In conclusion, the demographic transition affects democracy through the aforementioned channels primarily in poor countries that have experienced their demographic transition and subsequent democratization in the second half of the 20th century or later.

Yet no book has so far tackled the key questions of whether leaders deliberately provoke conflicts abroad to distract the public from problems at home, or whether such gambles offer a more effective response to domestic discontent than appeasing opposition groups with political or economic concessions. Diversionary War addresses these questions by reinterpreting key historical examples of diversionary war—such as Argentina's 1982 Falklands Islands invasion and U.S. President James Buchanan's decision to send troops to Mormon Utah in 1857. It breaks new ground by demonstrating that the use of diversionary tactics is, at best, an ineffectual strategy for managing civil unrest, and draws important conclusions for policymakers—identifying several new, and sometimes counterintuitive, avenues by which embattled states can be pushed toward adopting alternative political, social, or economic strategies for managing domestic unrest.

The present volume is a cathode-ray-tube printout of a substantial portion of the CCPR file.The period chosen dates from 1815 (immediately after the Congress of Vienna and the establishment of the modern international system) to 1966, and excludes the years of the two major wars, 1914-1918 and 1940-1945. Virtually all independent nation-states throughout the world are included.Of the variables embraced by the file, about 25 percent are political, and some of these, such as the method of legislative selection, are qualitative in character. The remaining variables include ecological, social, and economic attributes. For the most part these are "interval-scaled," that is, they represent data in true numerical units, such as dollars, miles, telephones per capita.For each country, from the time of its formal inception, year-by-year figures are given over all the variables for which reliable data have been found or can be estimated. Book excerpt: The purpose of this paper is to empirically determine the effects of political instability on economic growth. Using the system-GMM estimator for linear dynamic panel data models on a sample covering up to 169 countries, and 5-year periods from 1960 to 2004, we find that higher degrees of political instability are associated with lower growth rates of GDP per capita. Regarding the channels of transmission, we find that political instability adversely affects growth by lowering the rates of productivity growth and, to a smaller degree, physical and human capital accumulation. Finally, economic freedom and ethnic homogeneity are beneficial to growth, while democracy may have a small negative effect.

In India, the current government flagship program on universal primary education organizes both locally elected leaders and parents of children enrolled in public schools into committees and gives these groups powers over resource allocation, and monitoring and management of school performance. However, in a baseline survey we found that people were not aware of the existence of these committees and their potential for improving education. This paper evaluates three different interventions to encourage beneficiaries' participation through these committees: providing information, training community members in a new testing tool, and training and organizing volunteers to hold remedial reading camps for illiterate children. We find that these interventions had no impact on community involvement in public schools, and no impact on teacher effort or learning outcomes in those schools. However, we do find that the intervention that trained volunteers to teach children to read had a large impact on activity outside public schools -- local youths volunteered to be trained to teach, and children who attended these camps substantially improved their reading skills. These results suggest that citizens face substantial constraints in participating to improve the public education system, even when they care about education and are willing to do something to improve it.
