances can restore the fiber of civil society and contest the pressures that have made disenfranchisement one of the most alarming features characterizing the complex relationships between the state and the neoliberal corporate system that seeks to regulate it. Scholars of history, international relations, cultural anthropology, Latin American studies, queer and gender studies, music, and cultural studies will find this book particularly useful.

Unknown or ignored, his private and public writings destroy this myth straight out. The then-fashionable musicking of a presumed Mexicanness was far from Revueltas' mind. Strongly inspired by the Soviet Revolution, his dream was to find ways to sound the voice of the social people, not only those wandering the Mexican streets but also the gypsy miners in Spain, the black slaves in the U.S. South, and those in Cuba in colonial times. The various soundings of such social actors account for the diversity of aesthetics in his works, explored in this book through a correlation of the musical texts with the composer's writings as well as his political activism: he was not only active at home as a leading member of the League of Revolutionary Writers and Artists, but also significantly as a member of the Mexican delegation visiting Republican Spain in the midst of the war against Franco's fascist troupes. With few exceptions, though, most of his works seek to transcend standards of political art expression, such as program music or scores variously linked to word or image. Significantly, Revueltas' early instrumental works appear to abstract a musical ontology from the time and space of his diverse and multiple social actors through a daringly free use of montage and collage. Avant-garde rebellion and satire are also present in his best-known late works. Revueltas's is a unique and provocative decolonial art that pokes fun at the cosmopolitanistic fantasies of his Eurocentric peers at home as well as exoticizing expectations abroad. In this history of Cuba, Louis A. Perez proposes a new Cuban counterpoint: rice, a staple central to the island's cuisine, and sugar, which dominated an export economy 150 years in the making. In the dynamic between the two, dependency on food imports—a signal feature of the Cuban economy—was set in place. Cuban efforts to diversify the economy through expanded rice production were met with keen resistance by U.S. rice producers, who were as reliant on the Cuban market as sugar growers were on the U.S. market. U.S. growers prepared to retaliate by cutting the sugar quota in a struggle to control Cuban rice markets. Perez's chronicle culminates in the 1950s, a period of deepening revolutionary tensions on the island, as U.S. rice producers and their allies in Congress clashed with Cuban producers supported by the government of Fulgencio Batista. U.S. interests prevailed—a success, Perez argues, that contributed to undermining Batista's capacity to govern. Cuba's inability to develop self-sufficiency in rice production persists long after the triumph of the Cuban revolution. Cuba continues to import rice, but, in the face of the U.S. embargo, mainly from Asia. U.S. rice growers wait impatiently to recover the Cuban market.
