Yet Cromwell's unique political and military position and current European conflicts enabled him to play a crucial role in international affairs, playing off France against Spain and arousing Catholic fears. Financial and security problems determined the nature of Cromwell's policies, but he achieved great influence among his neighbours in five turbulent years Until recent studies the Protectorate has been regarded as a political cul-de-sac lying uncomfortably between regicide and Restoration. Its foreign relations presented outdated 'Elizabethan' hatred of declining Spain, neglect of rising French and Dutch power, and excessive admiration of Protestant Sweden. A close study of Cromwell's domestic and international position in 1653 casts new light on his problems and successes, restoring pragmatism above religious idealism as the determining factor despite Cromwell's undoubted miscalculations. It is to his credit that England's international prestige stood at its highest during the century in 1658, helped by his unprecedently powerful (though expensive) armed forces. Despite unpopularity and subversion at home, and a narrow base of support, Cromwell utilised the Franco-Spanish war to auction his services between them, obtained England's only Continental foothold after 1558, and pressed his claim as leader of European Protestantism at a time of renewed religious tension.

Hence the constant encouragement we received to flout Great Britain. Hence the celebrated telegram to Kruger. The strong disgust at that telegram shown by the English was so unlike their usual humble submission to insults and interference that the hopes of the Germans to obtain the Transvaal without fighting for it were seriously upset. Then arose the great German craze to obtain sea power at any cost, for the Transvaal gold would pay for a hundred of the biggest fleets the world has ever seen. ' It is debateable what impact this belief had on overall policy, but its existence was significant. The outcome of the Civil War had provided a regime regarded by many as illegal, with the monarch in exile and the potential of foreign invasion. Internal disputes among the victors narrowed Cromwell's support further, presenting him as the displacer of the House of Commons in favour of the military. The Catholic nature of Western European monarchies added an ideological dimension to policy as seen by Protestant zaealots. The existence of unprecedently large armed forces posed special problems, their cost requiring Cromwell to seek funds for external campaigns from foreign allies rather than add to his unpopularity with new taxes. Driven by a sense of Providence, he also sought to divine God's purpose for him in his new position. -- All these factors provided a new situation for British foreign policy in 1653. The strength, proximity, and pro-Royalism of France and Spain made them the principal concerns of Cromwell and his Council, their current war (which he sought to prolong) distracting them from concentrated hostility. As Secretary Thurloe made clear, the choice of Spain as an enemy was not due to outdated ideology but to France being a more dangerous enemy. Security and financial considerations impelled Cromwell's policies as much as Protestant 'solidarity', though he cannot be exonerated of naivety, occasional over-confidence and other faults which made his achievement of a high reputation abroad a matter of luck as well as skill.
