They come to see secondary school as irrelevant, available jobs as demeaning, and their prospects and choices as diminishing. Some continue to "drop in" to school long enough to get a diploma, but leave lacking the skills or interest to pursue further education. Others drop out of school altogether. Seen in this context, the ambitious promise implied in the federal law to "leave no child behind" will require moving expeditiously beyond the "one-size-fits-all," factory-model high school to a far richer diversity of learning environments. This paper focuses on four types of learning environments that appear to hold particular promise for vulnerable and potentially disconnected youth: reinvented high schools, secondary/postsecondary blends, education/employment blends, and extended learning opportunities beyond the school day, year, and building. The first section paints a statistical portrait of the substantial number of urban youth who could potentially benefit from these new programmatic options. The second section describes the authors' process for identifying and investigating emerging, powerful learning environments, then profiles four programs that show evidence of effectiveness. The report concludes with a discussion of the policy opportunities today for creating multiple avenues for young people to achieve to higher standards, along with four specific policy recommendations to meet this goal. Investing in The Health and Well-Being of Young Adults makes the case that increased efforts to improve high school and college graduate rates and education and workforce development systems that are more closely tied to high-demand economic sectors will help this age group achieve greater opportunity and success. The report also discusses the health status of young adults and makes recommendations to develop evidence-based practices for young adults for medical and behavioral health, including preventions. At the same time, global competition and technological change have actually stimulated both new businesses and new jobs. The jury is still out, however, on how many of these positions represent a significant source of long-term job quality and security. Where Are All the Good Jobs Going? addresses the most pressing questions for today's workers: whether the U.S. labor market can still produce jobs with good pay and benefits for the majority of workers and whether these jobs can remain stable over time. What constitutes a "good" job, who gets them, and are they becoming more or less secure? Where Are All the Good Jobs Going? examines U.S. job quality and volatility from the perspectives of both workers and employers. The authors analyze the Longitudinal Employer Household Dynamics (LEHD) data compiled by the U.S. Census Bureau, and the book covers data for twelve states during twelve years, 1992–2003, resulting in an unprecedented examination of workers and firms in several industries over time. Counter to conventional wisdom, the authors find that good jobs are not disappearing, but their character and location have changed. The market produces fewer good jobs in manufacturing and more in professional services and finance. Not surprisingly, the best jobs with the highest pay still go to the most educated workers. The most vulnerable workers—older, low-income, and low-skilled—work in the most insecure environments where they can be easily downsized or displaced by a fickle labor market. A higher federal minimum wage and increased unionization can contribute to the creation of well paying jobs. So can economic strategies that help smaller metropolitan areas support new businesses. These efforts, however, must function in tandem with policies that prepare workers for available positions, such as improving general educational attainment and providing career education. Where Are All the Good Jobs Going? makes clear that future policies will need to address not only how to produce good jobs but how to produce good workers. This cohesive study takes the necessary first steps with a sensible approach to the needs of workers and the firms that hire them.

Book excerpt: As globalization and technological change remake the labor market, it has become increasingly clear that the United States must create better educational and workforce training programs if we are to remain competitive. In order to help disadvantaged and low-skilled workers advance in the new labor market, educational opportunities are needed that can boost their ability to succeed in high-demand career areas that pay better wages. America's federally funded adult education programs represent an underutilized resource in meeting this goal. Targeting the nearly 39 million adults in this country who have yet to earn a high school credential, these programs have served as a lifeline for decades in helping millions of high school dropouts build their reading, writing, and math skills. However, despite their promise, such programs have generally been less successful in helping students make the transition into postsecondary education and training required for better-paying jobs. As a result, many students who have obtained an alternative high school credential such as the General Educational Development (GED) certificate have remained on the sidelines as our labor market has moved forward into the 21st century. This report provides a much-needed review of innovations in the adult education field aimed at helping high school dropouts overcome these barriers and make the transition to postsecondary education and training. Highlighting results from rigorous studies, the report documents reforms that have a number of promising methods for promoting dropouts' transition to college, including the development of new, more rigorous college- and career-readiness curricula; enhanced supports such as assistance with college admissions and applying for financial aid; and increased on-the-ground connections with postsecondary institutions. The review finds that the most promising program reforms integrate basic skills and GED instruction within specific career fields and provide enhanced supports to ease students' entry into college.
