Book excerpt: As Hurricane Katrina so forcefully demonstrated, the nation's critical infrastructures-both physical and cyber-have been vulnerable to a wide variety of threats. Because about 85 percent of the nation's critical infrastructure is privately owned, it is vital that public and private stakeholders work together to protect these assets. The Department of Homeland Security (DHS) is responsible for coordinating a national protection strategy and has promoted the formation of government and private councils for the 17 infrastructure sectors as a collaborating tool. The councils, among other things, are to identify their most critical assets, assess the risks they face, and identify protective measures in sector-specific plans that comply with DHS's National Infrastructure Protection Plan (NIPP). This testimony is based primarily on GAO's July 2007 report on the sector-specific plans and the sector councils. Specifically, it addresses (1) the extent to which the sector-specific plans meet requirements, (2) the council members' views on the value of the plans and DHS's review process, and (3) the key success factors and challenges that the representatives encountered in

Book excerpt: According to the Dept. of Homeland Security (DHS), there are thousands of facilities in the U.S. that if destroyed by a disaster could cause casualties, econ. losses, or disruptions to national security. DHS issued the Nat. Infrastructure Protection Plan (NIPP) in June 2006 to provide the approach for integrating the nation's critical infrastructure and key resources. This report studied DHS's Jan. 2009 revisions to the NIPP in light of a debate over whether DHS has emphasized protection rather than resilience. The report discusses: (1) how the 2009 NIPP changed compared to the 2006 NIPP; and (2) how DHS addressed resiliency as part of their planning efforts. Charts and tables. DoD relies overwhelmingly on commercial electrical power grids for secure, uninterrupted electrical power supplies to support its critical assets and is the single largest consumer of energy in the U.S. In 2008, it was reported that "[c]ritical national security and homeland defense missions are at an unacceptably high risk of extended outage from failure of the grid". Commercial electrical power grids have become increasingly fragile and vulnerable to extended disruptions that could severely impact DoD's critical assets. This report addresses these issues and argues that with more detailed knowledge of the assets' risks and vulnerabilities to electrical power disruptions, DoD can better avoid compromising crucial DoD-wide missions during electrical power disruptions.

Book excerpt: GIS for Critical Infrastructure Protection highlights the GIS-based technologies that can be used to support critical infrastructure protection and emergency management. The book bridges the gap between theory and practice using real-world applications, real-world case studies, and the authors’ real-world experience. Geared toward infrastructure owners and first responders and their agencies, it addresses gaps in the response, recovery, preparedness planning, and emergency management of large-scale disasters. It also explains the first principles of CIP, introduces the basic components of GIS, and focuses on the application of GIS analysis to identify and mitigate risk and facilitate remediation. In addition, it offers suggestions on how geospatial and emergency response communities can come together—and with combined knowledge—work toward viable solutions for future improvements. Provides a narrative of critical lessons learned through personal experience during the response to Hurricane Katrina Contains examples demonstrating how geospatial technologies may be applied to fire service Summarizes lessons learned from ten community collaboration studies GIS for Critical Infrastructure Protection serves as a reference for infrastructure owner’s police, fire, paramedics, and other government agencies responsible for crisis and emergency response, and critical infrastructure protection. The book benefits first responders and infrastructure owners working to ensure the continued safety and operability of the nation’s infrastructure.

Book excerpt: In 2005, Hurricane Katrina devastated the Gulf Coast, damaging critical infrastructure, such as oil platforms, pipelines, and refineries; water mains; electric power lines; and cellular phone towers. This disrupted gov¿t. and business functions alike, producing cascading effects far beyond the location of the storm. DHS was directed to complete an analysis on whether the dep¿t. should require private sector entities to provide DHS with info. about their security measures and vulnerabilities in order to improve the dept¿s. ability to evaluate critical infrastructure protection nationwide. This correspondence summarizes DHS¿s approach for preparing its report and documents the results of the auditor¿s efforts in order to fulfill their responsibility. Illustrations.

Available in PDF, EPUB and Kindle. Book excerpt: This book uses the 2001 anthrax attacks as its point of departure for an analysis of the past, present, and future of America's preparedness to deal with major challenges to public health, including bioterrorism and pandemic flu. The study identified the strength and weaknesses of the system while making recommendations for improvements. This allows the U.S. to be better prepared if faced with a larger or different biological threat. This book looks for linkages not only between bioterrorists and pandemic defenses, but also between public health security and the wider field of homeland security. Johnstone highlights some key foundation plans and strategies that are to serve as a basis for public health security. Failure to address these crucial issues not only creates unfounded mandates but also inhibits priority setting, leadership, and accountablity. Bioterror: Anthrax, Influenza, and the Future of Public Health Security utilizes a large number of sources from within both the public health and public policy communities to document how each sector responded to the anthrax attacks and re-emergent infectious diseases, and how those responses have evolved to the present day, As with other areas of homeland security, sustained progress in public health security is not likely until basic questions about funding priorities and leadership are successfully addressed. In the response to the only mass casualty event in the United States since 2001, Hurricane Katrina, and in various emergency simulation exercises such as TOPOFF series, major performance deficiencies have been observed. This book brings together a variety of sources, the best available evidence on the status of the public health security system at three distinct points: before 2001; during and immediately after the anthrax attacks; and in the period from 2004 to the present.

Available in PDF, EPUB and Kindle. Book excerpt: The nation¿s health, wealth, and security rely on the production and distribution of certain goods and services. The array of physical assets, functions, and systems across which these goods and services move are called critical infrastructures (CI) (e.g., electricity, the power plants that generate it, and the electric grid upon which it is distributed). The national security community is concerned about the vulnerability of CI to both physical and cyber attack. This report discusses the evolution of a national CI policy and the institutional structures established to implement it. The report highlights five issues of Congressional concern: identifying critical assets; assessing vulnerabilities and risks; allocating resources; info. sharing; and regulation. Illustrations.
