Book excerpt: IFPRI commissioned this study to assess how the country programs (CPs) are performing—which approaches and methods are producing the best outcomes across countries and over time—to identify factors that promote or impede their progress and lessons for making them more impactful in the future. The study has two major components. The first is a survey and analysis of the factors that CP leaders perceived to have most helped them influence host-country policies. We interviewed all current and most past CP leaders, which enabled us to compile evidence from recent CP experiences as well as from the 1980s and 1990s. We focused on the lessons they drew from their past successes that shed light on how to make their other activities successful. We did not undertake similar interviews on failed efforts because it is much harder to elicit such information from CP leaders. Additional insights about unsuccessful activities are, however, captured in the second component of the study, a commissioned external evaluation of the performance of a sample of ongoing country programs. Ideally, the external evaluation would have included CPs in both Africa and Asia, but this was not possible with the available budget. We therefore settled for an evaluation of CPs in Africa south of the Sahara. Doing so had two advantages: (1) the African CPs are more homogenous in terms of their objectives, structure, and internal IFPRI management, making comparisons among them more insightful; and (2) the budget was sufficient to both include all the African CPs in some of the analyses and allow the external evaluator to visit three of them.

Book excerpt: At the end of each round, the FAO Statistics Division reviews and assesses national census practices, methodologies and results, and summarizes the findings in methodological publications, under the Statistical Development Series (SDS). The SDS 17, i.e. this first publication, is a compendium of reviews of country agricultural censuses conducted during the WCA 2010 round (which covers the period 2006–2015) and their main results. This publication includes detailed metadata on agricultural censuses conducted by different countries. Apart from providing information on historical background, legal, institutional frameworks and international collaboration, the publication also provides an overview of the census staff, reference and enumeration periods, scope and coverage, methodological modalities, frame, data collection methods, questionnaires used, new technology used, data processing and archiving, and census data quality and dissemination. The metadata reviews are complemented by tables with main results on key structural characteristics, such as number of holdings, total area of holdings, area irrigated, machinery, gender, and sex of holders, number of household members, farm labor, livestock, and crop areas. This review of the WCA 2010 round is intended to serve as useful reference material for census planners and data users, providing valuable lessons for future censuses, which will ultimately lead to improved assessments of countries’ agricultural sectors.

Agricultural biotechnology comprises several scientific techniques (genetic engineering, molecular marker-assisted breeding, the use of molecular diagnostics and vaccines, and tissue culture) that are used to improve plants, animals, and microorganisms. However, in preparing this desktop analysis, IFPRI has focused on genetic modification (GM) technologies in particular and on the agricultural context in which they are being applied, because GM technologies are at the center of the controversy about biotechnologys role in Africa. In addition, because we have attempted to focus our review on peer-reviewed evidence and documented examples, the preponderance of data presented in the report is focused on genetically modified (also abbreviated GM) crops in use and under development, although we recognize the potential of the technology for livestock, fisheries, and forestry.

Book excerpt: Sub-Saharan Africa is uniquely positioned significantly increase its current agricultural productivity to lift the region’s more than 400 million people out of extreme poverty and improve the livelihood of approximately 250 million smallholder farmers and pastoralists in the region. To achieve that, substantive digital transformation of the agriculture sector is required through improved infrastructure and increased access to and use of digital technologies for agriculture. To improve the current understanding of sub-Saharan Africa’s digital agriculture landscape, the Food and Agriculture Organization of the United Nations (FAO) and the International Telecommunication Union (ITU) undertook this study in 47 countries. The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.

Impact evaluations are aimed at providing feedback to help improve the design of programs and policies. They also provide greater accountability and a tool for dynamic learning, allowing policymakers to improve ongoing programs and ultimately better allocate funds across programs. Such a causal analysis is essential for understanding the relative role of alternative interventions in reducing poverty. The papers in this section again adopt a variety of techniques. The rst two impact evaluation studies employ propensity score matching to establish, ex-post, a valid control group to assess the impact on child schooling outcomes among b- e ciaries of various interventions in Kenya and Ethiopia. The third chapter c- ries out an ex-ante evaluation of alternative cash transfer programs on child school attendance in Uruguay. The nal paper further carries out in-depth macro-modeling and micro-regression analysis to simulate the impacts of the food crisis and various policy responses, including food subsidies and cash transfers, on various dimensions of child poverty in Mali. Though using different approaches, the studies are gen- ally in agreement concerning the positive impact of the cash transfer program on child schooling and labor market outcomes. The studies from Kenya and Uruguay both nd that the schooling interventions are progressive.
