Climate change is already a significant stressor on most global and local value chains and threatens food security. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. Book excerpt: This report provides an overview of a study conducted in the NENA region in 2015-2016 in partnership with FAO, CIRAD, CIHEAM-IAMM and six national teams, each of which prepared a national report. In the six countries under review in the NENA region (Egypt, Lebanon, Morocco, Mauritania, Sudan and Tunisia), agriculture is carried out primarily by small-scale family farmers, the majority of whom run the risk of falling into the poverty trap, largely due to the continuous fragmentation of inherited landholdings. As such, the development of small-scale family farming can no longer be based solely on intensifying agriculture, as the farmers are not able to produce sufficient marketable surplus due to the limited size of their landholdings. An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.

Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Book excerpt: Ethiopia is a low-income country and agriculture is the mainstay of the economy, accounting for for 34 percent of GDP and 70 percent of total employment share. Ethiopia remains one of the world’s poorest countries, despite the significant progress achieved in reducing poverty and hunger. The Government of Ethiopia through its Growth and Transformation Plan (GTP II) has consistently prioritized the transformation of agriculture from low-input, subsistence-oriented production systems to a fast-growing, intensive and commercially oriented sector to support the country’s aspirations to become a middle-income country by 2025. FAO’s Country Programme Framework (2016-2020), was formulated based on the GTP II. Over the evaluation period (2014-2019), FAO exceeded the resource mobilization targets. Overall, FAO’s programme displays several imbalances and disconnects, specifically between development activities and emergency response. The evaluation calls for FAO to adopt a more cohesive programmatic approach and continue to consolidate its fragmented programme. In the context of the Government’s plans for agricultural transformation, the evaluation also recommends that FAO support an economically sound value chain and market-based approach to agricultural development, while upholding normative values of inclusiveness and ecological sustainability.

This will eventually lead to the increase of investment in Agricultural Water Management (AWM) in the targeted countries – and beyond – that is socially equitable, profitable at the farm level, economically viable, environmentally neutral or positive, and sustainable. The Guide focuses on the specific component of Enhancing Water Use Efficiency at small scale irrigation as one of the major outputs of the project. While creating and implementing Water Use Efficiency (WUE) measures at field level, existing policy frameworks were mapped and analyzed, and recommendations were defined as scalable policy instruments with the aim to demonstrate case-specific experiences to the collectively agreed goal of using water resources efficiently.

Forest and farm producers’ livelihood systems are characterized by small-scale farms and woodlots, direct dependence on natural resources, and smallholder value chains extending over larger landscapes. Building the resilience of these systems and their functions requires i) improving the short- and long-term viability of livelihoods through sustainability, efficiency, and profitability in production and along the value chain; ii) increasing preparedness and the capacity to act in the face of climate change and other stressors and shocks; and iii) stewarding farm ecosystems and aiming for ecological co-benefits in all actions. In addition, participatory and inclusive service landscapes and management processes are considered preconditions for all the above-mentioned domains of resilience, largely defining the long-term impact and overall success of resilience actions.
