Book excerpt: Homeland Security Presidential Directive - 7 (December 2003) established the requirement to protect national critical infrastructures against acts that would diminish the responsibility of federal, state, and local government to perform essential missions to ensure the health and safety of the general public. HSPD-7 identified the Emergency Services as a national critical infrastructure sector that must be protected from all hazards. The Emergency Management and Response-Information Sharing and Analysis Center (EMR-ISAC) activities support the critical infrastructure protection and resilience of Emergency Services Sector departments and agencies nationwide. The fire service, emergency medical services, law enforcement, emergency management, and 9-1-1 Call Centers are the major components of the Emergency Services Sector. These components include search and rescue, hazardous materials (HAZMAT) teams, special weapons and tactics teams (SWAT), bomb squads, and other emergency support functions. This Job Aid is a guide to assist leaders of the Emergency Services Sector (ESS) with the process of critical infrastructure protection (CIP). The document intends only to provide a model process or template for the systematic protection of critical infrastructures. It is not a CIP training manual or a complete road map of procedures to be strictly followed. The CIP process described in this document can be easily adapted to assist the infrastructure protection objectives of any community, service, department, agency, or organization.

Book excerpt: Experts agree, though it is already important, nuclear power will soon be critical to the maintenance of contemporary society. With the heightened importance of nuclear energy comes a heightened threat of terrorism. The possibility of nuclear energy infrastructure terrorism-that is, the use of weapons to cause damage to the nuclear energy industrial sector, which would have widespread, devastating effects-is very real. In Nuclear Infrastructure Protection and Homeland Security, authors Frank R. Spellman and Melissa L. Stoudt present all the information needed for nuclear infrastructure employers and employees to handle security threats they must be prepared to meet. The book focuses on three interrelated nuclear energy infrastructure segments: nuclear reactors, radioactive materials, and nuclear waste. It presents common-sense methodologies in a straightforward manner, so the text is accessible even to those with little experience with nuclear energy who are nonetheless concerned about the protection of our nuclear infrastructure. Important safety and security principles are outlined, along with security measures that can be implemented to ensure the safety of nuclear facilities.

This book was released on 2011-09-01 with total page 529 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the events of 9/11, the Administrator of the US Environmental Protection Agency created the Water Protection Task Force (WPTF), which identified water and wastewater systems as a major area of vulnerability to deliberate attack. The WPTF suggested that there are steps that can be taken to reduce these vulnerabilities and to make it as difficult as possible for potential saboteurs to succeed. The WPTF recommended that be scrutinized with renewed vigor to secure water and wastewater systems against these possible threats. It also recommended that water and wastewater systems have a response plan in place in the event an act of terrorism occurs. The WPTF identified water distribution networks as an area of special vulnerability and highlighted the need for rapid on-line detection methods that are accurate and have a wide detection range. As a result of these recommendations novel technologies from various fields of science and engineering are now addressing water security issues and water and wastewater utilities are looking for innovative solutions. Once such technologies are available, there will be a rapid implementation process that will present many business opportunities for the private sector. However, in addition to terrorist threats water and wastewater systems are inherently vulnerable to natural disasters such as earthquakes and floods. This volume will address the problems associated with both intended terrorist attacks and natural disasters affecting water or wastewater systems. The book is divided into parts based on the kinds of threats facing water and wastewater systems: (1) a direct attack on water and wastewater infrastructure storage reservoirs, and distribution and collection networks; (2) a cyber attack disabling the functionality of the water and wastewater systems or taking over control of key components which might result in system failures; and (3) a deliberate chemical or biological contaminant injection at one of the water distribution system’s nodes. It will examine unique plans, technological and managerial innovations for protecting such systems, and includes descriptions of projects that were implemented to respond to natural disasters. Case studies are presented that discuss existing projects and evaluate their performance, with an emphasis on providing guidelines and techniques that can be implemented by water and wastewater planners and managers to deal with natural and manmade disasters should they occur.

Book excerpt: This book provides a comprehensive survey of state-of-the-art techniques for the security of critical infrastructures, addressing both logical and physical aspects from an engineering point of view. Recently developed methodologies and tools for CI analysis as well as strategies and technologies for CI protection are investigated in the following strongly interrelated and multidisciplinary main fields: - Vulnerability analysis and risk assessment - Threat prevention, detection and response - Emergency planning and management Each of the aforementioned topics is addressed considering both theoretical aspects and practical applications. Emphasis is given to model-based holistic evaluation approaches as well as to emerging protection technologies, including smart surveillance through networks of intelligent sensing devices. Critical Infrastructure Security can be used as a self-contained reference handbook for both practitioners and researchers or even as a textbook for master/doctoral degree students in engineering or related disciplines.More specifically, the topic coverage of the book includes: - Historical background on threats to critical infrastructures - Model-based risk evaluation and management approaches - Security surveys and game-theoretic vulnerability assessment - Federated simulation for interdependency analysis - Security operator training and emergency preparedness - Intelligent multimedia (audio-video) surveillance - Terahertz body scanners for weapon and explosive detection - Security system design (intrusion detection / access control) - Dependability and resilience of computer networks (SCADA / cyber-security) - Wireless smart-sensor networks and structural health monitoring - Information systems for crisis response and emergency management - Early warning, situation awareness and decision support software
