Participants were also asked to identify supports and impediments to their perceived roles. Instruments used in this study included a researcher-designed survey, which consisted of selected-response, Likert scale, and open-ended questions. Individual interviews with participants were also conducted. Twenty-nine elementary principals from across the Commonwealth of Pennsylvania completed the selected-response and Likert scale questions while 25 of the principals completed the open-ended response questions. Four of the 29 elementary principals participated in individual interviews. The results of the study indicate that a principal's roles in students' reading development are multi-faceted and include: ensuring high student achievement and growth by monitoring instructional delivery, facilitating literacy teams and professional learning communities, engaging in data-driven decision making, ensuring that the Pennsylvania Core Standards for College and Career Readiness are satisfied, leading professional development, recruiting and maintaining high quality staffs, providing access to resources, supervising and evaluating teachers, and developing curriculum. In terms of supports for principal's roles, the participants cited their own knowledge of reading development, time to engage in instructional leadership activities related to reading, and familiarity with curriculum and instructional materials. Participants identified several additional supports. Few impediments to the principals' roles were cited; the main impediment was a lack of human and material resources.

Unfortunately, districts are hiring literacy coaches without a clear job description for the position. This is resulting in a broad focus for coaching and minimizing the impact of the work to support teachers in the classroom. A plethora of research (Bean, Draper, Hall, Vandermolen, & Zigmond, 2010; Collet, 2012; Elish-Piper & L'Allier, 2011; Lucas, 2011; Matsumura, Garnier, & Resnick, 2010; Peterson, Taylor, Burnham, & Schock, 2011; Steckel, 2009; Stephens, Morgan, Deford, Donelly, Hamel, & Crowder, 2011; Vanderburg & Stephens, 2010) exists that illuminates a clear analysis of the factors which can be used to determine the effectiveness of a literacy coach. However, a similar amount of research (Bean & Dagen, 2012; Bean & Zigmond, 2007; Deussen, Coskie, Robinson, & Autio, 2007; Elish-Piper & L'Allier, 2011; Kissel, Mraz, Algozzine, & Stover, 2011; Mraz, Algozzine, & Watson, 2008; Scott, Cortina, & Carlisle, 2012) also exists presenting the inconsistent roles and responsibilities of literacy coaching in school districts. -- The purpose of this sequential mixed-method study was to determine and define the elementary literacy coaching roles and responsibilities that classroom teachers, literacy coaches, and principals valued the most to positively impact teacher practice and student achievement in an urban southeastern school district. Knowing these precepts might help literacy coaches become more efficient and be valuable resources for both classroom teachers and principals. Data from cross-sectional surveys, focus groups, and sample weekly literacy coaching schedules determined literacy coaching roles and responsibilities within the district. Perceptions of classroom teachers, literacy coaches, and principals about literacy coaching examined both desirable and undesirable practices and techniques to ensure an effective literacy coaching model based on all stakeholders' needs. -- The findings of this study indicated an inconsistent agreement between the roles and responsibilities of elementary literacy coaches as perceived by principals, literacy coaches, and teachers. Current quantitative data suggested that coaches are perceived as coordinators of the reading program; however, qualitative data reported coaches were exhausting their time as contributors to student testing. Another inconsistency in the survey results were the teachers' desires for literacy coaches to instruct students, but the focus groups' discussions clarified a need for coaches as the experts to spend more time coaching teachers on specific strategies to instruct students. All participants expressed a need for coaches to be resources to classroom teachers, which would align with the quantitative data. However, the qualitative results extended this desire to follow an ongoing coaching model rather than leading a one-time professional development, providing resources and lessons during the planning sessions, or facilitating book studies.

The following questions guided the study: (1) What do elementary principals think they need in order to become more effective leaders in reading? (2) Does the size of the school affect the principal's role in reading instruction? (3) Does the principal's years of experience affect his/her role in reading instruction? (4) Does the combination of the principal's years of experience and the size of the school affect his/her role in reading instruction? This study included two independent variables and one dependent variable. The independent variables were the school size and principal's years of experience. The dependent variable was the composite score for information given by Elementary Principals participating in the study regarding their understanding of the role of elementary principals in reading instruction as measured by a survey (Likert-Scale). The survey was mailed to 800 elementary principals. Three mailings occurred which resulted in the return of 289 usable surveys, a return rate of 36%. The returned surveys included sufficient data for the analysis of the open-ended questions. The composite scores from the 20 survey questions provided sufficient data for the two-way Analysis of Variance. The data collected were analyzed using the descriptive statistic by frequency, distribution, means, standard deviation, two-way analysis, and Tukey's Post Hoc follow-up to complete the statistical analysis. The level of significance and follow-up was .05. The findings of this study showed there is no significant difference between size of school and the principal's role in reading instruction. There is a significant difference between 1-4 years and those with 5 or more years of experience and the elementary principal's role in reading instruction. In addition, the study showed that Principals perceived the need for more money, staff training, and time in order to be more effective leaders in reading instruction. Finally, most principals believed that reading should be taught with a Balanced Literacy-(Guided Reading) Approach.

The literature review in this study indicated there was limited research on principals' professional development in literacy content knowledge and their implementation of culturally responsive leadership. The researcher interviewed twelve elementary school principals. These interviews measured their attitudes and confidence in making school-based decisions that improve literacy and create a more culturally responsive environment. This study also identified their readiness level to engage in decision-making around best ways to be more self-critical, analyze equity data and develop culturally responsive teachers and curriculum to impact student achievement and decrease disproportionality. This study was conducted using grounded theories of effective culturally responsive leadership practices as described by Muhammad Khalifa (2018). This study will contribute to the limited knowledge about principals' literacy content knowledge and their implementation of culturally responsive leadership practices. This study concluded principals have not been provided with professional development on literacy content knowledge. This study also concluded principals are cognizant of what it means to be a culturally responsive leader, yet most have not implemented culturally responsive leadership practices in schools. It is recommended principals and participants in pre-service leadership programs receive professional development and courses, increasing their literacy content knowledge and understanding of culturally responsive leadership behaviors.
