The area has been growing very rapidly since quantum effects in silicon field-effect transistors have become of practical interest. Since the discovery of the quantum Hall effect by Klaus von Klitzing in 1980, this subject has grown exponentially. The book contains 42 invited papers and 37 contributed papers which were presented at the 7th of the traditional Würzburg conferences. For the area of high magnetic fields applied in semiconductor physics recent results are discussed, and the state-of-the-art is reviewed. More than 50% of the papers concern two-dimensional electronic systems. Other subjects of current interest are magneto-optics and magneto transport in three-dimensional semiconductors. Special attention has been paid to the rapidly growing field of semimagnetic semiconductors.

These include the first results on the long-tenn stability of a millisecond Pulsar, for which data 14 integrated over several years now show a stability of around 10- . Improvements in the understanding of various biases in Cesium beam standards promise accuracies in the low 14s for primary standards and in the low 13s for short commercial tubes, for which long tenn stabilities in low 14s have already been shown to be obtainable by accuracy improvement. Beams using optical pumping for state selection and for detection have been operated with excellent results, and more are being realized. Other new frequency standards which have appeared include a macroscopic rf trap with Mercury ions, which perfonns in the low 15s in one day, the sub millimeter metastable Magnesium beam, which has shown a short tenn stability 19 in the low 12s in one second and promises an accuracy of 10- , and the cold Hydrogen masers, which have such high stabilities that they cannot be measured with existing local oscillators. Prospects for future developments include laser manipulation of neutrals and spectroscopy of single ions at rest in a trap. Both these groups of techniques have great potential for unprecedented accuracy and short-and long-tenn stability, and new superior frequency standards are expected to be realizable in this way in the not too distant future.

Nishi nomiya City wishes to extend a warm and sincere welcome to the many participants here in this Symposium. Nishinomiya is the city where Dr. Hideki Yukawa (1907-1981) was living when he published the famous paper "On the Interactions of Elementary Particles. I" in 1935. For this work he was awarded the Nobel Prize for Physics in 1949. To celebrate the 50th anniversary of his meson theory, our city has started the "Nishinomiya-Yukawa Memorial Activities" to promote the study of the oretical physics, which, we believe, is important for the progress of human society. The annual activities consist of this Symposium, the Nishinomiya Yukawa Memorial Prize for promising young physicists and Memorial Lec tures for citizens every year. They are conducted by the Steering Committee, the chairman of which is Professor K. Nishijima, the director of the Research Institute for Fundamental Physics, Kyoto University. I would like to express my sincere gratitude to the members of this Committee for their great efforts, as well as to the members of the Organizing Committee of this Symposium. Dr. Yukawa said in his book "Tabibito" ("A traveler" in Japanese), "One who inquires into the truth is just like a traveler without a map." Book excerpt: The enormous technological, financial, and structural changes of recent decades have revolutionized the international shipping industry, bringing about lower freight rates, shorter time in port and fast turnarounds, reduction in crew size, employment of cheap labour from developing countries, avoidance of national regulations and taxes, and diminished living and working standards on board. Exploitation of seafarers has always existed, but now it has become more common and frequent. Shipowners can cut costs in various ways, but the most profitable and easiest to achieve are those at the expense of labour costs, in particular costs for maintaining proper living conditions on board the ship. This bulletin examines in detail the structure of the shipping industry, focusing on problems concerning the working and living conditions of seafarers on board merchant ships serving the global sea transport system. Exploring all levels of maritime policymaking on a global and European level, the author analyses seafarers' rights in the light of international enforcement mechanisms and particularly in the light of the recent ILO Maritime Labour Convention. He also considers relevant case law, as well as advisory opinions and policy statements from various pertinent agencies, especially in the EU context.. Among the issues raised and discussed in depth in relation to their effect on seafarers' labour standards are the following: * ship manning companies; * illicit crewing agencies; * flags of convenience; * hours of work and rest; * wages; * occupational health and safety; * accommodation, food, water, and catering; * recreational facilities; * filing of grievance; and * port controls. The author shows that, expansion and progress of the maritime industry notwithstanding, there is a great need for effective enforcement mechanisms in this area. This is the first detailed analysis to connect the working and living conditions of seafarers with international, supranational, and national maritime legislation. A giant step towards establishing a global monitoring system to enforce international maritime conventions regarding seafarers' labour standards, it is sure to make an important contribution to both international labour and employment law and the law of the sea.
